How much to cut and to remain, as well as when to cut is an important decision-making issue in forest management. Unlike forest age, forest stock and harvest levels are applicable to both plantations and natural forests. This paper investigates the optimal forest stock and harvest with the consideration of both timber and non-timber benefits. The impacts of the discount rate, silvicultural cost, marginal timber benefit, and marginal non-timber benefit on the optimal forest stock and harvest are also examined. The results indicate that forest stock should be thickened when non-timber benefits are valued in addition to timber. The optimal steady state stock increases with a decrease in the discount rate, or an increase in marginal non-timber benefit. However, the impacts of the discount rate, marginal timber benefit, and marginal non-timber benefit on the optimal steady state harvest are ambiguous. In addition, a decrease in the discount rate has the same effect on the optimal steady state stock and harvest as an increase in the ratio of marginal non-timber benefit to marginal timber benefit. These theoretical results are illustrated through an empirical example of the US coniferous forests.  相似文献

The roots of American ginseng have been harvested from the hardwood forests of the eastern United States, alongside timber, since the mid-1700s. Very little is known about this non-timber commodity relative to timber, although significant volumes of ginseng root have been harvested from the same forests along with timber. The harvest of ginseng correlated positively and significantly with hardwood forest area, hardwood growing stock volume, and timber removals. Also, it correlated with hardwood growing stock on public forestlands in the region. The annual wholesale value of American ginseng was estimated at approximately $26.9 million compared to annual stumpage value of harvested hardwood timber of just over $1.27 billion. The volume of ginseng root harvested from natural forests represents substantial extraction of biomass, and the associated value represents substantial income for people living in an economically marginalized region. Co-management of eastern hardwood forests for timber and non-timber forest products could improve local economies and better conserve the biodiversity of these forests.  相似文献

Sal (Shorea robusta Gaertn. f.) forests cover over 11 millionha in India, Nepal and Bangladesh, and these forests are conventionallymanaged for timber. Recently, interest in producing multipleproducts from sal forests has increased; accordingly, a silviculturalregime for managing sal forest for multiple products is a centralconcern. Forest managers need a comprehensive scientific understandingof natural stand development processes and anthropogenic factorsaffecting sal forest when designing silvicultural regimes formultiple-product management. We review ecology and productivityplus anthropogenic niches of sal forests. Information on edaphicfactors, phenology and stand development processes (regeneration,growth characteristics, soil nutrient requirement, growth allocation,nutrient cycling, stand structure and successional stages) isimportant for designing scientific forest management of salforest; likewise, knowledge of anthropogenic factors associatedwith use of sal forest is also required for effective implementationof the recently paradigmed management efforts. Sal forest silviculturehas been evolving since the beginning of the twentieth centurymainly concentrating on timber production, though the sal forestshave always been used also for grazing and collection of fodder,fuelwood, litter and many other products. Instead of integratingthese products in sal forest management, governments have attemptedto control these additional uses through enforcing forest legislation.These attempts resulted in the persistent conflicts betweenthe interests of local people and the government, and the deterioratingcondition of sal forests. Community-based forestry in this regionemerged in response to the severe degradation of forest resources,and local people initiated protection practices and demonstratedthe success of sal forest from coppice. The coppice systemsallow managing forests with intermittent products (non-timberforest products, including fodder and litter) while producingtimber in the long term. Accordingly, a policy has been developedto manage coppice sal forest for multiple products. Managingthe sal forest for multiple products is, however, a relativelyrecent development and scientific investigations on variousaspects of multiple-product forest management need to be initiated.Ecological processes indicate good prospects of managing salforest for multiple products. The review indicates that theecological processes and anthropogenic factors form sound basisfor developing multiple-product management.  相似文献

Abstract

Tropical forests are very rich in biological diversity and form an important economic and ecological resource. This biodiversity is of great value for communities living in or near these forests as a ready source of subsistence and cash income, and for the world at large as a source of tropical timber and non-timber products and a repository of genetic and chemical information. However, this biological complexity is diminishing rapidly. We analyze the main human (anthropogenic) actions causing loss of tropical forest biodiversity along with the strategies of management for forest biodiversity. Not only is the biophysical component important in management for biodiversity, but the action participation and support of local people, the national government and international cooperation as a whole, arc essential for an effective and sustainable development of tropical forests. This integrated development strategy ensures that socio-economic and environmental benefits are provided for present and future generations.  相似文献

The heterogeneous nature of non-industrial private forest (NIPF) owners and the challenge this heterogeneity presents for effective policy and program design and delivery is widely recognised. Understanding the socio-economic and motivational differences between various types of landowners will better equip policymakers and forest extension professionals to design policies and programs that efficiently promote private sector timber production and forest conservation outcomes. The purpose of this study was to develop a survey-based empirical typology of Tasmanian NIPF owners based on their stated objectives of forest ownership and to relate owner type to a range of observable property and owner characteristics as well as to timber harvesting and forest management behaviour. Using principal component analysis (PCA) followed by means cluster analysis, four distinct groups are identified: income and investment owners, non-timber output owners, agriculturalists, and multi-objective owners. Members of these groups are found to differ significantly in terms of their personal and property characteristics, as well as their timber harvesting and management behaviour. For example, members of the non-timber output owners, who are motivated solely by objectives related to the production and protection of the non-timber outputs of forests, have similar proportions of timber on their property, but are less likely to have harvested timber from their property, than all other groups.  相似文献

Some non-timber forestry products, such as mushrooms, have not typically been included in forest management plans, creating a scenario whereby timber production is the main objective and fungal resources are an afterthought. However, in certain forests, wild mushrooms reach a significant level of production. This paper researches a strategic forest management plan that would include the production of both timber and mushrooms as principal objectives while still adhering to constraints normally considered within forest management. A case study is provided featuring two main groups of edible wild mushrooms, where the two aforementioned objectives have been optimised individually. Lacking a satisfactory solution for the decision-maker, a model based on multi-criteria decision analysis (compromise programming) has been constructed to yield more attractive solutions. Information regarding mushrooms is based on the actual amount collected in the forest and not on potential production. Measured in monetary terms, mushroom production can be easily compared with timber production. Income associated with mushroom production is equal to approximately 20 % of that generated by timber throughout the planning horizon when final inventory and regulation constraints are imposed.  相似文献

Among South Asian countries, Sri Lanka has only recently ventured into community management of its forests. This paper focuses on a qualitative exploration of two communities in a rainforest conservation project in Sri Lanka. The high level of women's participation is attributed to motivating factors and facilitating conditions. Obstacles to forest co-management outcomes include reduced forest dependency and top–down decision making. Adaptive implementation strategies compensate for these obstacles by establishing strong networks and structural organizations in forest boundary communities. This suggests that an intervention addressing the actual needs of stakeholders, rather than focusing on perceived problems, would allow for increased participation.  相似文献

Natural forest in Sri Lanka has been decreased significantly in the last few decades. The remaining natural forests especially in floristic region seven have undergone less conservation efforts in the past. Considering the capacity of the government and dependence on forest resources by local villagers, the only way for conservation of these forests in the Southwest lowland is forest management through local participation. Management plans for community-based resource management have been completed. However promotion of such management requires integrated measures, which are beyond jurisdiction of Forest Department. A holistic approach with political commitment concerning buffer zone villages and economic incentives with income generation opportunities supported by external inputs are expected to be implemented as a matter of urgency.  相似文献

Tropical forests could satisfy multiple demands for goods and services both for present and future generations. Yet integrated approaches to natural forest management remain elusive across the tropics. In this paper we examine one combination of uses: selective harvesting of timber and non-timber forest product (NTFP) extraction. We analyze the current status of this combination and speculate on prospects and challenges regarding: (i) resource inventory, (ii) ecology and silviculture, (iii) conflict in the use of multipurpose tree species, (iv) wildlife conservation and use, (v) tenure, and (vi) product certification. Our conclusions remain preliminary due to the relative paucity of published studies and lessons learned on what has worked and what has not in the context of integrated management for timber and NTFPs. We propose at least three ways where further research is merited. One, in improving ‘opportunistic’ situations driven by selective timber harvesting that also enhance NTFP values. Two, to explicitly enhance both timber and NTFP values through targeted management interventions. Three, to explicitly assess biophysical, social, regulatory and institutional aspects so that combined benefits are maximized. Interventions for enhancing the compatibility of timber and NTFP extraction must be scaled in relation to the size of the area being managed, applied timber harvesting intensities, and the dynamics of multi-actor, forest partnerships (e.g., between the private sector and local communities). In addition, training and education issues may have to be re-crafted with multiple-use management approaches inserted into tropical forestry curricula.  相似文献

Rural people in developing countries including India continue to access a number of types of ‘forests’ to meet specific needs such as fuelwood, fodder, food, non-timber forest produce and timber for both subsistence and income generation. While a plethora of terms exist to describe the types of forests that rural people use—such as farm forests, social forests, community forests and small-scale forests—the expression domestic forest has recently been proposed. Domestic forest is a term aimed at capturing the diversity of forests transformed and managed by rural communities and a way to introduce a new scientific domain that recognises that production and conservation can be reconciled and that local communities can be effective managers. This paper argues in the context of the central Western Ghats of south India that while the domestic forest concept is a useful umbrella term to capture the diversity of forests used by rural people, these domestic forests are often not autonomous local forests but sites of contestation between local actors and the state forest bureaucracy. Hence, a paradigm shift within the forest bureaucracy will only occur if the scientific forestry community questions its own normative views on forest management and sees forest policy as a means to recognise local claims and support existing practices of forest dependent communities.  相似文献

Although Zagros forests in western Iran lack industrial timber value due to the severe climate and socioeconomics problems, non-timber products are of great value and importance due to their high economic potential and also their potential to improve the welfare of forest-dwelling and forest-fringe villagers. This study was done in the forests of the Zemkan basin, an important part of central Zagros forests, Iran, to recognize the non-timber forest products (NTFPS), investigate their potential economic value and role in people’s livelihood. Data, collected using forest cruising, participatory observations, interviews with indigenous and local persons and experts, identified wild pistachio resin, wild pistachio fruit, oak fruit and oak syrup (Shokeh manna) among the non-timber products in this basin with total potential harvestable NTFPs of 77.16, 771.602, 13248.68, and 1324.868 tons per year, respectively. The economic rent from NTFPs is 33 US$/ha/year and its total expected values with consideration of real interest rate when the exploiter invests the capital in the bank (6.4 %) and when money is borrowed from the bank to execute the incorporated projects (8.4 %) are $516/ha and $393/ha, respectively. Furthermore, families’ economic share from potential profit of NTFPs is annually $601 per household. In addition wild pistachio resin has the highest share of the total potential profit of NTFPs and its equal to 51 % of the total of potential profit of NTFPs. Therefore, it is suggested that decisions be made to increase the infrastructure and strengthen the local selling market to enhance the cash income from NTFPs. Forest participatory management practices are suggested to organize and improve traditional use of the forests.  相似文献

Malian Forest Service activities and policies have evolved since the beginning of colonialism under the assumption that forests and their products are the property of the government. Today the importance of involving local people in forest management is recognized. The purpose of this research was to determine the range of non-timber forest products local people use either for direct consumption or for income generation and to identify the trees/shrubs that yield these products in natural forests, fallow lands and crop fields. A gender analysis of the data was also conducted. The data were collected from face-to-face structured interviews using open-ended questions of 92 randomly sampled households in six Malian villages. One-half of the interviews were conducted with women and the other half were with men. The study identified 55 different non-timber forest products produced by 108 plant species. Almost all (99%) of the products identified are used for personal consumption, whereas 68% of the products are also used to generate income. Products such as firewood, leaves for sauces, shea nuts for oil/butter, seeds for condiments and nuts/seeds for soap are the most frequently mentioned products collected by women. Different categories of products like utensils/house materials, animal feed and construction materials (thatch, poles, mats) are the products most frequently collected by men. Ninety percent of the products collected are found in the natural forests; 63% are collected from trees on fallow lands and 51% from scattered trees in crop fields. Forest Service support of villagers using non-timber forest products would create an economic relationship between the forest and the local people. This is essential for the protection of the forest because people will safeguard their interests.  相似文献

The Sierra Madre del Sur, Oaxaca is considered an area with high diversity of ecosystems, and low levels of fragmentation due to human disturbance. An indigenous people, the Zapotecs, have inhabited this area for centuries and Zapotec communities have used and continue to make use of local resources for their subsistence. Agroforestry systems provide timber, firewood, and non-timber forest products to local communities. Despite the ecological and cultural relevance of this region, basic information about local practices of management and harvesting are lacking. Little is known about the possible effects of these practices on biodiversity conservation. The objectives of this study were: to determine the local uses of forest wood resources in the municipality of San Agustín Loxicha, to determine the tree species most used by the inhabitants of this municipality and to discuss the implications of this management in the conservation of plant cover in this Priority Terrestrial Region. The reported main use of tree species was firewood, obtained by gathering dry branches and bark, as well as by felling dead trees. To a lesser extent, tree species are used to build houses and make furniture. Local people collect trees from the surrounding vegetation, so the richness and abundance of tree species in the area surrounding each community will always influence the ability of the communities to meet their needs. These practices do not have drastic effects on plant cover, mainly in areas of established forests. These traditional practices are involved in an empirical strategy to conserve and manage local resources.  相似文献

The harvesting of non-timber forest products has been proposed as an alternative to timber harvesting that can increase rural income while having a reduced impact on forest structure. However, surprisingly little is known about the biological consequences of harvesting these products. We conducted a 3-year experiment in which we simulated the stem harvesting of the Amazonian plant Ischnosiphon polyphyllus, which is used by traditional and indigenous populations in the Amazon for the construction of baskets, mats, and other handicrafts used in manioc cultivation. We found that plant mortality is limited in all except the most extreme harvesting treatments. However, we also found that plants recuperate extremely slowly from experimental harvesting. These results suggest that current harvesting strategies may not be conservative enough to ensure long-term population survival.  相似文献
