浅谈在“08规范”下业主如何加强造价控制管理

2008年12月1日起实施的国家标准GB 50500-2008《建设工程工程量清单计价规范》,从制度上建立了基本建设项目施工总承包人与发包人的公平合作机制,但在实际操作中,普遍存在招标人(业主)专业知识、专业化管理力量缺乏的现象,使得招标人(业主)在项目实施管理中承担了更大的管理风险,突出表现在造价控制方面。因此,业主必须充分认识自身的管理责任及承担的管理风险,采取切实有效的管理措施,做好项目实施前的图纸设计、工程量清单编制、合同编制等各个关键环节的工作,严把项目实施中的变更洽商关,最大程度地降低造价控制管理风险。
