农业部“十一五”基本科研业务费回顾与思考

为加大对中央级公益性科研院所的支持力度,建立稳定的支持机制,促进科研院所持续创新能力的提升,中央财政特设立"公益性科研院所基本科研业务费专项资金"。从农业部的管理角度出发,该文从回顾了"十一五"期间基本科研业务费的管理经验和成效,提出了进一步加强专项管理的几点思考。
