高等教育的根本任务是人才培养,全面提高高等教育质量,必须大力提升人才培养水平。加强教学督导,加强教学质量监控,是保证高等教育质量和人才培养质量的一个重要环节。地方高校作为我国高等教育的重要组成部分,在全面贯彻落实国家中长期教育改革和发展规划纲要,不断提高高等教育质量的新的新形势下,必须充分发挥二级教学督导的作用,建立起督导机制完善、重点突出、反馈及时的督导体系,保证教学质量提高,为提升人才培养水平提供重要保障。
