丰富的森林资源促进了第2次世界大战结束后日本经济的恢复和高速发展。此后,林产品市场供求、生产经营和产业政策发生了重大变化。文中分析了日本森林资源和森林经营现状、木材供求和森林功能多样化的趋势,以及林业政策、经营管理和技术创新的动向,以期为理论研究和业务决策提供参考。日本在经济高速增长期过后,木材需求量减少,自给率维持低位。近年来,日本林木进入集中主伐利用期,社会对森林生态环保需求增大,森林经营面临着规模过小、国有林缺乏经营活力、年轻劳动力减少等问题。日本森林经营管理创新的重点包括提高科技贡献率、改革林业特别是国有林的生产经营体制、提升森林在生态与环境和经济减贫等多方面价值。目前,上述创新已经效果初现,也是今后日本林业改革发展的主要方向。  相似文献

工业化国家林业产业当前面临的主要问题是环境污染对大面积森林构成的严重危胁和对分散的私有林无法进行现代化经营。此外,尚有财政危机和某些国家的林产品过度依赖进口等问题。在90年代,甚至更长的时期内,发达国家林业产业政策的调整方向是,保护和改造现有林,通过实施分类经营战略发挥森林的多种效益,兼用行政和经济手段引导私有林的发展,进一步调整林产品结构和大力发展木材培育业。  相似文献

日本是世界上林业发达国家之一, 面对林业生产衰退和地震灾害, 通过林业政策调整实现了木材供需改善和林业产业体系改造, 因此研究日本林业生产现状和政策走向对我国林业现代化建设具有重要的借鉴意义。文中介绍了日本林业产业总体发展态势, 重点分析了原木生产情况以及锯材、胶合板、人造板等木材加工企业情况, 概述了日本木材供给需求变化和木材进出口变化以及应对这些变化的最新林业政策和发展规划, 特别是林业需求促进政策的新变化和新内容, 并借鉴日本经验提出了促进中国林业现代化发展的几点政策建议。  相似文献

作者着重就当今国外国有林的经济危困、产生的原因及对策进行了综合分析研究。日本、德国等一些国家当今均面临着经济危困的窘境, 其原因主要是管理体制不善、管理费用大、木材价格和增长指数低、森林向多效益经营方向转移、受进口木材的冲击等。一般是采取体制改革、精简机构、调整政策、经济扶持、开辟新财源等对策, 来摆脱经济上的困境。本文可为寻求摆脱我国国有林的"两危"对策提供借鉴。  相似文献

ABSTRACT

Forest management affects carbon sequestration (mitigation) and resilience of forest ecosystems (adaptation) under climate change. Therefore, the efforts to integrate these two approaches have been made by the political arrangements to seek the synergy effects and deal with trade-offs. To study the state of the art linkages and forest policies to realize both adaptation and mitigation, we systematically review the literature highlighting the topic (136 publications) and outline two different approaches from Germany and Japan as countries with substantial forest resources and high influences on international forest policies and wood trade. We identify three linkages: (1) an ecosystem (based) approach assuming that a resilient ecosystem (adaptation), has high potential as a carbon sink (mitigation), (2) a sustainable forest management (SFM) aiming for enhancing forests’ resilience and carbon sink potential simultaneously, and (3) a cross-sectoral approach generating synergies among multiple sectors of agriculture, forestry, urban design, and nature conservation. We find that a significant objective is still SFM for sustaining the forest area andwood production, where SFM examples in Germany and Japan exemplify contributions to carbon sinks and ongoing disaster risk management, respectively. Overall, the current differentiated objectives of SFM do not underpin the twofold approach and their synergy effects.  相似文献

Privately owned tree farms and plantations share many characteristics of natural forests, multiple purpose forests, and fiber plantations. Tree farms and plantations are managed primarily for the sustainable production of solid wood and fiber; however, they increasingly play an important role in protecting all forest values. This rapidly changing role poses a challenge to forest managers -- to increase productivity to meet spiraling worldwide demand while satisfying public expectations for preserving and enhancing a full range of forest resources.These heightened expectations are prompting tree farm and plantation managers to modify proven management regimes in order to protect water quality, fish and wildlife habitat, soil productivity, and aesthetics. Proactive measures, such as establishing goals for each stewardship objective, defining measurement criteria, and third-party endorsement or certification, are helping forest managers identify and address improvement opportunities. Each of these stewardship objectives, though, can imply trade-offs in terms of yield and utilization, thus reducing the economic attractiveness of the forestry investment.In this period of rapid change, one effective strategy is to engage the public in the front end of the forest planning process. By listening and responding to public concerns, establishing common values, and allowing the public to judge us by our actions, we can begin to create awareness and trust. Only then will we attain the stable regulatory platform that is imperative for making long-term forestry investments and implementing science-based mechanisms for meaningful ecosystem enhancement.  相似文献

Tropical forests are at the center of any global debate on climate change and sustainable forest management because of their twin roles in climate change adaptation and mitigation and for resilient development. However, in the countries of the Congo Basin forests receive very little attention in national planning and policies. Climate change is not currently considered in decisions and long-term forest management plans in these countries. This paper demonstrates that: (1) Congo Basin forests are needed for adaptation because they can help to decrease human vulnerability to climate change; and (2) Congo Basin forest management practices need to be adapted to accommodate climate change because these forests are vulnerable to climate change. A framework for facilitating adaptation in forestry is discussed and a review of adaptive actions presented. The paper recommends the adoption of sustainable forest management approach that includes a climate change focus. Such management should not only avoid any adverse effects on the forest resources and conservation of biodiversity, but also provides opportunities for greater, more sustainable rural development and poverty alleviation through income generation and employment opportunities.  相似文献

The current forest planning system of Japan has been in place since the formulation of the Forest Law back in 1897. During this time, although addressing specified forests as demonstrated in the system for protection forests, in a more general sense, the execution of the forest planning system has placed forestry management at the core. In other words, it has instead been forest administration delivered in a manner relevant to forestry management. This trend is exhibited in, for instance, policies for the reorganization of common forest, the forest management planning system, forest owners associations, the proceeds-sharing reforestation system, cooperative silviculture management, and valley forestry revitalization; which have all been implemented.In this paper I review the results of these practices and explore the contemporary forest owners pattern of behavior. I also discuss the passive attitudes among forest owners, especially in comparison with the attitudes prevalent during the postwar reforestation era, continuing up to the 1960s, and the current tendency towards neglect in the afforested areas, as well as the increasing number of forest owners giving up forestry practice.In the postwar era (up to the 1960s), forestry had been following an upward trend of development that motivated forest owners to afforest, as this was the optimal choice for increasing the familys stocks for future generations (in the manner of holding an asset), and thus a rapid expansion of plantation forests resulted. By the 1970s, when domestic wood supply became less than a half of all domestic wood demand (it is still declining now), forest owners gradually began to lose interest in reforestation and care of the forest as a method of increasing assets. The current share of domestic wood supply in total consumption has dropped to 20%, and the annual cut volume is only 23% of the annual volume increment.Forests are as much a public property as they are private and, moreover, represent a globally significant resource. Active stewardship, such as materializing internationally agreed notions of sustainable forest management, promoting forest certification systems, and complying with the Kyoto Protocol, are now important issues, both domestically and internationally.The paradoxical gap between current forestry trends and public aspirations for forests is widening with each year, thus creating a grave social problem. I have been focusing on forestry revitalization as the primary step towards the resolution of this issue. As the logical basis for executing this policy, I review the relations between forest resource policies and forestry policies.At the same time, by reviewing the forest planning system and its developmental process, I sought to investigate what new policies would fulfill the need to realize the public functions of forests while revitalizing forestry, form the point of view of forestry policies and their influence on the forest planning system. I have concluded that there is a case for separating forest management from forest ownership in units of forest compartments; namely to establish an incorporative management system by which forest owners can invest in their stands.  相似文献

Abstract

In many countries of Africa and Asia, timber production is dominated by concession contracts in public forests. In the neo-tropics, however, timber production occurs on both public and private lands; a mixture that moves countries of the neo-tropics towards the complex systems of forestry sectors in the developed world. Therefore, much of the forest taxation and public forest management literature that currently exists is pertinent to new forest policy decisions in developing countries. Unfortunately, the similarities between forest policies in the neo-tropics and those of developed countries have largely been ignored. This paper begins the process of bridging that gap to show how existing literature is important to the design of timber concessions and accompanying policy instrument design. Although the principles we discuss here apply in any mixed harvest forest economy, we use Brazil as an example because it is in the process of adopting a system of timber concessions in national forests. In our discussion, we suggest that concessions are not a perfect substitute for private forestry in the neo-tropics; concession and other instrument policies must be designed jointly; and because concession policies and government revenue objectives may be linked, the expansion of concessions must be carefully monitored.  相似文献

In the Venezuelan Andes, some small-scale forest plantations have become an important resource basis for forest management. In this paper, the forestry management progress in the Mucujún river watershed is analyzed. Constraints and opportunities for sustainable management within national policies, local regulations, environmental features and social benefits are also examined. Plantation assessment, and biophysical, legal and socioeconomics information, are used for guiding small-scale forestry practices in this watershed, with emphasis on the main principles of landscape management. These plantations have become an important part of the socio-ecological landscapes with potential for wood production—in the context of low intensity and low environmental impact environmental services and amenity—because of the two protected areas within the watershed. Current forest stand conditions, however, reflect that management requires improvement. Furthermore, the analysis suggests that improvement of local livelihoods may be achieved with a small-scale forestry approach, taking properly into account the basic criteria of social involvement and management of planted forests, while maintaining ecosystem services including biodiversity and water supply.  相似文献

Abstract

The trade relationship between suppliers (e.g., growers) and processors often plays an important role in determining the nature and extent of benefits derived from commercial forestry, and the distribution of these benefits. Those interested in forestry development-whether in industrialized or non-industrialized countries-are becoming increasingly aware that positive partnerships between forest companies and growers can provide a means of encouraging forest management which is environmentally sustainable, cost-efficient and equitable. Forestry out-grower schemes describe one type of partnership emerging between growers and processing companies, as the companies with inadequate forest holdings or access to public forests seek to secure additional supplies to meet the increasing global demand for wood products. However, existing out-grower arrangements vary considerably in their ability to be mutually beneficial, achieve sustainable forest management, and meet the social, technical or economic goals of the partners. This paper reports on recent research in which the authors undertook a survey and analysis of 17 forestry out-grower schemes in 11 countries to assess the extent and location of out-grower schemes world-wide and identify key parameters for successful out-growers schemes to provide guidance to forestry developers, decision makers and participants in such schemes.  相似文献

全世界森林面积为 34 5 4× 1 0 8hm2 ,其中 3%是人工林。人工林是重要的森林生态系统 ,在木材生产、环境保护和景观建设中具有重要功能和作用。人工林在生产功能方面的补偿作用 ,使天然林可以更好地发挥生态环境价值、森林娱乐和生物多样性保护功能。人工林可持续经营的前提是遗传材料的正确选择与营林实践艺术的结合以及保证这种结合的林业政策。愈来愈多地使用外来树种营建人工林是全球趋势。人工林对于环境和生物多样性的影响 ,可以通过合理的规划和经营措施得到解决。林木育种与遗传改良和经营制度的技术创新是不断提高人工林生态系统生产力的动力。人工林的可持续经营是一个十分复杂的问题 ,中国人工林实现可持续经营面临技术和体制两方面的挑战 ,但是 ,根本出路在于林业经济体制的改革 ,象农业那样 ,在市场经济环境中实行人工林产业化经营 ,建立人工林业 (Forestplantationindustry)。  相似文献

In Norway, as in many other European countries, income from forestry has become marginal to owners’ household economies and most employment of forest-owner households is now undertaken off the property. Also, many forest owners have focused increasingly on other revenue-earning activities on their properties, such as providing recreational services. It is a challenge in all kinds of production to find the optimal way of converting inputs into outputs, i.e., to be technically efficient. Extent of financial dependency on income from forestry differs between part-time and full-time forest owners. Since the two groups have different livelihood strategies, it is plausible that full-time forest owners have more professional forest management practices. Data for a cross-section of 3,249 active (i.e., harvesting) forest owners were extracted from the 2004 Sample Survey of Agriculture and Forestry representing the year 2003. A stochastic production frontier analysis was applied to evaluate forest management efficiency impacts of important factors including property and owner characteristics, outfield-related and agricultural activities, off-property income and geographical location in central or remote areas. It was found that many forest owners are technically inefficient, and there exist opportunities for improved performance. Off-property income was found to have an estimated negative impact on technical efficiency, the inefficiency arising (weakly) with increasing share of household incomes from outfield activities, and properties in urban centred areas are less efficient than those in remote areas. One policy implication of the study is that a potentially substantial efficiency increase might be achieved from allowing small inefficient woodlots to merge into larger units of forestry production. Also, providing support for forest management plans may improve efficiency.  相似文献

Abstract

Fewer than one tenth of tropical forests are being managed on a sustainable basis. Sustainable forest management means managing the forest in such a way as to not irreversibly reduce the potential of that forest to produce all products in subsequent harvests. The United Nations Conference on Environment and Development in Rio resulted in several decisions that are relevant to the future of forestry. The Conference also focused world attention on questions of the environment. One outcome of this increased awareness has been the growing support for eco-labelling, which may provide an opportunity for those countries able to prove their forest products are harvested sustainably. Other economic opportunities present themselves in the utilization for cellulose of tree crops such as rubberwood and oil palm trunks and fronds. Non-wood resources such as rattan also hold promise if we are able to grow them in conjunction with existing tree crops. The roles of tropical forests as carbon sinks require more in-depth study as does the question of what constitutes critical levels of biodiversity. Aesthetic values such as recreational use increasingly require that sufficient buffer zones of unique features be preserved. These challenges demand that the forestry profession becomes more proactive and support major policy changes to address the need for sustainable forest management.  相似文献
