上岸渔获调查是调查渔业资源的主要方法之一。通过2010年9月至2011年8月监测海南岛主要渔港渔情,统计分析渔获上岸量、渔获组成和作业类型,评估南海渔业资源开发现状并提出建议。结果表明,1)低值幼鱼渔获比例超过40%,经济渔获蓝圆鲹(Decapterusmaruadsi)、带鱼(Trichiurushaumela)、马鲛(Scomber-morus)、眼镜鱼(Menemaculata)、金线鱼(Nemipterus)和头足类(Cephalopoda)的总和不足25%;2)蓝圆骖和带鱼是海南岛上岸渔获的优势种;3)拖网是海南岛近海渔获量最高的作业类型;4)海南岛近海底层渔业资源已严重衰退,远海中上层渔业资源具有巨大开发潜力。建议禁止海南岛近海拖网生产,允许南海休渔期间灯光围网和灯光罩网生产,通过增加远海作业船只的柴油补贴等途径扶持灯光围网和灯光罩网生产,构建“养护近海渔业、开发远海渔业”的新捕捞格局。  相似文献

Historically, to compensate for declining catches, fishers have usually shifted from species characterized by high catch rate onto less easily caught species or have moved into new fishing grounds. Such shifts are poorly documented for areas with a long history of exploitation (i.e. North Sea) as they occurred long time before the start of the regular assessments of the marine resources. The Swedish longline fisheries in the Kattegat‐Skagerrak and North Sea have a long history that spans over several centuries. These fisheries have historically targeted large demersal predator fish as ling (Molva molva), cod (Gadus morhua), Atlantic halibut (Hippoglossus hippoglossus) and skates (mainly Dipturus spp.). In this study, data from the Swedish longline fisheries from 1859 to 1960 have been collated. The data show that the geographical expansion of the fishery was extensive. At the turn of the 20th century, offshore longlining became concentrated north and west of the Shetlands and Hebrides, and after the WWII, the fishery expanded to Iceland and Rockall. In the offshore fishery, CPUE for the main target species, ling, remained stable, whereas for the other species, with the exception of tusk (Brosme brosme), CPUE showed a dramatic decline over time. In contrast, in the coastal longlining fishery, severe declines were revealed for all major target species except cod. We argue that the constant search for new fishing grounds in the Northeast Atlantic reflects a dwindling resource, where the fishermen kept the catch rates of ling high by travelling to more and more distant fishing grounds.  相似文献

广西灯光罩网渔船是开发南海外海的主要力量之一。文章采用广西渔船船位监控系统记录的2013年2月~5月广西灯光罩网渔船在南海外海的生产数据,计算各渔区捕捞努力量占同期外海总捕捞努力量的比例作为渔区生产集中程度的指标,据此将渔区按渔船生产集中程度归类为作业高密集区、密集区、低密集区和生产外围区等4类。结果表明,高密集区和密集区的捕捞努力量占总量的2/3以上,构成渔船在南海外海的主要渔场。主要渔场范围包括27个渔区,多分布于南沙海区北部海域,太平岛周围海域是生产集中程度最高的区域。同时分析了灯光罩网主要渔场分布变动情况,讨论当前南海外海渔业开发的态势和存在问题,提出了南海外海渔业生产管理和发展的对策和建议。  相似文献

New Zealand has led the world in restoration of marine fisheries since the introduction of the Quota Management System in 1986, but challenges remain in minimizing the ecosystem‐level effects of industrialized fishing. We analysed existing long‐term fisheries data sets from 1931 to 2015 in New Zealand to resolve trends in important ecological properties of major exploited fish communities. Increases in community dissimilarities of catch composition in 1931 and 1972, followed by increasing total landings, highlight major expansions of fishing grounds and exploited species during these periods. Mirroring global patterns, the remarkable rise in fishing power, demand and generation of new markets in New Zealand have all contributed to this expansion. Marine Trophic Indices (MTIs) of landings have decreased together with total catch after the year 2000, reflecting smaller catches with a higher composition of lower trophic‐level species in recent years. Differences in relative abundance of species estimated between fisheries‐dependent and fisheries‐independent data were observed, where high‐value species displayed better agreement in relative abundance between data sets. Despite being under a Quota Management System, temporal development of MTI values relative to the timing of industrial expansion of fisheries was remarkably similar to those observed in the North Sea and Brazil, with a single expansion and decline. MTI values presented better long‐term stability in the US fisheries analysed. Analysis of long‐term data and the development of well‐resolved ecological baselines will be the first step towards applying EBM to New Zealand fisheries, in keeping with global trends in fisheries management.  相似文献

以全球定位系统(GPS)、地理信息系统(GIS)和遥感(RS)等3S技术集成平台,并结合船舶监控系统(VMS)、北斗卫星短报文信道、ARM高性能处理器、NR嵌入式操作系统等前沿技术,建立"南海渔业信息动态采集与实时自动分析系统"。该系统是一个分布式系统,包括船载捕捞信息实时采集装备、南海渔业数据集成中心、南海渔业捕捞地理信息系统及外海渔场预报系统等4个完全独立分布的子系统。本系统自主研发了具备北斗通信功能的船载捕捞实时采集装备,并创新性地利用北斗卫星短报文信道实现了海上渔船与地面数据中心的实时信息交互,此外利用VPN信道实现了数据中心与数据处理分析应用系统之间安全可靠的数据共享,从而最终建立了海上渔船与岸上数据分析系统之间的无缝连接虚拟网络。基于这一网络,海上渔船将渔业捕捞数据实时发送至南海渔业捕捞GIS系统,进行实时分析与显示海洋捕捞(分)渔区/渔船/鱼类产量的数据分析专题图;外海渔场预报系统依据多年的捕捞、渔业生物学及渔场环境数据收集与分析将南海外海鸢乌贼渔场信息发送给海上渔船,推进海上渔业捕捞的高效生产。  相似文献

为了解我国东部海域(渤海、黄海和东海)和南海的鱼类生态结构和渔业资源变化特征,本研究在1983—2013年中国海洋渔船渔获统计数据的基础上,首先将渔获物中的鱼类按照营养级归类,然后计算其平均营养级(TL)和Fi B指数,并结合海洋捕捞作业方式,对鱼类的营养级结构长期变化进行分析。结果表明,在东部海域捕捞的25种主要鱼类渔获中,31年间TL呈现下降趋势,低营养层级鱼类比例增长了60%,中营养层级鱼类比例增长了129%,高营养级鱼类则下降了近51%;而在南海,31年间TL变化不明显,低营养级鱼类比例下降了6%,中营养级鱼类下降了43%,高营养级鱼类增长198%。东部海域和南海的渔获物鱼类生态结构变化说明,就营养级水平而言,东部海域近海渔业资源呈现明显的衰退现象,而南海则还未出现这种现象。  相似文献

根据渔获产量统计和鱼类生物学资料对东海区海洋渔业资源动态作了分析。结果表明:近几年东海区海洋渔业捕捞产量虽连年增长,但主要是靠大幅度提高捕捞强度等措施获得。渔获物中增加的主要是经济鱼类的幼鱼和低值小杂鱼类,渔获物小型化、低龄化等过度捕捞现象仍然十分严重。渔业资源结构日趋恶化,渔业资源状况并没有明显改善。  相似文献

An important element in the U.S. management of fisheries in the North Pacific is the existence of Community Development Quotas (CDQs) which grant community corporations the right to fish in many fisheries off the coast of Alaska. The eastern Bering Sea pollock fishery is the largest of these fisheries, with 10 % of the quota allocated to CDQs. The CDQ program evolved from a partial catch share program that existed from 1992 to 1999 within a limited-entry fishery to a full catch share program with separate spatial rights. In this paper I examine the temporal and spatial uses of CDQ rights and how these uses have changed since the implementation of catch shares throughout the fishery. I also discuss the dispersion of CDQ royalties since the program’s inception and examine the prices of CDQ fishing rights from 1992 to 2005 when data on quota value were reported to the government. I compare quota prices to information about walleye pollock fishing and examine the evolving use of CDQ rights. The use of the CDQ right has changed from extending the season to enabling fishing in otherwise closed areas during the season. The number of vessels fishing with CDQ rights has declined substantially, with all pollock CDQ fishing now done by at-sea processors.  相似文献

近十年来,越南将南海的金枪鱼资源作为其"外向型"渔业的重要支撑,不断增加捕捞强度,产量逐年升高。本文总结了越南发展南海金枪鱼渔业的过程,分析了南海金枪鱼资源的开发趋势。越南现代化的金枪鱼捕捞技术主要来自日本,使用的渔具主要有金枪鱼延绳钓、手钓、刺网和小型围网,捕捞的种类主要为鲣鱼、黄鳍金枪鱼和大眼金枪鱼,主要作业区域在西沙群岛南部海域和南沙群岛海域。越南2009年金枪鱼的产量已达到5.9×104t,计划2015年达到30×104t。根据越南海洋渔业研究所(RIMF)的评估,南海中西部的金枪鱼资源量为66~67×104t,可捕量23.3×104t,其中鲣鱼的可捕量21.6×104t,黄鳍金枪鱼和大眼金枪鱼的可捕量1.7×104t。随着全球金枪鱼捕捞配额的缩减和越南"外向型"渔业经济的发展,越南将继续加强对南海金枪鱼资源的开发。  相似文献

For fisheries management purposes, it is essential to take into account spatial and seasonal characteristics of fishing activities to allow a reliable assessment of fishing impact on resource. This paper presents a novel technique for describing spatial and temporal patterns in fishing effort. The spatial and seasonal fishing activity patterns of the French trawler fleet in the Celtic Sea during the period 1991–1998 were analysed by modelling fishing effort (fishing time) with generalised linear models. The linear model for fishing effort included fixed effects for both spatial (statistical rectangles) and temporal units (months). In addition, spatial correlations in any given month were modelled by an exponentially decreasing function. Temporal correlations were included using the previous month's fishing effort for a given spatial unit as predictor. A method based on cluster analysis of estimated model coefficients of spatial or temporal fixed effects is proposed for identifying groups of similar spatial and temporal units. A contiguity constraint is imposed in the clustering algorithm, ensuring that only neighbouring spatial units or consecutive temporal units are grouped. The cluster analysis identified 22 spatial and 9 temporal groups. Winter and spring months stood out as being more variable than the remaining months. Spatial groups were of varying size, and generally larger offshore. The proposed method is generic and could for example be used to analyse temporal and spatial patterns in catch or catch rate data.  相似文献

Time/area closures have been widely used in fisheries management to prevent overfishing and the destruction of marine biodiversity. To a lesser degree, such spatio‐temporal management measures have been used to reduce by‐catch of finfish or protected species. However, as ecosystem‐based management approaches are employed and more fisheries are managed through multispecies, multiobjective models, the management of by‐catch will likely become increasingly important. The elimination of by‐catch has become a primary goal of the fishing policies of many countries. It is particularly relevant in the United States, as the deadline for setting annual catch limits (ACLs) in all fisheries passes in 2011. This will result in a dramatic expansion of the number of catch and by‐catch quotas. Such catch measures may result in the early closure of otherwise sustainable fisheries when by‐catch quotas are exceeded. To prevent such closures and the consequent economic hardship to fishers and the economy, it is imperative that managers be given the tools necessary to reduce by‐catch and improve fishing selectivity. Targeted spatio‐temporal fishery closures are one solution open to managers. Here, we examine how the spatio‐temporal and oceanographic characteristics of by‐catch may be used by managers to design fishery closures, and place these methods within a decision tree to assist managers to identify appropriate management measures. We argue that the current movement towards marine spatial planning (MSP) presents an important impetus to examine how we manage fisheries spatially, and we offer a first step towards the objective participation of fisheries in the MSP process.  相似文献

There is widespread concern and debate about the state of global marine resources and the ecosystems supporting them, notably global fisheries, as catches now generally stagnate or decline. Many fisheries are not assessed by standard stock assessment methods including many in the world's most biodiverse areas. Though simpler methods using widely available catch data are available, these are often discounted largely because data on fishing effort that contributed to the changes in catches are mostly not considered. We analyse spatial and temporal patterns of global fishing effort and its relationship with catch to assess the status of the world's fisheries. The study reveals that fleets now fish all of the world's oceans and have increased in power by an average of 10‐fold (25‐fold for Asia) since the 1950s. Significantly, for the equivalent fishing power expended, landings from global fisheries are now half what they were a half‐century ago, indicating profound changes to supporting marine environments. This study provides another dimension to understand the global status of fisheries.  相似文献

Krill fisheries in Antarctica have concentrated their effort on the Western Antarctic Peninsula and Scotia Arc (WAP) in the last decades, following a steady increase in annual catch. Short‐term shifts in habitat exploration may have occurred and may be the cause for the increasing catch. Habitat use and effort in krill fisheries in the WAP during summer between 2012/2013 and 2016/2017, inclusive, were tested to determine how habitat use and effort reflected in the catch. Increasing trends in fishing tow duration and depth of fishing in deeper and colder waters were found. No association of the catch with the habitat explored was found, but catch was higher in years when the variability of explored habitat was lower. The relevance of these findings for fisheries management and conservation of Antarctic marine ecosystems is discussed.  相似文献

Obtaining reliable estimates of important parameters from recreational fisheries is problematic but critical for stock assessment and effective resource management. Sampling methodologies based on traditional design‐based sampling theory, is inadequate in obtaining representative catch and effort data, social or demographical characterization, or fisher behaviour from small hard‐to‐reach components within recreational fisheries (e.g. specialized sport fisheries) that may account for the majority of the catch for some species. A model‐based approach to sampling is necessary. Researchers in other disciplines including epidemiology and social sciences routinely survey rare or ‘hidden’ populations within the general community by penetration of social networks rather than by interception of individuals. We encourage fisheries researchers to rethink survey designs and consider the social elements of recreational fishing. Employing chain‐referral methods, such as respondent‐driven sampling (RDS), may be a statistically robust and cost‐effective option for sampling elusive sub‐elements within recreational fisheries. Chain‐referral sampling methodology is outlined and an example of a complemented ‘RDS‐recapture’ survey design is introduced as a cost‐effective application to estimating total catch in recreational fisheries.  相似文献

The assumption that animals released from fishing gears survive has frequently been scrutinized by researchers in recent years. Mortality estimates from these research efforts can be incorporated into management models to ensure the sustainability of fisheries and the conservation of threatened species. Post‐release mortality estimates are typically made by holding the catch in a tank, pen or cage for short‐term monitoring (e.g. 48 h). These estimates may be inaccurate in some cases because they fail to integrate the challenges of the wild environment. Most obvious among these challenges is predator evasion. Stress and injury from a capture experience can temporarily impair physiological capacity and alter behaviour in released animals, a period during which predation risk is likely elevated. In large‐scale commercial fisheries, predators have adapted their behaviour to capitalize on impaired fishes being discarded, while in recreational catch‐and‐release fisheries, exercise and air exposure can similarly impede the capacity for released fish to evade opportunistic predators. Owing to the indirect and often cryptic nature of this source of mortality, very few studies have attempted to document it. A survey of the literature demonstrated that <2% of the papers in the combined realms of bycatch and catch‐and‐release have directly addressed or considered post‐release predation. Future research should combine field telemetry and laboratory studies using both natural and simulated predation encounters and incorporate physiological and behavioural endpoints. Quite simply, predation is an understudied and underappreciated contributor to the mortality of animals released from fishing gears.  相似文献

Sea turtle by‐catch data in the Mediterranean were reviewed and analysed with fishing effort. The results indicate over 132 000 captures per year, with probably over 44 000 incidental deaths per year, while many others are killed intentionally. Small vessels using set net, demersal longline or pelagic longline represent most of the Mediterranean fleet and likely cause more incidental or intentional deaths than large vessels typically using bottom trawl or pelagic longline. When interactions, mortality, intentional killing, size (a proxy for reproductive value) and turtle populations are considered, results indicate that Mediterranean green (Chelonia mydas) and loggerhead turtles (Caretta caretta) are more affected (i) by fishing gears such as bottom trawlers, demersal longlines and set nets, (ii) by small‐scale fisheries, and (iii) by fishing in the eastern basin. Although small‐scale fisheries should be the priority target, available measures are easier to implement on the fewer large vessels. Moreover, these measures are few, and they are not implemented yet, while others should still be tested for the Mediterranean fisheries. Thus, measures for reducing captures or mortality through changing gear‐specific characteristics may help, but probably a more holistic conservation strategy aimed to an ecosystem‐based fishery management for a sustainable fishing would be the only solution for the long‐term survival of Mediterranean Sea turtle populations and their habitats. Small‐scale fisheries should manage marine resources, including turtles, in a responsible and sustainable way. Turtles may not only benefit from but can also help this process if their non‐consumptive value is fully recognized.  相似文献

The Common Fisheries Policy (CFP) reform sets out a move to a land‐all catch policy in European Union waters with a requirement for full reporting of fishing and on‐board processing activity. We explore the merits, stakeholder perceptions and applicability of different technology and approaches to the full documentation of fisheries that might be considered in the context of implementing the CFP reform. While recent efforts have focused on demonstrating how remote electronic monitoring (REM) systems can be utilized in fully documented fisheries (FDF), other technologies and approaches such as reference fleet and self‐sampling exist that could contribute to delivering FDF. Perceptions of fishers show that they would prefer using a reference fleet or self‐sampling to REM systems as a future method of implementing FDF. In general, there is support from the fishing industry for data collection and enhancement, but there remains some mistrust concerning the use of the data. Findings show that the most appropriate means and methods of FDF will depend on the circumstances and objectives for full documentation whether in enforcing a discard ban, documentation of total catch or data enhancement. We conclude that any technology or approach that will be used to deliver the monitoring requirements for FDF needs to make practical and commercial sense at the fishing vessel level.  相似文献

2017—2018年我国沿海5省开展了捕捞限额制度实施试点,在实地调查的基础上,对试点渔业的捕捞限额制度实施情况进行了回顾和比较分析。试点渔业在利用专项捕捞许可制度限制捕捞准入、加强渔捞日志管理、试行观察员制度、吸纳基层渔民组织参与监管等方面进行了有益的探索。不同试点之间在实施捕捞限额管理的渔业资源种类选择、渔场和渔船及作业方式的特定性、配套制度等方面具有共性;在捕捞对象种类的单一性、渔场进入的排他性、捕捞限额分配方式、渔获量监测措施方面存在差异。目前我国实施捕捞限额制度仍存在多鱼种渔业问题、捕捞生产监测制度尚未建立、针对性资源调查监测不足、捕捞限制性措施未能有效执行、管理能力和体制不适应需求、违反管理要求的法律责任缺失等问题。建议修改《渔业法》以完善捕捞限额制度体系,加强和完善渔业资源调查、监测,建立综合性渔业数据信息系统,进一步完善基于捕捞许可制度的捕捞作业限制,建立多方参与和跨区域联合的监管机制,根据渔业特点分类设置捕捞限额及其管理机制。  相似文献

近年来,张网渔具渔获中幼鱼比重大的问题突出,而使用放大网目等传统手段在一些场合下并不适用。本研究设计制作了一种新型刚性幼鱼释放装置,该装置由3个框架组合构成、框架使用铰链连接、外型呈Y型,并通过2014年冬季海上测试,分析这一装置对幼鱼的释放效果。海上对比试验结果显示,安装于张网囊头网部、不锈钢材料、栅栏间距2 cm、分隔框架与来流方向呈60°的装置能释放90%的幼鱼并同时保留大部分大个体渔获。该Y型幼鱼释放装置角度可调等特点使其功能得以扩展、适用性增大,可为今后开展过滤性渔具幼鱼释放研究提供参考。  相似文献

渔场捕捞强度信息可以为渔业资源评估和管理提供帮助。本研究结合2017年10—11月船舶自动监控系统(AutomaticIdentificationSystem,AIS)信息和同期中国中西太平洋延绳钓渔船捕捞日志数据,通过挖掘延绳钓渔船作业航速和航向特征,建立渔场作业状态识别模型,提取渔场捕捞强度信息。以3~9节为航速阈值和0°~10°及300°~360°为航向阈值,渔船作业状态识别准确率为68.29%。阈值识别和日志记录的捕捞强度信息在空间上相关性很高(0.96),基于AIS信息挖掘的渔船捕捞强度空间分布特征和实际非常相似。阈值识别和日志记录的捕捞强度信息在空间上与单位捕捞努力量渔获量(catch per unite of effort, CPUE)、渔获尾数、渔获重量和投钩数的空间相关系数均大于0.62,基于AIS信息挖掘的渔船空间捕捞强度也可替代用于渔业资源分析。  相似文献
