海河平原贫困老区发展研究

以黑龙港流域为主的海河平原革命老区长期贫困落后的原因，既有自然因素，又有人文和地缘等多种因素。河北省加强基层建设年活动和农村面貌提升活动把扶贫工作与区域连片开发、整村推进规模发展相结合，给平原老区脱贫致富发展带来希望。形成共识，建立帮扶发展平台，引入资本和科技要素，发展区域特色产业，加强科教扶贫，开发农村人力资源，可以更好地促进平原老区的可持续发展。

The Development of Poverty stricken Areas in the Haihe Plain

There are many reasons for the long-term poverty suffered by Haihe Plain, located mainly in the Heilonggang Basin, including natural factors as well as human and geographical factors. Hebei Province launched the new rural construction and rural appearance promotion activities, which combine the poverty alleviation work and the whole regional and scale development. This has brought light to this area. In the process, we could reach an agreement to establish a supporting platform, import capital and technological elements, develop industries with regional characteristics, reduce poverty by science and education and develop the rural human resources, which can promote the sustainable development of this area more effectively.
