Abstract  The declaration of marine protected areas (MPAs) in Australia generates much confusion and controversy between government conservation and fisheries agencies, the fishing industry and NGOs. There are fundamental differences between the principles and practices underpinning the implementation of MPAs and fisheries management. This paper analyses the interactions between these two approaches to natural resource management and highlights the difficulties in integrating them effectively. The major challenges for governments are: poor cooperation between fisheries and conservation agencies; in principle inconsistencies between allocation of fishing rights by fisheries agencies and loss of these rights through MPA declaration; re-allocation of resources between user groups through spatial zoning; lack of fisheries expertise in conservation planning, and inappropriate single-species/single-issue approach to fisheries management. As fisheries agencies are now considering developing their own MPAs as tools for fisheries management, the need to address inconsistencies between conservation and fisheries approaches to the spatial management of natural resources increases further. Better collaboration between government agencies and better coordination of their activities would help more effective and less conflicting management of marine resources.  相似文献

This paper discusses the role of fishing communities in the stewardship of their adjacent fish resources, and the benefits associated with community participation in co‐management. Contrary to the view of most fisheries management agencies, local communities are able to design institutions that can successfully restore equity and limit access to the fishery. The dismissal of local concerns may be at the root of biological and social crises in fisheries, and the privatization of common fishing rights world‐wide through individual transferable quotas (ITQs) is contributing to these problems. Community involvement that is embedded into a network of management at larger spatial scales would allow fishing communities to regain some control over their livelihoods. Meaningful co‐management arrangements must go beyond consultation by redirecting the flow of social and economic benefits from the fishery back into communities. Unless geographically defined communities are allowed to share power and responsibility with government fisheries managers, both fish stocks and fishing as a way of life are in danger of vanishing.  相似文献

Fisheries management and sustainability assessment of fisheries more generally have recently expanded their scope from single‐species stock assessment to ecosystem‐based approaches, aiming to incorporate economic, social and local environmental impacts, while still excluding global‐scale environmental impacts. In parallel, Life Cycle Assessment (LCA) has emerged as a widely used and recommended framework to assess environmental impacts of products, including global‐scale impacts. For over a decade, LCA has been applied to seafood supply chains, leading to new insights into the environmental impact of seafood products. We present insights from seafood LCA research with particular focus on evaluating fisheries management, which strongly influences the environmental impact of seafood products. Further, we suggest tangible ways in which LCA could be taken up in management. By identifying trade‐offs, LCA can be a useful decision support tool and avoids problem shifting from one concern (or activity) to another. The integrated, product‐based and quantitative perspective brought by LCA could complement existing tools. One example is to follow up fuel use of fishing, as the production and combustion of fuel used dominates overall results for various types of environmental impacts of seafood products, and is also often linked to biological impacts of fishing. Reducing the fuel use of fisheries is therefore effective to reduce overall impacts. Allocating fishing rights based on environmental performance could likewise facilitate the transition to low‐impact fisheries. Taking these steps in an open dialogue between fishers, managers, industry, NGOs and consumers would enable more targeted progress towards sustainable fisheries.  相似文献

An important element in the U.S. management of fisheries in the North Pacific is the existence of Community Development Quotas (CDQs) which grant community corporations the right to fish in many fisheries off the coast of Alaska. The eastern Bering Sea pollock fishery is the largest of these fisheries, with 10 % of the quota allocated to CDQs. The CDQ program evolved from a partial catch share program that existed from 1992 to 1999 within a limited-entry fishery to a full catch share program with separate spatial rights. In this paper I examine the temporal and spatial uses of CDQ rights and how these uses have changed since the implementation of catch shares throughout the fishery. I also discuss the dispersion of CDQ royalties since the program’s inception and examine the prices of CDQ fishing rights from 1992 to 2005 when data on quota value were reported to the government. I compare quota prices to information about walleye pollock fishing and examine the evolving use of CDQ rights. The use of the CDQ right has changed from extending the season to enabling fishing in otherwise closed areas during the season. The number of vessels fishing with CDQ rights has declined substantially, with all pollock CDQ fishing now done by at-sea processors.  相似文献

Abstract  To deal with excessive fishing capacity, a part of the fishing rights, both volume quotas and gear use rights, in all Estonian fisheries was allocated each year during 2001–2003 through auctions while the remainder was allocated on the basis of the recent fishing rights use history. All fishing rights depreciated in a geometric manner by 10% annually. This was carried out for the first time in 2001, but the system was abandoned for political reasons in 2003. In this paper, the development of the small-scale Estonian inland fisheries, as well as the results of the auctions of fishing rights in those fisheries, are discussed. The auctions led to some increase in the number of owners of fishing rights. In most cases, however, new enterprises were formed on the basis of fishers active up to 2001 as employees of other enterprises. The auctions did not lead to a concentration of ownership of fishing rights in large enterprises. On the contrary, the share of smaller owners increased. According to the Fishing Act, in Estonia there is a fishing fee for all professional fishing gears. The official fishing fee was always used as the starting price in bidding, and this increased greatly during the bidding. Finally, the auction system served as a real incentive for fishers to cooperate more than they did during the previous management system based only on earlier rights.  相似文献

Abstract  Co-management agreements, whereby community rules for the management of local floodplain lake fisheries are legalised and enforced by the government, have become common in the lower Amazon. Agreements are intended to limit exploitation, in particular by commercial boats, to raise stock abundance and fisheries productivity for the benefit of local subsistence-oriented fishers and for conservation. A spatially replicated observational study was carried out to evaluate the performance of fishing agreements in terms of perceived rule compliance and actual impacts on fishing activities, catch and catch per unit of effort (CPUE, a measure of fisheries productivity and proxy for stock abundance). Perceived rule compliance was high, and this was corroborated by observed changes in fishing practices. Catch per unit of effort was significantly higher (by 48% on average) in areas subject to fishing agreements than in control areas without. Most likely this effect was attributable to the effective exclusion of mobile commercial fishing boats. Household fishing effort and catch in local communities were not significantly affected by the agreements, although a tendency towards slightly higher catches at lower effort was noticeable. In conclusion, the co-management agreements have led to greater local control over resources and brought significant productivity and conservation benefits.  相似文献

A cointegration analysis is conducted to examine the effect of fishery subsidies on fisheries production using data compiled over more than 30 years in Japan. The results illustrate that one fishery production indicator (production value per fishermen) shows a positive relationship with one particular group of government financial transfer (GFT) (that is, government general service expenditures including cost for fishery managements, scientific researches, and other administrative activities). No other tested results between GFTs and fishery indicators showed a real relationship. Although further scrutiny is awaited, this study could provide an empirical basis for an argument that, under an effective fishing management system, fisheries subsidies do not necessarily cause production increases or negative impact on fishing stocks.  相似文献

China is the world’s biggest fishing nation and a major player in the global seafood trade. Its fisheries development can decisively influence the global seafood trade, food security and marine conservation. In recent years, significant changes have taken place in China’s fisheries management priorities, policies and regulations. In this paper, we review the evolving fisheries management practices in China to delineate changes in the management policies, methods and their performances from 1949 to 2019. We determined that the following issues impede the development, implementation and enforcement of fisheries policies and regulations, namely the large size of the fishing fleet, large and poorly organized fisheries population, the “hidden” fishing capacity, uniform management approaches that sometimes fail to account for local conditions, lack of clearly defined and allocated fishing rights, limited data quality and availability, insufficient fisheries monitoring programmes, absence of a robust scientific input framework and insufficient stakeholder involvement. Combining those problems with China’s current management initiatives, we propose recommendations for China’s future fisheries reforms. We hope this paper can inform China’s marine fisheries policies and provide valuable references for further researches related to China’s sustainable fisheries management.  相似文献

Failure to understand the potential responses of fishers to management measures creates a significant risk of revisiting the familiar scenario of perverse and unintended consequences of those measures. This paper reports on a choice experiment survey to evaluate fisher's preferences for various management measures proposed under the EU Common Fisheries Policy (CFP) reform process, but the conclusions have wider relevance as similar measures are used by comparable fleets in fisheries globally. The survey was conducted with fishers involved in mixed pelagic and demersal fisheries in Ireland, pelagic fisheries in Denmark and demersal fisheries in Greece. Fisheries management policies were characterized by five attributes designed both to cover the principal CFP reform proposals and to integrate ecological, social, economic and institutional factors affecting fisher's decisions. The study uses a random utility modelling framework to reveal the preferences of the fishers across the alternative policy attributes. Results show that while there are generally preferences both for healthy stocks and for maintaining the importance of fishing to the local community, strong interfishery preference differences exist. These differences are most notable in relation to a discard ban and to the use of individual transferable fishing rights, favoured in Denmark, but not in Ireland for instance. The strength of these interfishery differences supports the assertion that there are no panaceas in fisheries management and that solutions should be tailored within the context of specific fisheries. Not doing so could create a significant risk of inappropriately managed fisheries that may lead to unsustainable outcomes.  相似文献

Market-based fisheries management systems give incentives to reduce the fleet size and employment, which increases earnings and contributes to resolve the tragedy of the commons. However, the often-stated expectation that economies of scale cause the disappearance of small-scale fishery is not observed in many cases. In this study, we investigate the effects on fleet structure in the period after introducing individual fishing quotas or individual fishing days with various degrees of transferability in selected fisheries in the seven Nordic countries. Despite observing economies of scale in most cases, it is found that the market-based fisheries management often does not reduce the small-scale fleet more than the fleet of large vessels. This is explained partly by small vessels targeting demersal species and large vessels pelagic species, and partly by the larger need of larger than small vessels to continuously utilize their capital stocks through fast adaptation to ensure return. A more important explanation is the regulation design, with limitations in sale of fishing rights and lease between vessel groups and regions and in the share of the total quota holdings of fishing rights by individuals and vessels. This is important for countries considering the introduction of market-based fisheries management, since the Nordic experiences show that with proper regulation design, economic gains can be achieved with small-scale fishing surviving even under economies of scale.  相似文献

Local ecological knowledge (LEK) can offer insights into fisheries management by describing long‐term changes that are difficult to unravel in data‐poor river‐floodplain fisheries. LEK is derived from complex interactions between fishers’ observations of environmental change and their institutional capacities to manage fisheries. Hence, it is important to understand where and how LEK and formal scientific studies on fish species’ decline could complement each other. In this paper, the causes of decline of 58 fish and two shrimp taxa were identified from LEK data (1999–2019) obtained from river–floodplain fisheries of the Gangetic plains (Bihar, India). Qualitative analyses of LEK were used to generate species‐specific hypotheses and historical insights on their declines. Destructive fishing, overfishing and the Farakka barrage were cited by fishers as the major causes of declines. Potential reasons for these perceptions were explored in relation to fishers’ experiences of conflicts in the region over fishing rights and access.  相似文献

以底拖网为代表的深海底层渔业对深海脆弱海洋生态系统的危害受到国际社会的热切关注。2003年以来联合国大会多次通过决议,呼吁各国各自并通过RFMO/As采取行动,根据预防性原则,采用基于生态系统的管理方法,评估深海底层渔业对脆弱海洋生态系统的影响,若评估表明确有重大不利影响,则应采取有效措施限制深海底层渔业以降低这种影响;FAO主要从技术角度制定了《公海深海渔业管理国际指南》,为管理公海深海渔业和保护脆弱海洋生态系统提出了技术标准和管理框架;RFMO承担着具体执行深海底层渔业管理措施和监督管理的责任,在北大西洋、地中海、南太平洋的公海和南极水域,相关RFMO已采取了暂停部分区域底拖网渔业活动、收集数据、评估底拖网对脆弱海洋生态系统的影响等措施,在北太平洋,新成立的北太平洋渔业管理委员会将公海底层渔业管理作为首要目标。环保非政府组织和部分科学家呼吁禁止公海深海底层渔业,但各国对此的立场尚不一致,产业界大多持反对立场。近期来看,尚难以全面禁止公海的深海底层渔业。中国正在发展公海大洋渔业,需对此密切关注,加强跟踪研究以支撑决策,并应发展和使用选择性渔具和对生态环境无害的作业方式,防止对脆弱海洋生态系统产生损害性影响。  相似文献

For many commercial fisheries, reductions in fishing effort would likely result in higher long-term catches and improved incomes per fisherman. But fishing licenses are perceived as though they were property rights, which can imply relatively high costs for publicly funded buyback programmes to reduce fishing effort. Instead of the public buying out fishing licenses, it can make good business sense for license holders to expect the public to pay for protection against new licenses, and to proceed under this protection to finance buybacks of licenses themselves. The short-run costs of such an investment are outweighed by long-term gains in annual incomes and the transfer value of licenses at the time of individual retirement, especially in fisheries that are severely overfished.  相似文献

Understanding the effects of fishing fleets on both target and non‐target species and managing these effects are essential to achieve Good Environmental Status (GES) for marine ecosystems. The use of high resolution fishing effort data in environmental studies has allowed significant scientific progress with respect to the environmental impacts of real fishing fleets and provided a more realistic perspective on the wider ecological consequences of fishing disturbance. A new EU council regulation and its interpretation, aimed at protecting the confidentiality rights of individual fishers, are currently hampering scientific access to this high‐resolution effort data and thus are endangering the provision of management advice based on best available knowledge. This study argues that the withholding of this information will seriously undermine the quality and accuracy of scientific output and ultimately damage fishers' livelihoods through poorly advised management. Furthermore, the council regulation runs contrary to the EU's initiative for greater transparency and its commitment to implement an ecosystem approach to fisheries management and the preservation of ecosystem services. The interpretation of the new EU council regulation by local administrations can thus only be viewed as a significant step back from these aims. Ultimately, while trying to protect fishers' rights it may work to their disadvantage and that of society.  相似文献

Haliotid (abalone) fisheries are comprised of small‐scale (<5 km2) stocks and serve as a model for many such fisheries. Extremely valuable to local fishing communities in aggregate, these micro‐stocks are myriad and complex to study, monitor, assess and manage. Micro‐stocks need assessment and management at local scales to prevent small components from suffering the tragedy of commons. This paper asks how can we ever hope to address the research and management needs of so many small resources? Community‐based and territorial rights‐based systems may help in sustaining these resources, but servicing the technical needs of many small communities of stakeholders raises problems. A new generation of ‘barefoot ecologists’ is envisaged to perform this task.  相似文献

Significant changes have occurred in the well‐established partnership between fisheries managers and geneticists over the last 50 years. It is therefore timely to review and recalibrate the ways in which genetic technologies can assist the fishing industry to maintain productive and sustainable harvests. Our objective is to contribute to the mutual understanding of all stakeholders in the genetics–management partnership. Genetic technologies that are relevant to fisheries management are grouped into eleven themes, which are described in plain language for a non‐specialist audience. The role that the genetic information plays in fisheries management is explained, along with an assessment of the challenges and barriers that may be preventing the uptake of the information into the fisheries management process. The compelling conclusion is that genetics offers a diverse collection of versatile and useful tools for informing fisheries managers about issues that have a biological basis. Presently, mainstream use of genetic tools focuses on a narrow set of fisheries management issues, but the diversity of genetic tools and the novel issues they can address indicates that uptake will grow, particularly as communication between geneticists and end‐users improves.  相似文献

Tropical fisheries are among the most productive fisheries in the world, often providing the primary source of protein for the local population. Despite their importance, data on these systems are relatively limited, thus hampering management and policy development. Here, the implications of increasing fishing pressure are explored by critically evaluating the perceptions of the fishers who rely on these ecosystems to survive. A total of 169 fishers in 26 different fish‐dependent communities in the Tonlé Sap Lake, Cambodia, were surveyed to understand their perceptions of the impact that fishing has had on the ecosystem. The Tonlé Sap is one of the largest, yet poorest studied, freshwater fisheries in the world. Consistent with “fishing down the food web” theory of fisheries, survey data revealed that although fishers observed the total size of fish catch remaining consistent over recent years there has been a drastic decline in the size of individual fish, as well as a reduction in the diversity of species caught. These perceptions are examined with reference to food web theories that explore how fishing pressure leads to ecosystem change, including the more recent “indiscriminate fisheries” theory.  相似文献

Marine fisheries contribute to the global economy, from the catching of fish through to the provision of support services for the fishing industry. General lack of data and uncertainty about the level of employment in marine fisheries can lead to underestimation of fishing effort and hence over‐exploited fisheries, or result in inaccurate projections of economic and societal costs and benefits. To address this gap, a database of marine fisheries employment for 144 coastal nations was compiled. Gaps in employment data that emerged were filled using a Monte Carlo approach to estimate the number of direct and indirect fisheries jobs. We focused on estimating jobs in the small‐scale fishing sector. We characterized small‐scale fishing as (i) primarily geared towards household consumption or sale at the local level; (ii) conducted at a low level of economic activity; (iii) minimally mechanized; (iv) conducted within inshore areas; (v) minimally managed; and/or (vi) undertaken for cultural or ceremonial purposes. In total, we estimated that 260 ± 6 million people are involved in global marine fisheries, encompassing full‐time and part‐time jobs in the direct and indirect sectors, with 22 ± 0.45 million of those being small‐scale fishers. This is equivalent to 203 ± 34 million full‐time equivalent jobs. Study results can be used to improve management decision making and highlight the need to improve monitoring and reporting of the number of people employed in marine fisheries globally.  相似文献

Long‐term changes in the abundance of fisheries resources from the Patos Lagoon estuary and adjacent coastal waters in southern Brazil have been observed. Despite this understanding, it is well known that the perception of pristine state of the environment is susceptible to inter‐generational changes, commonly known as shifting baseline syndrome (SBS). An useful approach in the reconstruction of pristine scenarios and in lack of data, as often occurs in small‐scale fisheries, is the local ecological knowledge (LEK). Temporal changes in the perception of 81 fishers with 1–63 years of fishing about the resources status were analysed. More experienced fishers reported larger catches, heavier individuals and perceived a greater number of species as "scarce" nowadays and "common" at the beginning of their careers proving the existence of a SBS among them. Over time, the number of fishing sites with very high catches decreased and fishing sites shifted from the lower towards the upper estuary. The perception of the fishers corroborated the real decreasing scenario in estuarine fisheries resources shared with industrial fishing in coastal waters. The results reinforce the utility of LEK for reconstruction of biological scenarios when no empirically obtained data are available.  相似文献
