地市科技创新服务平台的功能设计与模式构想

创新服务平台建设要立足于政府科技部门由"项目管理"向"资源管理、知识服务"的职能转变,着力于科技创新服务的主体培育、资源整合、机制建立、手段完善和能力提升。通过对科技创新服务平台基本内涵、目标任务、社会功能和主要职能的分析研究,提出了地市科技创新服务平台的建设思路和模式构想,力求构建基于服务企业自主创新、产业集聚发展和新农村建设的技术、信息、市场、人才、知识、政策、管理一体化现代科技创新服务模式。

The Functional Design and Pattern Consideration of Local Municipal Scientific and Technical Innovation Service Platform

The construction of scientific and technical innovation service platform in local municipal government shall be based on the functional transition of the scientific and technical departments from ‘Project Management’ to ‘Resources Management and Knowledge Service’,and be exerted on main body training,resource integration,mechanism establishment,method perfection and capability upgrading.By means of the analysis and research on the basic connotation,objective task,social function and main liability of scientific and technical service platform ,the construction and pattern were put forward,so as to set up a modern innovative service mode that collected technique,information,market,talent,knowledge,policy and management all in one in regard to the self-innovational of service enterprise,industrial agglomeration and development and construction of new countryside.
