黄淮海平原县域灌区灌溉管理质量时空分析

摘    要:灌区建设与管理具有公益性、可经营性、垄断性、政策性、学科综合性等特点,这些特点对农业用水,尤其是平原区地下水灌溉提出了特殊的要求。为此,针对平原区灌溉管理特点和农业生产现状,选取了灌溉水利用系数等9个指标,提出了具体的评价灌溉管理质量和措施的方法。并以黄淮海平原的曲周县为例进行了实证分析,结果表明:选取的指标和分析方法能较好地评价县域灌区管理质量;从1980年以来,曲周县各乡镇灌溉管理质量越来越好;曲周镇的管理措施比其它乡镇更加得力。最后,分析了管理质量变化的驱动力,并提出了建议。

Abstract:The building and management of irrigation area are characterized by public welfare, workability, monopoly, policy, discipline synthesis, and so on. These characteristics urge the management of agriculture irrigation to make special request, especially in groundwater irrigation of the plain, thus the authors bring forward nine indexes and adopts the principle of the factor analysis to build up the comprehensive index for evaluating the irrigation management level of the Huang-Huai-Hai Plain, aiming at irrigation area's properties and the condition of agriculture. And the irrigation management level of county level administrative region by taking Quzhou county as a case was studied. The results show that the indexes and the ways of evaluation are good, because they obey the normal distribution, and are maneuverable and practical. The irrigation management levels of ten towns in Quzhou County were greatly increased from 1980 to 2000. The Quzhou town management measure is more efficient than those of other villages and towns. At last, considering the trait of corresponding region, the authors analyzed the driving force of change of irrigation management levels, put forward the suggestion, and offered good instructions to raise efficiency and to conserve water resources.
