The costs of the water and electricity have risen by a big margin and become the load of the college and university during the process of its developing. In accordance with the practices including the ideal, the system, the mechanism and the talent, in order to heighten the whole professional levels, the author argues the management ideal should be transformed, the progaganda should be enhanced, the lead should be strengthen, the system should be protected and the talent should be cultivated. So the better guarantee can be offered for the college and university.
