Temporary water trading is an established and growing phenomenon in the Australian irrigation sector. However, decision support and planning tools that incorporate economic and biophysical factors associated with temporary water trading are lacking. In this paper the integration of an economic trading model with a hydrologic water allocation model is discussed. The integrated model is used to estimate the impacts of temporary water trading and physical water transfers. The model can incorporate economic and biophysical drivers of water trading. The economic model incorporates the key trade drivers of commodity prices, seasonal water allocations and irrigation deliveries. The hydrologic model is based on the Resource Allocation Model (REALM) framework, which facilitates hydrologic network simulation modelling. It incorporates water delivery system properties and operating rules for the main irrigation and urban centres in a study area.The proposed integration method has been applied to a case study area in northern Victoria, Australia. Simulations were conducted for wet and dry spells, a range of commodity prices and different irrigation distribution system configurations. Some example analyses of scenarios incorporating water trading were undertaken. From these analyses potential bottlenecks to trade that constrain the economic benefits from temporary water trading were identified. Furthermore, it was found that in certain areas of the system, trading can make impacts of long drought spells worse for water users, e.g. irrigators. Thus, the integrated model can be used to quantify short-term and long-term third party impacts arising from temporary water trading. A hybrid fuzzy-stochastic water-management (FSWM) model is developed for agricultural sustainability under uncertainty, based on advancement of a multistage fuzzy-stochastic quadratic programming (MFSQP) approach. In MFSQP, uncertainties presented in terms of fuzziness and randomness can be incorporated within a multilayer scenario tree, such that revised decisions are permitted in each time period based on the realized values of the uncertain events. Moreover, fuzzy quadratic terms are used in the objective function to minimize the variation of satisfaction degrees among the constraints; it allows an increased flexibility in controlling the system risk in the optimization process. Results of the case study indicate that useful solutions for the planning of agricultural water management have been obtained. In the FSWM model, a number of policies for agricultural water supply are conducted. The results obtained can help decision makers to identify desired water-allocation schemes for agricultural sustainability under uncertainty, particularly when limited water resources are available for multiple competing users. 相似文献

Crown transparency estimates of Scots pine, Norway spruce, common beech, pedunculate and sessile oak, annually surveyed between
1990 and 2004 within a grid over Germany, provide a suitable response variable to study drought effects on forest trees. Major
climatic factors, available on a monthly basis as plot-specifically interpolated values and parameters of site and stand conditions,
biotic and other relevant factors were used as predictors in different cross- and length-sectional, and longitudinal models.
Stand age is a considerable and most constant driver of crown transparency in all species. Pine, spruce and beech responded—mainly
with a delay of 1 year—with some foliar loss in areas where there was a surplus of temperature after the generally hot and
dry summer of 2003. Parallel time-series analyses delivered species-specific geographic large-scale patterns with delayed
or recent precipitation deficits or temperature surpluses. Even if beech is partly responding in current years with leaf loss
towards precipitation surpluses, defoliation is especially high 1 year after hot summers, partly a result of high seed sets
after such summers. Crown condition of oak responds in dry and warm areas according to the drought stress hypothesis, however,
in cool and wet mountainous ranges oak responds after wet summers with higher defoliation. Longitudinal approaches revealed
for all 4-tree species significant relationships between crown condition and deviations from the long-term means of temperature,
precipitation but also global radiation and wind speed. Results do not always match the drought stress hypothesis, however,
this is not to expect considering the heterogeneous site, stand and climatic conditions across Germany. Complex interactions
of climatic and biotic factors also impede simple relationships. Soil-related clusters reveal higher sensitivity of spruce
and beech towards climatic drought factors on more acid soils with thin humus layers. Also clusters constructed from plot-specific
courses of defoliation reveal groups with rather closer relationships like a group of pine plots in the Oberpfalz, which seems

Many demand and supply-side policies impede or foster forestry entrepreneurship. A study was conducted to consolidate existing knowledge on policies influencing forestry entrepreneurship
in Finland, Norway, Japan, Australia, the Philippines and the USA, and to draw conclusions on these impeding and fostering
factors. From the country studies it was difficult to find common structures on policies affecting forestry entrepreneurship.
This is understandable because most policies in forestry are aimed at supporting sustainable forest management, wood production
and ecological services of the forests rather than entrepreneurship as such. Despite the high variety of policies applied
in the study countries, it can be concluded that strict public control on forests’ use and management potentially impedes
forestry entrepreneurship. While these policies assist to correct market failure and to promote sustainability of forest management,
they may also result into unnecessary and ineffective regulations that limit the opportunities for forestry entrepreneurship.
A common feature promoting the demand for forestry entrepreneurship in some of the countries studied is the strong emphasis
on forestry cooperatives, which were important institutions to support small-scale forestry entrepreneurship. In many study
countries, different ad hoc programs are implemented to find new economic and entrepreneurial opportunities aside from the
current use of wood and forests. Subsidies and tax incentives are commonly applied to reduce risks from making forestry investments
