山西省林业可持续发展战略研究

根据我国可持续发展战略、社会经济发展及山西省人民生活对林业发展的新要求，结合我省生态环境和社会经济情况，制定我省林业可持续发展战略：1)林业可持续发展的战略指导思想是，确立以生态建设为主的林业可持续发展的道路，建立以森林植被为主的国土生态安全体系，兼顾农民致富和社会对林产品的需求；2)林业建设的战略目标是，在2050年前森林发展到666．7万hm^2，覆盖率达42％以上，建成生态公益林占70％的相对稳定的林业生态体系；3)以两山、三河、四路、七条线、六盆地为重点布局的林业发展；4)战略措施是，搞好林业重点工程，深化国营林场改革，依靠科技进步，多方集资，多形式地发展林业。

Strategic Study on Sustainable Forest Development of Shanxi Province

According to sustainable development strategy of our nation, social and economic development and new forest demands of people in Shanxi province, the sustainable development strategy on our province forestry is made. Those points are below: (1)Strategic guiding idea of forest sustainable development is to establish sustainable way that ecology construction is put first and to constitute a system of the country ecology safety, meanwhile to consider both farmer interests and social demands on forest products. (2)Strategic objects of forest construction are that forest area will reach to 6667 thousand hm~2 and coverage rate of forest reach to 42 % up, and to establish a relative steady system of forest ecology that non-commercial forest accounts for 70 % before 2005. (3)An important layout of forest development is the constituting of two mountains, three rivers, four roads, seven lines and six basins. (4)Its strategic measures are to build well forestry projects,to develop deeply reformation of state forest, to depend on the progress of science and technology and to develop forestry through a lot of forms and funds.
