介绍葡萄牙森林资源、林业政策法规、林业机构和管理体制、森林经营、森林保护、林产品贸易、林业科研教育现状, 分析其林业发展存在的主要问题, 在此基础上提出对我国林业发展的3点建议:1)在完善分类经营管理体系的基础上, 划分出适当区域和适当比例的森林作为多功能森林, 并且按照相应的经营管理体系对公益林、商品林和多功能林进行管理; 2)为了降低林产品对外依存度, 维护木材安全, 大力发展用材林特别是珍贵用材林战略储备基地建设; 3)大力培育林农合作组织, 提高森林经营管理效率。  相似文献

In contrast to quantitative surveys up to date, this study employs in-depth interviews and qualitative analyses aiming to provide detailed contextualized portrayals of private forest owners (PFOs) in Lithuania, where forest ownership underwent crucial changes in the last two decades. We scrutinized narrations of 18 owners, focusing on the background and goals of forest possession, actually applied management practices and informants' future plans. Content analysis of the narrations revealed three classes of goals: ideational rationale, i.e. immaterial justification for owning and managing forest, financial goals referring to monetary benefits from selling forest products and own material use for household needs. Reported practices differ widely among PFOs, ranging from largely absent management to intensive silvicultural regimes. Syntheses of each informant's goals and practices enabled discerning four types of PFOs. Forest Businessmen typically own largest estates (>100 ha) and regard forest as an investment to get long-term financial benefits; they resort to forest management for timber and often intend to enlarge their possessions. Household Foresters primarily use timber for own needs, regularly applying selective tree cutting; such forestry results in frequent but small-scale management interventions. Passive Forest Lovers aspire for recreational or environmental values, being largely uninterested in timber harvesting. Ad Hoc Owners usually are small scale, have vague goals and rarely engage in forest management. The study concludes with discussing policy implications of the identified diversity of PFOs.  相似文献

The Russian forest is the last big wood basket of the international timber market and the conservation of the Russian forest is critical to protect global environment. There is a strong need to analyze present situation of forest policy and forest industry in Russia. The basic direction of forest policy reform of Russia is decentralization and introduction of market principles. However, the lack of specialists in forest policy in the regions and the conflict between central and regional governments has accelerated the confusion of forest policy. Forest management organizations cannot spare enough money for forest management because of the financial crisis of Russian government. Forest industry has also deteriorated. Although privatization of the forest industry was completed, it did not improve the management of enterprises and they could not survive the economic crisis. Output of the forest industry has decreased and most enterprises came close to bankruptcy. Under these circumstances, the former regional amalgamation of forest industry, which has accumulated hard currency earned by timber export, re-took control of the industry and tried to increase timber exports even more. However, logging enterprises, facing economic crises, cannot observe forest regulations and forest management organization cannot control these violations. A recovery of forest industry may accelerate the degradation of forest resources in Russia.  相似文献

Summary

As people become more interested in personal health and family activities, demand for wild forest products has increased. This increased demand coupled with an increased concern for sustainable m anagement practices has focused attention on the variety of issues and products involved in the non-timber forest products industry. Forest management organizations have gradually increased funding for research and management of non-timber forest products over the past two decades. The broad categories of U.S. non-timber forest products include floral greens, Christmas greens, ornamentals and craft materials, wild edibles, medicinals, ceremonials/culturals, and native transplants. The increase in resource pressure has had many policy reactions, including restricted access, harvesting fees, and harvest limits. Opportunities for public input to policy decisions on federal, state and private land are often unclear or nonexistent. Researchers, managers, and policy makers are working to understand the multitude of issues surrounding non-timber forest products, including biology, management, public policy and equity issues.  相似文献

Levying a carbon tax is one of the approaches used to reduce greenhouse gas emissions (GHGEs) and has been adopted in a number of countries since the Kyoto Protocol. Applying such an approach in the forest sector may have important policy implications. The main purpose of this paper is to investigate the effects of a carbon tax on imported forest products using Taiwan as an example. Taiwan relies on foreign imported timber and such consumption of harvested wood products (HWPs) lengthens the storage of carbon beyond the life of the tree. This study investigates the impacts of implementing a carbon tax on seven types of HWPs by applying the ARDL approach to imported timber demand functions in Taiwan. The empirical results show that the volumes of imported HWPs as well as carbon dioxide are significantly reduced once a carbon tax is implemented. These empirical outcomes provide some important forest policy implications for countries importing wood products.  相似文献

英国是国际上率先推行林产品政府绿色采购政策的国家, 评估政策对市场的影响有助于了解政策的有效性。文中在简要回顾相关文献的基础上, 分析了英国林产品政府绿色采购政策的发展历程及带来的市场影响。研究表明, 该政策的实施逐步扩大了政府部门的绿色采购市场, 对木材行业影响深远, 大幅提升了森林认证产品市场供给, 但对热带木材供给并未造成较大波动。这为完善我国林产品绿色采购政策、推动森林认证提供了良好的借鉴。  相似文献

森林认证作为一种市场激励手段和"软政策"工具,林业政策法规作为一种强制性的"硬政策"工具,这两方面在促进森林可持续经营和加强林业管理方面具有较强的互补性。目前,森林认证已发展成为加强林业政策管理的一种新工具,包括促进各方对林业问题和林业政策的讨论、推动国家法规政策的制定和实施、改进公有林的管理、提高森林可持续经营的意识和能力以及加强有关森林可持续经营的国际政策协商等。文章分析了森林认证与林业法规政策的关系,并对森林认证在推动包括我国在内的林业政策管理中的作用进行了探讨。  相似文献

2010年颁布的《欧盟木材法》要求所有进入欧盟市场的木材产品都必须具有合法性,而我国则在2012年出台了关于森林认证的2个国家标准——《GB/T 28951-2012中国森林认证森林经营》和《GB/T 28952-2012中国森林认证产销监管链》。文中通过对《欧盟木材法》和中国森林认证产销监管链标准关于木材合法性的比较分析提出,开展产销监管链认证或尽职调查是应对《欧盟木材法》的一种现实选择,但林产品外贸企业应以《欧盟木材法》实施为契机,进一步加强对林产品供应链的监管以确保木材来源的合法性,提升经营管理水平。  相似文献

Sal (Shorea robusta Gaertn. f.) forests cover over 11 millionha in India, Nepal and Bangladesh, and these forests are conventionallymanaged for timber. Recently, interest in producing multipleproducts from sal forests has increased; accordingly, a silviculturalregime for managing sal forest for multiple products is a centralconcern. Forest managers need a comprehensive scientific understandingof natural stand development processes and anthropogenic factorsaffecting sal forest when designing silvicultural regimes formultiple-product management. We review ecology and productivityplus anthropogenic niches of sal forests. Information on edaphicfactors, phenology and stand development processes (regeneration,growth characteristics, soil nutrient requirement, growth allocation,nutrient cycling, stand structure and successional stages) isimportant for designing scientific forest management of salforest; likewise, knowledge of anthropogenic factors associatedwith use of sal forest is also required for effective implementationof the recently paradigmed management efforts. Sal forest silviculturehas been evolving since the beginning of the twentieth centurymainly concentrating on timber production, though the sal forestshave always been used also for grazing and collection of fodder,fuelwood, litter and many other products. Instead of integratingthese products in sal forest management, governments have attemptedto control these additional uses through enforcing forest legislation.These attempts resulted in the persistent conflicts betweenthe interests of local people and the government, and the deterioratingcondition of sal forests. Community-based forestry in this regionemerged in response to the severe degradation of forest resources,and local people initiated protection practices and demonstratedthe success of sal forest from coppice. The coppice systemsallow managing forests with intermittent products (non-timberforest products, including fodder and litter) while producingtimber in the long term. Accordingly, a policy has been developedto manage coppice sal forest for multiple products. Managingthe sal forest for multiple products is, however, a relativelyrecent development and scientific investigations on variousaspects of multiple-product forest management need to be initiated.Ecological processes indicate good prospects of managing salforest for multiple products. The review indicates that theecological processes and anthropogenic factors form sound basisfor developing multiple-product management.  相似文献

Abstract

Changing forest policies in both riparian and upland areas to help protect threatened and endangered species have contributed to the reduction of timber harvests in western Washington. The economic, biodiversity, and environmental impacts of these policy actions have been substantial. Policy simulations across 9.4 million acres of timber-land show that relative to proactive management strategies, current habitat conservation and environmental programs (largely based on a reservation strategy) result in net present value reductions to forestland owners of $9.9 billion. Accompanying these asset value reductions are employment losses (sustained) of 30% and tax receipt losses of 26%. The policy simulations further demonstrate that proactive management will not decrease the long-term percentage of the upland landscape occupied by functionally old forests relative to the reservation strategy. In the riparian area, adoption of a reservation strategy actually decreases (by 29%) the percent of the landscape occupied by functionally old forests relative to a proactive management approach. These results illustrate the importance of proactively managing western Washington forests to provide maximum functionally old forest habitat for endangered upland animals (such as the northern spotted owl and the marbled murrelet) as well as riparian species.  相似文献

工业化国家林业产业当前面临的主要问题是环境污染对大面积森林构成的严重危胁和对分散的私有林无法进行现代化经营。此外,尚有财政危机和某些国家的林产品过度依赖进口等问题。在90年代,甚至更长的时期内,发达国家林业产业政策的调整方向是,保护和改造现有林,通过实施分类经营战略发挥森林的多种效益,兼用行政和经济手段引导私有林的发展,进一步调整林产品结构和大力发展木材培育业。  相似文献
