Mapping global fisheries: sharpening our focus   总被引:8,自引:0,他引:8  
Mapping global landings is an important prerequisite for examining causal relationships between fishing and ecological change. Landing statistics, typically provided with poor spatial precision, can be disaggregated into a grid system of spatial cells (30 min ×30 min) using a rule‐based approach and ancillary data about distributions of fished taxa and fishing access of reporting countries. Presentation of time series catch composition is then possible for many types of marine areas including biogeochemical provinces, large marine ecosystems and exclusive economic zones.  相似文献

Community-based management of subsistence fisheries in Samoa   总被引:2,自引:0,他引:2  
Much subsistence fishing in tropical regions is based in discrete communities which have a high level of marine awareness and some degree of control of adjacent waters. These factors provide an ideal basis on which to motivate communities to manage their own marine resources. A fisheries extension programme in Samoa encouraged each village community to define its key problems, discuss causes, propose solutions and take appropriate actions. Various village groups, including women's and untitled men's groups, provided information which was recorded (as problem/solution trees) on portable white-boards. The extension process culminated in a community-owned Fisheries Management Plan which listed the resource management and conservation undertakings of the community. Undertakings ranged from enforcing laws banning destructive fishing methods to protecting critical marine habitats. Within the first 2 years, the extension process commenced in 65 villages, of which 44 have produced Village Fisheries Management Plans to date. A large number (38) of these villages chose to establish community-owned Marine Protected Areas.  相似文献

Declining fisheries catches are a global trend, with management failing to keep pace with growth in fishing effort and technological advances. The economic value of Honduras’ catches was estimated within the industrial and artisanal sectors. Catches were found to be 2.9 times greater than the official statistics between 1950 and 2015. The merging of industrial and artisanal catch data masked the decline in industrial catches and hid the strong growth of artisanal fisheries. In 1996, annual artisanal fisheries landed catches surpassed the industrial fishery sector, and in 2000, the annual net value of artisanal fisheries eclipsed the value of the industrial fisheries. These data highlight the importance of artisanal fisheries in Honduras and challenge the long‐held belief that the industrial sector contributes more to the national economy. The global paucity of fisheries data highlights the need for comprehensive strategies to collect more detailed and accurate fisheries data.  相似文献

Views about aquatic resource management are changing, particulaly now that resource yields from world fisheries have been shown to be not only unsustainable, but steadily declining under conventional management practice. There is ample reason for re-examination, and more pragmatic definitions of what is meant by sustainability There have nearly always been clear, reasonable means for making appropriate decisions that would have safeguarded most of the ocean's living resources, hut in general greed and lack of societal will, as articulated it national governmental levels, have promoted the present resource deterioration. I also posit that the underlying science in support of sustainable fisheries decision-making has been responsible for a great proportion of this deterioration. Revitalization of fisheries science, indeed rehabilitating the affected fisheries, will he required to regain the losses in credibility of the agencies and of the underlying science. This will depend upon resumption of integrated environmental monitoring, more enlightened application of what is already known, and reconnection of the science to the several industries involved, i.e. fishing, processing and marketing. The French fisheries management regime is based on public and private ownership of fishing waters associated with a complex multilevel management system. A total of 730 operational commercial inland fisheries were examined by analysis of thematic interviews and questionnaires. Commercial fishermen are beginning to understand the nature of their own activity and its relationship to the concept of sustainable management. Nevertheless, fishermen have to face two major problems: first, they are poorly represented on decision making bodies where anglers are dominant, and secondly their activities are governed by two separate ministries. Opportunities for future development may lie in decision making at the catchment level.  相似文献

With an increasing number of seabird species, particularly albatross and petrels, becoming threatened, a reduction of fishery impacts on these species is essential for their future survival. Here, mitigation methods to reduce and avoid seabird bycatch are assessed in terms of their ability to reduce bycatch rates and their economic viability for longline, trawl and gillnet fisheries worldwide. Factors influencing the appropriateness and effectiveness of a mitigation device include the fishery, vessel, location, seabird assemblage present and season of year. As yet, there is no single magic solution to reduce or eliminate seabird bycatch across all fisheries: a combination of measures is required, and even within a fishery there is likely to be refinement of techniques by individual vessels in order to maximize their effectiveness at reducing seabird bycatch. In longline demersal and pelagic fisheries, a minimum requirement of line weighting that achieves hook sink rates minimizing seabird bycatch rates should be tailored with a combination of strategic offal and discard management, bird‐scaring lines (BSLs) and night‐setting, particulary in Southern Hemisphere fisheries. Urgent investigation is needed into more effective measures at reducing seabird interactions with trawl nets and gill nets. In trawl fisheries, a combination of offal and discard management, the banning of net monitoring cables, paired BSLs, and a reduction in the time the net is on or near the surface are likely to be the most effective in reducing seabird interactions with the warp cables and net. Few seabird bycatch reduction methods have been developed for gillnet fisheries, although increasing the visibility of the net has been shown to reduce seabird bycatch. Further studies are required to determine the efficacy of this technique and its influence on target species catch rates.  相似文献

Despite increased fisheries science output and publication outlets, the global crisis in fisheries management is as present as ever. Since a narrow research focus may be a contributing factor to this failure, this study uncovers topics in fisheries research and their trends over time. This interdisciplinary research evaluates whether science is diversifying fisheries research topics in an attempt to capture the complexity of the fisheries system, or whether it is multiplying research on similar topics, attempting to achieve an in‐depth, but possibly marginal, understanding of a few selected components of this system. By utilizing latent Dirichlet allocation as a generative probabilistic topic model, we analyse a unique dataset consisting of 46,582 full‐text articles published in the last 26 years in 21 specialized scientific fisheries journals. Among the 25 topics uncovered by the model, only one (Fisheries management) refers to the human dimension of fisheries understood as socio‐ecological complex adaptive systems. The most prevalent topics in our dataset directly relating to fisheries refer to Fisheries management, Stock assessment, and Fishing gear, with Fisheries management attracting the most interest. We propose directions for future research focus that most likely could contribute to providing useful advice for successful management of fisheries.  相似文献

The objective of management of Polish lakes is to fulfil the needs of commercial and recreational fishermen that developed after the political changes of the last decade. The effectiveness of the policies and practices adopted has never been studied. Six lake enterprises were selected, two in each of the lake districts: Mazuria, Pomerania and Great Poland. The two Mazurian enterprises manage a total of 13 325 ha of lakes, the Pomeranian ones 6130 ha and those of Great Poland 4156 ha. All data on commercial fisheries were collected and studies of anglers' activities were carried out through 550 questionnaires. The six enterprises were analysed as a whole and separately, with attention being paid to commercial landings and stockings in 1995–1999, and anglers' catches in 1998. Two enterprises and lakes were chosen for closer analysis. It was estimated that an average lake angler caught 59.2 kg of fish in 1998, and the overall landings by anglers was 35.0 kg ha–1 yr–1. Fish yield from lakes was 50.0 kg ha–1 yr–1 without considering poachers' catches.  相似文献

In Southern Mexico and Central America, inland fisheries form part of the livelihood portfolio of an as-yet unknown number of rural communities. This paper reports on the first comprehensive study of such fisheries located in common property lands (ejidos) of the Mayan Zone in Quintana Roo, Mexico. Given the “data-sparse” nature of these fisheries, with a lack of data available on their current status and on participation levels, a fishery assessment approach was used which included methods from both the natural and social sciences, with a focus on survey methods applied to fishery users, water, fish and creel surveys. Moreover, local knowledge of community residents complemented scientific knowledge in a substantial part of the research. The results, from 48 fishing sites (four with sub-saline waters, the remainder freshwater) indicated (1) a resource base of multi-specific nature with a total of 18 bony fish species in the study area, (2) artisanal (small-scale) fisheries, with very basic technology (notably hand-lines) utilized primarily through barefoot fishing along the shores, or with the aid of rafts and canoes, (3) seasonal fishing, primarily during the dry season (February to May), due to greater accessibility of the sites in those periods, but also related to the end of work on major local livelihoods, (4) both indigenous (Mayan) and non-indigenous fishers, of ages ranging from teenage to senior adults, for most of whom the major occupation was slash-and-burn agriculture, and (5) a mainly male-oriented fishery, but with some women involved in five out of nine ejidos studied. While the key motivation of fishers was subsistence, the study found, for the first time in this form of fishery, that recreation was also a significant goal of many participants. In terms of methodology, the study demonstrated the importance of cross-validating the accuracy of information from informants interviewed in the type of social surveys used here. This combined assessment approach proved effective in providing new information on these previously under-studied fisheries, and may be useful in similar data-sparse situations elsewhere.  相似文献

Fisheries have had major negative impacts on marine ecosystems, and effective fisheries management and governance are needed to achieve sustainable fisheries, biodiversity conservation goals and thus good ecosystem status. To date, the IndiSeas programme (Indicators for the Seas) has focussed on assessing the ecological impacts of fishing at the ecosystem scale using ecological indicators. Here, we explore fisheries ‘Management Effectiveness’ and ‘Governance Quality’ and relate this to ecosystem health and status. We developed a dedicated expert survey, focused at the ecosystem level, with a series of questions addressing aspects of management and governance, from an ecosystem‐based perspective, using objective and evidence‐based criteria. The survey was completed by ecosystem experts (managers and scientists) and results analysed using ranking and multivariate methods. Results were further examined for selected ecosystems, using expert knowledge, to explore the overall findings in greater depth. Higher scores for ‘Management Effectiveness’ and ‘Governance Quality’ were significantly and positively related to ecosystems with better ecological status. Key factors that point to success in delivering fisheries and conservation objectives were as follows: the use of reference points for management, frequent review of stock assessments, whether Illegal, Unreported and Unregulated (IUU) catches were being accounted for and addressed, and the inclusion of stakeholders. Additionally, we found that the implementation of a long‐term management plan, including economic and social dimensions of fisheries in exploited ecosystems, was a key factor in successful, sustainable fisheries management. Our results support the thesis that good ecosystem‐based management and governance, sustainable fisheries and healthy ecosystems go together.  相似文献

The tenets of ecosystem approach to fisheries (EAF) now occupy centre stage in our efforts to maintain the sustainability of fisheries and rebuild marine ecosystems. The paper discusses how an EAF can be adopted for data limited fisheries and uses the northern South China Sea fishery as an example to demonstrate the selection and use of indicators for determining the states of the fishery and its relevant ecosystem to provide advice on management. Implementing EAF management requires indicators and models that address the impact of fishing across entire ecological communities and determine management actions to be taken to achieve the preset objectives according to decision rules. Data limited fisheries necessarily have limited resources for data collection and scientific studies and therefore could not support complex models. To overcome the data limitation and absence of modelling support, simple indicators have to be used to assess the current state and monitor changes of the fishery and its ecosystem. Such indicators should: (1) be observable and understandable by all stakeholders, (2) be based on easily obtainable and reliable data, (3) adequately reflect the condition of the resource, and (4) have associated reference values and responsive management measures. The paper also reviews the recent development and use of indicators and harvest strategies in both conventional and EAF management to better understand the differences and to shed light on the challenges of EAF, in particular for data limited fisheries.  相似文献

The efficiency of Finnish inland fisheries administration has improved during the past 15 years because of changes in fisheries legislation. The establishment of regional management units particularly has improved the practice of co-management, which has allowed the participation of many relevant interest groups in the decision-making process. The long-term private market equilibrium supply for recreational fishing with active types of gear accounted for 50% of the Finnish lake surface area. Presently the public sector has become involved in the supply of recreational fishing licences. The improvement in the system owes much to political initiatives. As regards commercial fishing, state-ownership of fishing grounds is a channel for recruitment into the occupation. Private ownership has led to a suboptimal allocation of fisheries resources, particularly in the commercial branch of the industry. However, by giving priority to social instead of economic goals the statutory fishery associations will help to maintain social and community values, which are locally important.  相似文献

Brush and vegetation parks are common features of many tropical river fisheries. Areas of branches of certain tree and bush species combined with floating vegetation are placed in shallow, sheltered water so as to attract fish. They provide cover and spawning areas for many fish species. They are particularly rich trophically because of the abundance of epiphytic organisms, boring insects and molluscs on the submerged surfaces of the wood and the root systems, and because of the enriched bottom mud caused by decay of the woody material. Yields depend on the amount of woody material used and the age of the park. The economics of their operation can be complex and larger structures rely on a high degree of social organization for their installation and fishing. Fish parks are controversial in many areas, being viewed as an extractive method of fishing, a source of siltation and creator of social inequalities. However, when properly managed very high yields per unit area can be obtained and the structures can change from simple fish attracting devices to a form of aquaculture whereby net production from a river or lake can be increased.  相似文献

考虑到生态系统状态对渔业的重要影响,渔业生态系统方法(Ecosystem Approach to Fisheries,EAF)把对生态的关注加入渔业管理框架中,并以生态系统管理和渔业管理2个理论为基础,扩展了传统渔业管理的框架:以生态系统健康与人类福利的依存关系为基础,关注多物种管理,均衡生态、人文和制度3个维度的目标,实现渔业的可持续发展。本研究介绍了EAF的由来、定义、基本原则以及功能要素,概述了EAF的实践基础和模型构建的技术路径,对比了EAF与EBFM的异同。虽然EAF的理论和实践仍处于完善和发展阶段,但确为渔业管理的发展方向,介绍EAF对促进我国渔业可持续发展具有重要意义。  相似文献

Gear-based management for coral reef fisheries is often overlooked in the scientific literature. Empirical studies have demonstrated the conservation benefits of gear-restricted areas (i.e. prohibiting fishing gears), which can support greater biomass than unrestricted areas and protect species that play key functional roles. However, population dynamics of functional feeding groups of reef fishes under specific gear-restriction regimes remains uncertain. Here, we constructed a multi-species, length-based fisheries model to observe relative biomass and catch of reef fishes under various gear-restriction management scenarios. We used fishery-dependent and fishery-independent data to determine the catchability of functional groups and selectivity of size classes for hook-and-line, net and spear fishing, which are widely used gear types on coral reefs globally. Our model revealed trade-offs involved with gear-restriction management such that no single management strategy was able to maximize biomass or catch of all functional groups simultaneously. Also, we found that spear fishing (i.e. prohibiting hook-and-line and net fishing) maintained the highest total biomass summed across functional groups, whilst hook-and-line fishing (i.e. prohibiting net and spear fishing) and a ban on spears maintained the lowest biomass. However, hook-and-line fishing generated the highest catch-per-unit-effort. Our model results were primarily driven by differential growth rates, maximum per capita production of recruits, and catchability of functional groups targeted by each fishing gear. We demonstrate that gear restrictions can be a critical management tool for maintaining biomass and catch of certain functional groups but will likely require additional management to protect all key functional feeding groups of coral reef fishes.  相似文献

This paper evaluates the implications of managing fisheries to achieve a BMEY target, or a biomass level that maximizes net economic returns in the fishery, and discusses the role of private ownership and the trade‐offs between economic and conservation benefits in this setting. The paper shows how a BMEY target can be used to: (i) determine relative employment and profitability measures; (ii) account for both the harvesting and processing sectors; and (iii) incorporate the interests of consumers and producers of fish. The profits–employment trade‐off of adopting a BMEY target vs. a traditional BMSY target is calculated using a model and data from the Western and Central Pacific tuna fisheries (WCPTF), while a generic bioeconomic model is constructed to show numerical values of BMEY from including processing and/or retail sectors and the consumer benefits of harvesting fish. For the WCPTF, results show that the long‐term gains per job lost from pursuing a BMEY target are worth several times the value of the average GDP per capita of Pacific Island Countries. The generic bioeconomic model shows that including a processing and/or retail sector, as well as measures of consumer benefit, lowers the BMEY target. However, there remains a broad range of parameter values for which BMEY is still greater than biomass at maximum sustainable yield, or BMSY. The paper also illustrates cases where BMEY > BMSY at different values of the price elasticity of demand, margins for processing and/or retail sectors and values of the discount rate.  相似文献

Coral reefs support numerous ornamental fisheries, but there are concerns about stock sustainability due to the volume of animals caught. Such impacts are difficult to quantify and manage because fishery data are often lacking. Here, we suggest a framework that integrates several data‐poor assessment and management methods in order to provide management guidance for fisheries that differ widely in the kinds and amounts of data available. First, a resource manager could assess the status of the ecosystem (using quantitative metrics where data are available and semi‐quantitative risk assessment where they are not) and determine whether overall fishing mortality should be reduced. Next, productivity susceptibility analysis can be used to estimate vulnerability to fishing using basic information on life history and the nature of the fishery. Information on the relative degree of exploitation (e.g. export data or ratios of fish density inside and outside no‐take marine reserves) is then combined with the vulnerability ranks to prioritize species for precautionary management and further analysis. For example, species that are both highly exploited and vulnerable are good candidates for precautionary reductions in allowable capture. Species that appear to be less vulnerable could be managed on a stock‐specific basis to prevent over‐exploitation of some species resulting from the use of aggregate catch limits. The framework could be applied to coral reef ornamental fisheries which typically lack landings, catch‐per‐unit‐effort and age‐size data to generate management guidance to reduce overfishing risk. 生物学参考点常被表示为与渔业管理相关联的捕捞死亡率和生物量,是单从生物学角度来衡量渔业资源及其开发状况的指标。通常可分为目标参考点、限制参考点和阈值参考点。目标参考点是为了持续获得某一目标渔获量所需的最小生物量和相应捕捞死亡率,包括目标生物量(Bmsy)、目标产卵亲体量(Smsy、SSB35%、SSB40%)、目标捕捞死亡率(Fmsy、Fmax、F0.1、Fmed、F40%、F40%)等参数。限制参考点用于保证捕捞死亡率不会高到危害鱼类种群的可持续利用和其生物量不会低到危害其生存,主要包括Fmsy、Fmax、F0.1、Fcrash、F20%、Bloss等参数。阈值参考点介于目标参考点和限制参考点之间,包括预防性捕捞死亡率Fpa、预防性生物量Bpa,主要对渔业资源的开发和管理进行预警,防止生物量小于BL。生物学参考点主要应用动态综合模型、产量模型和亲体量补充量关系模型来估算,估算过程中需要考虑到补充、生长、死亡等生命史过程中的不确定性。本文对生物学参考点的发展和应用进行了综述,并以金枪鱼渔业为例阐述它在渔业管理上的应用。近几十年来,我国近海渔业资源出现衰退,亟需利用生物学参考点的原理和方法对重要渔业资源种类进行...  相似文献
