现代农业高新技术改造传统农业若干问题的思考

从传统农业走向两经农业，农业高新技术产业化起着日益重要的作用。实现农业高新技术产业化，必须经过四个阶段：具备准确立项能力、要素投入能力、高新技术的可行性和农民的接受能力等四个基本条件；提出我国农业高新技术产业六个方面的发展态势。协调农业高新技术产业化各载体之间的关系，即科技人员、科技单位、龙头企业、农户和农民、政府相互之间的关系。政府介入应是农业高新技术产业化推进的主导力量。产业化和产业化经营二者的关系是宏观布局与微观管理的关系；产业化基本组织形式是“科研＋实体＋农户”，产业化的理想模式是建立紧密型利益共同体，发展农业高新技术企业。“十五”期间天津农业高新技术产业应重点实施农业良种产业化、农业生物技术产业化、信息技术产业化、现代装备技术产业化、农产品保鲜技术产业化等五类技术产业化工程。

Consideration of Transforming Traditional Agriculture to Modern Agriculture with New High-Technology
