The Evaluation System of Agent of Government Investment Project Based on AFD

According to analyses of the existing problems in the evaluation of agent of government investment project, combining with the characters of the substituted construction system of the government invested project and the project management, a performance evaluation index system of the agent of government invested project was constructed, fdlowing the basic principles of the index settlement. It introduces the AHP, the fuzzy evaluation mode, and the ADF comprehensive evaluation mode based on DEA, and gives some practical examples.     

宁夏回族自治区土地整治项目绩效评价

本研究采用AHP（层次分析法）和多层次模糊综合评价法,构建土地整治项目绩效评价体系,并对其进行实证分析。笔者以宁夏回族自治区土地整治项目中的10个试点项目为例,结合项目区实际情况,从资金使用情况、项目执行情况、项目管理情况和项目建设情况4个维度进行评价,旨在为土地整治项目绩效评价提供新的思路与方法。结果表明：宁夏回族自治区土地整治项目绩效等级优良,占81%。建议从设立土地整治绩效评价机构,建立健全信息报备系统,建立电子绩效评价系统3方面入手,建立土地整治项目绩效评价的长效机制。     

基于项目成功度评价方法的世行贷款农业科技 项目绩效评价研究

项目绩效评价是在项目已经完成并运行一段时间后,对项目的效果、效益和影响进行系统的、客观的分析和总结的一种技术经济活动。文章利用成功度评价方法,构建了成功度评价的基本模型,对利用世界银行贷款加强灌溉农业项目评价指标进行等级评定。同时运用层次分析法对各项指标进行层次分析,计算出各指标的权重值,得出利用世界银行贷款加强灌溉农业项目的总体绩效评价结果。利用成功度评价方法便于客观、科学地评价项目区实施的效益、总结经验和教训,为利用世界银行贷款加强灌溉农业项目乃至农业综合开发项目的决策、建设、管理等提供参考。     

中国渔政管理指挥系统信息化绩效评价——基于AHP 层次分析法和模糊综合评价法

以中国渔政管理指挥系统作为评价对象,将该系统的信息化建设的长远目标和近期目标、内在组织流程和外部影响因素等诸多方面结合在一起,基于AHP层次分析法和模糊综合评价法构建中国渔政管理指挥系统管理信息化绩效评价模型和多层次、多维度的评价指标体系,实现对中国渔政管理指挥系统管理信息化绩效的客观评价。通过对管理信息化绩效评价的研究,将为渔业管理部门提供系统实用的信息化评价方法和工具,帮助渔业管理部门明确在信息化需求和实施绩效方面的优势和薄弱环节,便于管理决策层及时掌握当前的信息化实施状态。     

草原生态保护补奖政策评价指标体系设计

草原生态保护补奖政策是新时期草原生态环境建设的重要内容和组成部分,是保障草原可持续发展的关键。建立科学、合理的草原生态保护补奖政策评价指标体系,是跟踪项目实施进度效果和及时优化项目实施内容的重要保证。本研究结合草原生态保护补奖政策实施内容,在分析评价指标体系目标及原则的基础上,构建草原生态保护补奖政策评价指标体系。研究结果为政府部门掌握此项评价指标体系,并开展绩效考核奖励提供了参考依据,同时也是跟踪项目实施进度效果并及时优化项目实施内容的重要保证。     

农业科研试验基地绩效评价体系研究

为进一步深化科研机构改革,尽快建设“职责明确、评价科学、开放有序、管理规范”的现代院所制度,根据新形势下农业科研试验基地的定位和职责,针对无目标约束的综合评价问题,提出了一套农业科研试验基地绩效评价的评价系统。采用模糊评价理论和数据库构建技术,设计开发了系统管理软件,实现绩效评价工作过程中的工作流程管理、评价指标管理和上报数据管理,从而实现绩效评审、计算评分、数据统计和结果发布等功能,并应用于新疆农科院试验基地的实际测度。测评结果符合新疆农科院试验场站发展的实际情况,能揭示出新疆农科院各试验基地在全院总绩效中的位次和贡献份额,为新疆农科院评优工作提供了依据,为绩效工资的发放奠定了基础,为中国农业科研试验基地的管理和发展能力评价提供了科学的方法。     

On Precise Yang Le Inequality and Deficiency Sum

Along with the increase in the number of large-scale construction projects, a series of negative effects concerning various interest-related parts have emerged,which urges a comprehensive and objective evaluation of construction project so as to evaluate its overall satisfaction. In this paper,an evaluation indexes system of construction project satisfaction was advanced,which consists of 19 values coming from all main interest concerning parties, including users, investors, owners, suppliers, government and organizations nearby. A BP neural network evaluation model was built which was self-adaptive, self-organizing and self-study. And this evaluation model was applied to specific project ease. The result showed that this approach can improve the reliability and effectiveness of satisfaction evaluation of the construction project.     

Fuzzy Analysis Method for Evaluating the Qualityof Project General Supervision Engineer

Since the implementation of the new construction system in 1988 in China, this system has gone through three phases: trial phase(1988-1993),development phase(1993-1995),and comprehensive application phase from 1996.Construction supervision as a new management system has profound effects to the whole process of a construction project, in particular, to the three conventional objectives, that is quality, cost and construction time. The new management system has to a large extent brought the traditional problems of extended construction time, uncontrollable cost and unsecured quality to a normal practice. Construction supervision is a management activity with request of high intelligence. The performance of this activity is closely related to the quality of project general supervision engineer. This paper identifies the basic elements that a proper project general supervision must have. By applying the fuzzy analysis principle, this paper presents a quantitative model for evaluating the quality of project general supervision engineer.It provides an applicable approach for project clients when general supervision engineers are to be chosen.     

通过引入参与式绩效评估体系，充分发挥以工代赈的社会效益

参与式绩效评估是在绩效评估中引入参与式的理念,使用参与式的方法和工具,实现最大限度的公众参与。在以工代赈项目中实施参与式绩效评价,通过农户的参与,可以真实地评价项目是否达到了建设和赈济的双重目的,并对政府提供的公共服务做出评估。在参与的过程中,可以充分调动农户的积极性和主动性,提高农户自我发展的意识和能力,同时对政府部门工作绩效做出客观的评估,使政府和农户间形成良好的互动。     

城乡统筹背景下农村集体建设用地复垦效益评价——以重庆市荣昌县为例

研究目的：对农村集体建设用地复垦效益评价进行内涵剖析,建立农村集体建设用地效益评价指标;研究方法：用多因素综合评价法建立农村集体建设用地复垦效益评价的指标体系、确定指标分值,用层次分析法确定指标权重;研究结果：（1）农村集体建设用地复垦效益评价可以从经济效益、社会效益和生态景观效益三方面进行分析;（2）通过对重庆市荣昌县1个街道、2个镇的农村集体建设用地复垦项目案例进行分析,结果表明,农村集体建设用地复垦项目产生了较好的经济效益,而社会、生态景观效益相对较弱;研究结论：建议建立农村集体建设用地复垦效益的标准化指标评价体系和效益评价的长效机制。     

Key Technologies and Application Study on Networked Roadway Design Project Management

Aiming at the urgent requirements of project management from roadway design enterprises, key technologies and application of networked roadway design project management are studied. First, requirements analysis and a general technology scheme are proposed for networked roadway design project management. Next, key technologies are studied systematically, including workflow analysis and improvement, networked and dynamic project monitoring and coordinating, and integrated project information management. Based on the key technologies, an application system of networked roadway design project management is developed and applied in some real projects of roadway engineering design. A case study is presented to illustrate the management process based on the networked project management system. The engineering applications show that the system can effectively improve the management efficiency, reasonably configure and optimize design resource, monitor and coordinate project plan and schedule, and accurately evaluate the performance of design team members.     

生态农业观光园景观评价体系研究

为了建立适用于各种类型的生态农业观光园的景观评价系统,了解各景观元素在生态农业观光园景观营造中的作用,笔者应用层次分析法的原理,构建一套完整的生态农业观光园景观评价指标体系,运用专家咨询法和萨蒂(Satty)制定的1~9标度法构造判断矩阵,计算出各评价因子的权重。系统运算结果表明,项目层中自然景观的权重远大于人文景观和生产景观,因素层中农业景观权重最大,其重要性高于同项目层下园林植物景观,在指标层中,农业景观总体意象权重最大,其次是物种的多样性,农事体验、农事活动、民风民俗展示、园林建筑总体风格也占有一定的地位。该研究为生态农业观光园的景观设计与营造、等级评定及分级管理和分级指导提供理论依。     

Analysis of Social Appraisal Index System in Public Project

The social evaluation theories of public project still have not been standardization today, and have effects on the process of the construction to city. One of the main reasons lays in that the index system, about the social evaluation theories of public project, connects with many fields, has many non-economic index and difficult in measuring the every index. This article is to mark off the main factors involved in social evaluation effectually, to set up index system of social evaluation practically, and to settle firm ground for methodology and theory of public project.     

Study on Application of Value - at - Risk to the Risk Evaluation of Construction Project Bidding

The value-at-risk(VaR) model is a statistical model to estimate and control financial risk,and used to measure the most probable loss on the next deal stage of financial asset portfolio.Based on the principle of the value-at-risk,in this paper the value-at-risk is to be applied to the risk evaluation of construction project.Assuming the sub-project prices abide by the BQ model are random variable which conform to normal distribution,this paper has built up the portfolio of project according to biding and quoted price of construction project,and adopted the variance-covariance method to measure the value-at-risk of the biding and quoted price in order to provide a feasible risk analysis tool for the evaluation of construction project bidding.     

Establishment and Control of the Objective System of Construction Project Management

According to the quality of one-time ,uncertainty and high risk in engineering project, the importance of management by objetctive of construction project is expatiated. The features and structure model of the system of management by objects are analyzed and established. The principle to determine the superiority of objectives in different levels and the "Analytic Hierachy Process" to calculate the weight factors are put forward. The method of active and passive control is employed to manage the project dynamically so that the successful enforcement of the overall objectives will be ensured and meanwhile the best investment effect will be achieved.     

Discussion about the Agent- Construction System of Governmental Project in China

The agent - construction system, as a new public project management mode, has been practiced in some cities and attracted attention from the society. This paper firstly studies the features and operation modes of agent - construction system, and discusses the agent - construction system from the viewpoints of promoting competition, nourishing agent -construction enterprises, setting up a supervisory and encouraging mechanism, and its connection with the governmental project procurement system etc.     

权的最小平方法在土地利用现状评价中的应用——以重庆市黔江区为例

土地利用现状评价是土地利用总体规划的基础和出发点,为了正确的认识土地利用现状,编制好土地利用总体规划,以重庆市黔江区为例,应用权的最小平方法建立土地利用现状评价体系和标准,从土地开发利用程度、土地集约利用程度、土地利用综合效益3个方面对土地利用现状进行定量评价。结果表明,黔江区的土地利用综合评价分值为70.58,处于基本合理利用阶段,建议在未来土地使用中以社会主义市场经济建设为取向,内涵式集约型利用土地资源,提高土地综合利用效益,实现土地资源的可持续利用。同时,为土地利用现状评价提供了新的方法。     

Competitive Performance of Construction Companies Based on Analytic Hierarch Process

Competition among construction companies becomes drastic while market economy is gradually established in China.It is a problem of concern that how to rationally evaluate the competitive ability of construction companies in order to plan the competitive strategy for companies.The multi index system and comprehensive index are proposed in this paper and Analytic Hierarch Process(AHP) is applied to calculate the weights of multi index.The evaluation model of competitive performance of construction companies is presented based on AHP.An example for the evaluation model is given.The results demonstrate that the model can be used to efficiently evaluate the competitive performance of construction companies.The competitive strategy can be suggested through analyzing some factors influencing the competitive performance of construction companies.     

A Dynamic Grey Fuzzy Evaluation Method for Financing Risk in Freeway Project

There are many risks that influence freeway project financing and the influence of these risks differ by project stage. However, it is impossible to analyze the total risk of project financing objectively and accurately merely using the fuzzy or grey evaluation methods. These methods cannot reflect the dynamic characteristics of financing risks during freeway project construction. A dynamically grey fuzzy comprehensive evaluation method was established and used to evaluate the financing risks of a freeway project. The results indicate that this method can not only make full use of the rich experience of the experts, but also reduce the influence of subjective factors. In addition, this method can reflect the dynamic characteristics of the financing risks during freeway project construction. Investors therefore can pertinently prevent and control financing risks based on the results of the evaluation of financing risks in every stage of the project. A demonstration shows that the method is suitable for comprehensive evaluation of financing risks of infrastructure projects such as freeways.     

Index System Incubation Performance of Science and Technology Enterprise Incubator

The business incubator comes from the management model that provides environment,service for science and technology small enterprises to accelerates their growth.Incubation performance is a main evaluation criterion to choose incubator for venture investment enterprises.The paper constructs incubation performance evaluation system of science and technology business incubator,and establishes a method model to calculate weigh based on Analytical Hierarchy Process(AHP).The conclusion is that the AHP is applied well to the structure the incubation performance index system of science and technology enterprise Incubator index system based on an example.
