  1. Understanding how different forms of environmental evidence inform the actions of different stakeholders is useful to improve how we share knowledge with knowledge users. Reflections on a literature review that we published in 2004 on circle hooks as a tool for fish conservation in the recreational fishing sector identified a number of ways in which that synthesis was influential.
  2. The article has had direct influence on policy and regulations in a number of countries, but there were even more examples of where the article has been used to influence voluntary guidelines. The article also contributed to formally defining circle hooks, which was necessary from a regulatory and enforcement perspective.
  3. The recreational fishing community has also embraced the work, with numerous angling articles based on the literature review appearing in the media and with some angler organizations pushing for the adoption of circle hooks. The fishing tackle industry has also responded with evidence that circle hooks are now more widely available in stores with more hook design options to suit diverse recreational fisheries. In addition, the influence of the article has extended beyond the recreational sector to commercial fishery issues that span several taxa. The research agenda from the article helped to direct research for more than a decade and has since been updated.
  4. Overall, this review was timely in that it provided various knowledge users with credible information synthesized in a thoughtful manner at a time when there was interest and need in exploring circle hooks as a tool to enhance the conservation of angled fish. Although this was not a systematic review, it still served as a form of evidence synthesis that gave diverse knowledge users information to guide them in their decisions.

  1. To our knowledge, this is the first inclusive assessment of the status of Sparidae fisheries in the territorial waters of Kuwait, integrating information on catch trends, consumer preferences, recreational fishing behaviour, and molecular based identification of fish species by DNA barcoding
  2. Fisheries landing data were obtained from the official fisheries bulletin released by the Kuwait Central Statistical Bureau. Surveys were conducted to assess consumer preferences on seabream species, landed seabream species, and the behaviour of recreational anglers towards seabream species. DNA barcodes were generated to authenticate commercial seabream using the mitochondrial cytochrome c oxidase subunit I (COXI) gene and then compared with GenBank sequence entries; these sequences were then used to construct a neighbour-joining (NJ) phylogenetic tree.

Yellowfin seabream Acanthopagrus latus was the prime and most favoured commercial seabream species (45%), followed by Sparidentex hasta, which was the top-rated secondary, unassessed seabream species. Approximately 54% of households conduct recreational fishing more than twice a month, and most (77%) primarily target S. hasta and Ac. latus. Consumer demand for secondary seabreams, which were not assessed and are listed in the bulletin under the category ‘others’, was evident.
  4. The NJ phylogenetic tree revealed that Arabian Gulf seabreams, including those of Kuwait, are genetically different from their counterparts inhabiting neighbouring waters.
  5. The data presented here highlight the urgency to modify the existing fisheries list using accurate identification tools, such as DNA barcoding, for the sustainable and conservation-oriented management of local fisheries, which are in decline.

In Panama, shark fisheries were initially developed in the 1980s and progressively increased in production in the 1990s mainly due to the high demand for shark fins and meat from the international Asian market. Since then, and despite the exploitation rate (average 3,514 t year–1) and endangered status of some species, shark fisheries have seldom been studied, and official statistics are general or incomplete and not suitable for the development of appropriate conservation and management strategies.
  2. To understand the dynamics of shark fisheries in Panama, field surveys were conducted between 2007 and 2009 at several landing ports of small‐scale and industrial fisheries, at fish processing plants and on‐board fishing vessels in Pacific Panama, where most of the fishing vessels of the country operate.
  3. In general, it was found that the artisanal and industrial fisheries of the Pacific coast of Panama regularly exploit at least 18 species of sharks, which are also being exploited by neighbouring countries in the eastern Pacific, suggesting the importance of coordinated conservation initiatives across the multiple jurisdictions. A large number of the individuals caught were immature, implying a certain level of impact on recruitment rates. This pattern was particularly evident in species such as Sphyrna lewini, for which immature individuals represented at least 99% and 63% of the total catch by small‐scale and industrial fisheries, respectively. Catch per unit of effort analyses showed that Carcharhinus and Sphyrna species were the most exploited (representing ~80% of the catches) by industrial fisheries in Panama between 2006 and 2009, suggesting that fishery management should provide special attention to these groups.
  4. It is expected that the information presented here provides a baseline to develop new regulations, including the implementation of annual quotas and fishing seasons and the protection of nursery areas, for the long‐term sustainability and conservation of sharks in Panama.

  1. Small‐scale fisheries may pose a serious threat to the conservation of marine mammals. At the same time various factors have led to the decline of small‐scale fisheries, often making them unsustainable. Current rates of biodiversity loss and the reduction of fish stocks and fisheries dictate a thorough understanding of fisheries‐related issues and the implementation of effective management actions.
  2. The Mediterranean monk seal is one of the most endangered marine mammals on Earth; its survival in the eastern Mediterranean Sea is threatened by negative interactions with fisheries. A nationwide questionnaire survey among fishers and port police authorities was carried out in Greece to describe the main characteristics of small‐scale fisheries, and to understand the nature and assess the magnitude of negative interactions between the monk seal and these fisheries. Questionnaire information was verified by a second round of interviews during landings.
  3. The main attributes of the fishers, their fishing boats, and their practices were characteristic of the small‐scale fisheries sector. Overfishing was considered the main reason for fish‐stock reduction, and negative interactions with marine mammals was considered the main issue for the fishing sector.
  4. Monk seals were present, caused damage, and got accidentally entangled in fishing gear throughout Greece. Damage to fishing gear was recorded mainly during spring and summer, and on average affected 21% of all fishing trips and 1% of nets deployed during a fishing trip.
  5. Based on these results, the implementation of general and specific nationwide fishery management and conservation actions are proposed. These actions are mainly aimed at improving fish stock status, changing the behaviour of the fishers, and mitigating seal–fishery interactions in Greece, while promoting the recovery of the Mediterranean monk seal in the eastern Mediterranean Sea.

The effectiveness of recreational fisheries governance has been mixed, with some countries boasting good governance practices that sustain productive recreational fisheries, while others lack any policies and governance structures specific to recreational fisheries. Here, we identify what constitutes effective governance of recreational fisheries by carrying out: (a) a desktop review of 227 country‐specific fisheries legislation, policies and strategies; and (b) a follow‐up questionnaire‐based survey covering 57 contacts in 29 selected countries. Our results show that while recreational fishing is referred to in the main legislation of 67% of the countries reviewed, only 86 of these 152 countries provide a definition for either “recreational” or “sport” fishing and not always in the main legislation. Recreational fisheries are not considered to be effectively managed in many countries, with less than a quarter of respondents claiming that management in their country is effective. Furthermore, the management efficacy, including compliance with regulations, was considered greater for the industrial and small‐scale fishing sectors than for recreational fisheries in most countries. From our findings, it appears that effective recreational fisheries governance requires explicit acknowledgement of recreational fisheries with a clear legal definition in Policy, a well‐developed Policy statement, extensive co‐management processes, clearly defined biological, economic and social monitoring structures and efficient and transparent cost recovery mechanisms. To ensure adaptation to rapidly changing conditions, policy should recognize all fishery sectors and proactively incorporate adaptive planning and contingency plans to effectively secure the diverse values of resources for all users.  相似文献

To predict recreational‐fishing impacts on freshwater fish species, it is important to understand the interplay between fish populations, anglers and management actions. We use an integrated bioeconomic model to study the importance of fish life‐history type (LHT) for determining (i) vulnerability to over‐exploitation by diverse angler types (generic, consumptive and trophy anglers), who respond dynamically to fishing‐quality changes; (ii) regulations [i.e., minimum‐size limits (MSLs) and licence densities] that maximize the social welfare of angler populations; and (iii) biological and social conditions resulting under such socially optimal regulations. We examine five prototypical freshwater species: European perch (Perca fluviatilis), brown trout (Salmo trutta), pikeperch (Sander lucioperca), pike (Esox lucius) and bull trout (Salvelinus confluentus). We find that LHT is important for determining the vulnerability of fish populations to overfishing, with pike, pikeperch, and bull trout being more vulnerable than perch and brown trout. Angler type influences the magnitude of fishing impacts, because of differences in fishing practices and angler‐type‐specific effects of LHT on angling effort. Our results indicate that angler types are systematically attracted to particular LHTs. Socially optimal minimum‐size limits generally increase with LHT vulnerability, whereas optimal licence densities are similar across LHTs. Yet, both regulations vary among angler types. Despite this variation, we find that biological sustainability occurs under socially optimal regulations, with one exception. Our results highlight the importance of jointly considering fish diversity, angler diversity and regulations when predicting sustainable management strategies for recreational fisheries. Failure to do so could result in socially suboptimal management and/or fishery collapse.  相似文献

  1. Humanity is facing a biodiversity crisis, with freshwater-associated biodiversity in a particularly dire state. Novel ecosystems created through human use of mineral resources, such as gravel pit lakes, can provide substitute habitats for the conservation of freshwater and riparian biodiversity. Many of these artificial ecosystems are subject to a high intensity of recreational use, however, which may limit their biodiversity potential.
  2. The species richness of several taxa (plants, amphibians, dragonflies, damselflies, waterfowl, and songbirds) was assessed and a range of taxonomic biodiversity metrics were compared between gravel pit lakes managed for recreational fisheries (n = 16) and unmanaged reference lakes (n = 10), controlling for non-fishing-related environmental variation.
  3. The average species richness of all the taxa examined was similar among lakes in both lake types and no substantial differences in species composition were found when examining the pooled species inventory. Similarly, there were no differences between lake types in the presence of rare species and in the Simpson diversity index across all of the taxa assessed.
  4. Variation in species richness among lakes was correlated with woody habitat, lake morphology (surface area and steepness), and land use, but was not correlated with the presence of recreational fisheries. Thus, non-fishing-related environmental variables had stronger effects on local species presence than recreational fisheries management or the presence of recreational anglers.
  5. Collectively, no evidence was found that anglers and recreational fisheries management constrain the development of aquatic and riparian biodiversity in gravel pit lakes in the study region; however, the conservation of species diversity in gravel pit lakes could benefit from an increasing reliance on habitat enhancement activities.

Are recreational fisheries resilient to harvest or prone to collapse? This paper reviews research published since that question was posed by Post et al. (2002, Fisheries 27 , 6–17). A number of patterns and processes have been identified that suggest understanding the risk of collapse requires knowledge of the fishing effort response, degree of depensation in the fishery and the life history of the harvested species. Processes involving the behaviour of fish, behaviour of anglers and management responses to declining quality can all impact the degree of resilience of recreational fisheries and their risk of collapse. The spatial context of an individual fishery can be important as they are often embedded in lake districts and joined by mobile anglers so their local dynamics are not independent from other fisheries. Typical regulations that restrict the behaviour of individual anglers in open‐access fisheries can provide some resilience but cannot prevent collapse if the fishing effort is too high. Many uncertainties remain related to the occurrence and intensity of the key processes and therefore adopting an adaptive experimental management approach might be the most useful approach to minimise the risk of collapse in recreational fisheries.  相似文献

  1. In the past, sturgeons played an important role in commercial and recreational fisheries in the Danube River and its tributaries. Human impacts in the Danube River Basin coupled with exploitation of sturgeon stocks led to all species being either locally extinct, critically endangered or of unknown status.
  2. Sterlet (Acipenser ruthenus, Linnaeus 1758) is the last known sturgeon species occurring in the upper and middle Danube; however, the population of this species is considered unbalanced and decreasing since the beginning of the twenty-first century.
  3. The decline of sturgeon stocks has been noted before owing to their economic importance. With commercial fisheries being forbidden in the Slovak section of the Danube River, there is generally no information available about the status of what is considered a local population.
  4. Databases containing recreational catch of sterlet (2003–2018) and historical records of commercial harvest (1961–1990) were used to describe the trend in the weight and number of sterlet caught over the following years.
  5. Modelling indicated that the number of fish caught each year appears to be lower, while the average weight of each individual is increasing. This might suggest that the population is ageing.
  6. Although older individuals can contribute a great deal more to spawning because they produce a greater number of eggs, several problems are apparent. The number of spawners might be decreasing as a result of bycatch or fishing, their ability to spawn might be obstructed, or annual recruitment may fail owing to unpredictable events.
  7. Although restocking programmes are in place to help maintain the sterlet population in the Danube River, their efficiency seems to be drastically low. In fact, restocking could be of little value unless studies on the availability of key habitats are conducted and their protection and restoration are ensured.

  1. Knowledge of vital data such as growth and age at maturity is necessary to develop effective management strategies for endangered species. The Critically Endangered flapper skate (Dipturus intermedius) is the largest skate in the North Atlantic and growth information, necessary to assess key life-history traits, populations’ growth rates and anticipate their response to management measures, is still lacking.
  2. While classical age estimation methods used in fish generally require the analysis of calcified structures, destructive methods are incompatible with conservation objectives for this species. Taking advantage of the high recreational value of the flapper skate, this study uses citizen-science data originating from photo-identification of trophy pictures and tag–recapture data supported by anglers to estimate growth in this Critically Endangered species. Using the growth increments measured between recapture events, an individual-based Von Bertalanffy growth model was fitted to the data using Bayesian inference.
  3. The results confirm that the flapper skate is a long-lived species with ages estimated as >40 years for the largest individuals captured. Despite this longevity, the model reveals a relatively fast initial growth but relatively late ages at maturity and significant sex-related differences in both growth rate and maximum size.
  4. These results suggest that population growth rate, and therefore recovery, might be much slower than previously reported. By using citizen science this study provides the necessary information to begin understanding population dynamics and monitor the recovery of an iconic Critically Endangered species.

  1. Fisheries bycatch of non-target species in the commercial fleet is a major source of anthropogenic injury and mortality for sea turtles and marine megafauna.
  2. The Río de la Plata maritime front (RLPMF) and its adjacent international waters – comprising part of the Argentine and Uruguayan exclusive economic zones, is a highly important fishing ground in the south-western Atlantic Ocean as well as feeding and development grounds for sea turtles.
  3. This paper analyses the distribution of the bottom and pelagic trawling fishery within the RLPMF using information from Vessel Satellite Monitoring System. With this information, areas of highest trawling intensity were defined and further evaluated their overlap with sea turtle habitat-use areas from available sea turtle satellite tracking information.
  4. Results besides identifying high-susceptibility areas for sea turtle bycatch by the commercial trawler fleet along the RLPMF, provide predictive tools to identify vulnerable areas to interaction of sea turtles and the commercial fishing fleet.
  5. Implementation of bycatch mitigation measures, such as reduced fishing effort areas by the Argentine and Uruguayan fisheries management agencies has the potential to benefit the fisheries as well as marine megafauna. Furthermore, there is a need for additional research on the impact that this fleet can have on sea turtles present in the area.

  1. The impacts of fisheries on several charismatic marine fauna have been a subject of global concern. Sea snakes share the same habitats as many commercially important fish species and often end up as fisheries bycatch.
  2. Previous studies of bycatch from India have been limited to individual reports of mortality, with little information on the regional community structure of sea snakes. This study was carried out along the Konkan coast, off the central west coast of India, between 2016 and 2018, to determine trends in the bycatch of sea snakes in coastal fisheries.
  3. In this study, 922 sea snakes were encountered in 916.57 gillnet haul hours and 449.16 trawlers haul hours of fishing, comprising largely of two species: beaked sea snake (Hydrophis schistosus) and spine-bellied sea snake (Hydrophis curtus) (83.05 and 16.94% respectively) which was in stark contrast to a similar study conducted in 2002–03, which recorded a dominance of H. curtus (84%) followed by H. schistosus (14%) in the same region. Both studies, however, indicated higher mortality in H. curtus than in H. schistosus in trawl nets.
  4. This study highlights the significant impact of non-selective fishing practices on regional assemblages of other marine organisms such as sea snakes from South Asia, which has been relatively understudied, and the potential consequences for local ecosystems.

A spatial approach to coastal management, such as marine protected areas, is being increasingly used to address biodiversity and fishery declines resulting from habitat loss, degradation, and overfishing. This approach is especially applicable in regions and fisheries that are data poor, and which often lack regulations and adequate capacity for enforcement. In data-poor situations, species that have economic, cultural, and charismatic value can provide leverage for ecosystem protection.
  2. In this study, acoustic telemetry was used to confirm a pre-spawning aggregation site, acting as critical information for protection of essential habitat for bonefish. Additionally, data sharing with an acoustic telemetry study on smalltooth sawfish (Pristis pectinata) documented linkages between the pre-spawning aggregation site and bonefish home ranges ≥70 km distant, thus providing an estimate of the catchment area.
  3. These data provided post hoc support for a marine national park designated in 2002, and demonstrate that the park is of the appropriate spatial scale.
