Policy options and system supplies on socialization standard managemerit of city agricultural laborers

It is a social system engineering to solve problems of city agricultural laborers, inevitably concerning series of social phenomenon and the social issues of the city and countryside relations, the government function, the city management, the fair efficiency, the population flows, the labor employment, the social security, and so on. Furthermore, it also involves the profoundly political and economic system reforms, the transformation of government functions, the system perfection, legal administration, the social stability in China. The city government, as the direct superintendent of the agricultural laborers, should adopt the conception of the system engineering to construct a new mechanism of the city agricultural laborers socialization standard management, which has a profound theoretical and practical significance.     

企业在转移农村劳动力培训方面的贡献与局限

通过对1 049名转移农村劳动力的调查发现,调查对象中接受过培训的占49.5%,没有接受过培训的占50.5%;而没有转移的农村劳动力接受过培训的只占15%~20%。转移农村劳动力的培训经历大部分是在企业内部完成的,说明企业在提高劳动者素质方面功不可没。但也存在着重劳动纪律培训,轻技能培训;重具体技术培训,轻素质培养;重责任意识强化,轻权利意识引导等局限,需要加以引导。

农村劳动力低市场化流动制约着农村生产要素的有效配置,从而限制了农村经济的发展,使得城乡差距持续扩大。该文从这一现象出发,分析其原因,并从破除城乡户籍壁垒、提高农民素质和构建农村社会保障体系3个方面提出政策建议,以提高农村劳动力流动的市场化程度。

"90后"农民工被称为第三代农民工,他们有着迥异于第一、第二代农民工的特征,其中最典型的特征就是其强烈的市民化诉求。针对这种情况,提出对"90后"农民工实施有别于以往农民工职业培训的补偿性质的职业教育,使其顺利地实现市民化。

西部欠发达山区劳动力转移去向研究——以礼县为例

甘肃省礼县是典型的欠发达地区山区县,县域社会经济发展面临着许多突出问题,而这些问题主要是由于大量农村剩余劳动力滞留于农村而引起的。只有通过农村剩余劳动力的转移,才能减轻农村人口资源环境的压力,增加农民收入,从而从根本上解决这些问题。分析认为,现阶段农村劳动力主要采取劳务输出的方式向大中城市转移,但是劳动力转移的最终去向应是县域中小城镇。
