河源市碳汇林经营风险类型及防控对策

碳汇林已成为应对气候变化的重要方式,但其经营过程中存在的风险会影响碳汇目标的实现.以广东省河源市的碳汇林为例,结合近年来碳汇林营造的实践,对其风险类型进行分析.结果表明,河源市碳汇林存在的经营风险主要包括自然灾害风险、技术风险、市场风险、资金风险、人为干扰风险等.基于识别出来的风险,从落实管护权、专门人才的引进以及应急管理体系构建三方面提出应对河源市碳汇林经营风险的对策.

Risk types and Countermeasures of Carbon Forest Management in Heyuan

Carbon sink forest plays an important role in mitigating climate change. However, potential risks in the forestry management process would strangle the carbon sink target. In this study, different kinds of risks are classified and analyzed based on previous practical experience in Heyuan City, Guangdong province. It is showed that natural disasters, technology risks, market risks and financial risks and human disturbance are the main types of risk sources in carbon sink forest management. Suggestions on risk control and countermeasures were put forward based on the study such as implementing carbon sink forestry management right, recruiting the professional and constructing emergency management system.
