The globalization of production and the geographic dispersion of economic activity have elevated the importance of the transportation and logistics sectors of the economy. One sector in particular that has experienced significant expansion is maritime transport and container shipping. As the cargo has become increasingly “discretionary” such that it can conceivably be transported through any port that allows intermodal access to the hinterland, the industry has become much more foot‐loose vis‐à‐vis a particular port of entry. The enhanced mobility of the cargo results in more intense port competition. One particular place to observe and study this dynamic is in the port and terminal selection of shippers and shipping lines and the role of port authorities in attempting to attract these carriers to their facilities. In this paper, the focus is on the role of labor and labor relations in such decisions. These issues will be studied in the context of the potential container traffic rerouting from the West to the East Coast of the U.S. and, as an illustrative case study, how these developments have played out for the East Coast port of Jacksonville, Florida.  相似文献

Abstract: This paper canvasses the port development of the Yangtze River Delta. Initially, we consider changes in container trade in the region since the 1990s. Competition between the ports of Ningbo and Shanghai are studied by measuring the overlapping hinterland of container distribution for Zhejiang province. We then analyse the strategies pursued by international carriers and terminal operators to secure success in this increasingly competitive environment.  相似文献

Most scientific attention on port studies centers on deep sea ports, especially container ports. In this paper, in contrast, attention is focused on the spatial–temporal development of inland waterway ports on the Midstream Yangtze River from 2001 to 2013. The aim of this study is to assess two relevant and complementary questions of the hinterland evolution: its geographical extent and the coordination relationship with the inland port. To conduct the study, it was necessary to first identify the boundaries of the ports' hinterlands within the given timeframe. Then, the coupling coordination degree model was introduced to explore the underlying relationship between the port service and hinterland economy. Furthermore, to better depict the intricate economic characteristics of the hinterland, the development stage theory was applied in the models. The results highlight the emergence of a discontinuous hinterland at Wuhan Port and its reinforcement of primacy with respect to fierce hinterland rivalry. It also demonstrates that an interplay between major ports and their corresponding hinterlands evolves from the transitional stage, characterized by lagging port service, to the multi‐stage, wherein the supply of ports partly outstrips hinterland demand.  相似文献

In this paper we examine how internal migration redistributes earned income across U.S. states between 1995 and 2010. We examine interregional income flows by first describing the movement of earned income between U.S. states. Second, we examine the effect of income migration on spatial patterns of income inequality. The question we ask is, “does migration increase or decrease convergence income across U.S. States?” A primary contribution of this paper is that instead of using only 1 year of income migration data to explore these issues, we use yearly data from the first year the Internal Revenue Service (IRS) data started including income (1995/1996) up to the most current data available (2009/2010). Results indicate that income convergence/divergence across states varies by whether or not there is general economic expansion or contraction. Nevertheless, some high‐amenity states continually attract high‐income households.  相似文献

We examine poverty's effect in two ways. First, we study the relationship between poverty and capacity for innovation in the U.S. states; second, we study the combined effects of poverty and innovation capacity on U.S. state economic output and employment. Because many of the relationships among poverty, innovation capacity and economic performance are simultaneous, we employ the Arellano Bond Difference GMM estimator to estimate various models using panel data (1980–1999). The findings reveal a negative indirect effect of socio‐economic need (poverty) on human and U.S. state and local financial innovation capacity, though there is no empirical link between poverty and federal financial capacity. We find no statistically significant evidence of the contemporaneous effect of poverty on state economic performance, holding innovation capacity constant. This suggests that poverty primarily affects state economic performance indirectly through reduction of innovation capacity. Overall, our findings suggest that U.S. officials ought to be concerned about the role poverty plays in diminishing their state economies' capacity to innovate.  相似文献

Because support for entrepreneurship is often a core part of economic development strategies, we investigate whether it is important for growth in lagging, rural U.S. regions by focusing on Appalachia. While entrepreneurship has the advantage of being endogenous and “home grown,” previous research suggests that remote rural regions may lack the agglomeration economies to benefit greatly from entrepreneurship. Using county‐level data, we explore the relationship between entrepreneurship and economic growth, employing self‐employment and small business data as proxies for entrepreneurship. We look at the results for the Appalachian Regional Commission (ARC) region, using its immediate Appalachian neighbors outside the ARC region as a control group. Moreover, we also account for self‐sorting by proprietors to locate in expanding regions. Despite strong barriers to growth in Appalachia, our empirical results suggest that self‐employment is positively associated with employment and income growth, and that efforts to promote entrepreneurial capacity may be among the few economic development strategies with positive payoffs in remote regions.  相似文献

Over the past one and a half decades, smaller cities and nonmetropolitan areas in Mexico have attracted manufacturing plants, led by the export manufacturing sector. Maquiladoras in particular are increasingly locating their plants in such places in the “deep interior” Mexico—outside of the border states. Using 1980 and 1990 Mexican census data for 19 growth centers and 27 high‐emigration municipios (counties) in Central Mexico, this paper suggests that foreign‐owned assembly (maquiladora) jobs decentralized significantly over the 1980s, locating closer to emigrant municipios. An examination of 17 emigrant municipios in the industrialized states of Jalisco and Guanajuato found that an emigrant municipio's accessibility to maquiladora jobs, and jobs indirectly related to maquiladora growth, was positively related to its overall employment growth, which was, in turn, negatively related to its U.S. migration rate over the decade. Although the migration reduction inherent in these relationships is relatively small, it could be accelerated by U.S. and Mexican policies giving incentives for more peripheral locations of export‐oriented and other manufacturing.  相似文献

This article examines corporate services from a regional perspective, using the concept of “spatial divisions of labor.” We examine non-routine, control-related activity as well as routine activity, bridging the literatures on white- and pink-collar work. Using the Geographic Profile on Employment and Unemployment, published by the U.S. Department of Labor, we examine occupational data across the nine census divisions continuously from 1983 through 1988. This data source is unique because it reports on occupational data annually, in relatively disaggregate form, and does so by geographic regions. Location quotients for the occupational data serve to identify a “core” with respect to concentrations of control-related activity. This core comprises the New England, Middle Atlantic, and Pacific divisions. In contrast, routine activity generally is more dispersed, although some regional separation is evident for specific occupations, showing regional concentration in subordinate or “peripheral” regions. The results of the study identify regional patterns, which are heuristically valuable in raising questions regarding the complex processes responsible for spatial divisions of labor. In particular, the findings suggest a geography of modes of production, a subject that requires substantially more attention.  相似文献

This study examines two important issues concerning the evaluation of business location factors. First, in contrast to many analyses that seek to determine the influence of a single factor or set of factors on site selection, this study aims to measure the relative importance of a wide range of factors. Second, it investigates the extent to which the perceived importance of a given location factor varies based on the type of facility in question. While there is a substantial amount of research devoted to identifying industry‐specific location factors, little is known about the influence that facility type has on the assessment of location criteria. Drawing on original survey data collected from real estate professionals in the U.S., we found significant differences in the mean ratings for more than half of the 39 location factors on the basis of facility type. In particular, “corporate/office” respondents were significantly more likely than “manufacturing” or “retail” respondents to assign higher ratings to “quality‐of‐life” location factors, such as crime rates, amenities, housing, and schools. We discuss the implications of these findings for future research on location theory.  相似文献

Recent estimates that central cities are growing faster than their suburbs in the U.S. have captured the attention of both academics and the popular media. Many commentators have used these numbers to claim that internal migration trends in the U.S. have reached a turning point, in which migrants increasingly prefer urban residences to suburban locales. However, these assertions often rely on problematic definitions of city and suburb, and pay too little attention to demographic variations among migrants. This paper examines whether recent internal migrants in the U.S. are choosing closer‐in destinations, drawing from microdata samples from the American Community Survey since 2005. During this period, there is an overall trend of migrants to the largest metropolitan areas in the U.S. choosing to migrate closer to the metropolitan core. However, this trend varies significantly among major demographic groups; whereas younger, single, educated, and white‐collar migrants show evidence of a return to the core, migrants who are blue‐collar, less‐educated, older, and with families remain more suburban. In turn, this analysis suggests that overall trends of “back to the city” migration are producing considerable divergence in the metropolitan destinations of different demographic groups.  相似文献

Recent literature and public discourse emphasize the role of craft breweries in the revitalization process of economically distressed neighborhoods across the U.S. With this, many are reporting rising property values in areas surrounding craft breweries. This research examines the impacts of craft breweries on both residential and commercial property values in a case study of Charlotte, North Carolina. Estimating a series of hedonic models which incorporate a difference‐in‐difference estimator, we find that craft breweries have a positive impact on residential property values. While many areas in close proximity to a craft brewery appear to have been associated with relatively higher price premiums even before the opening of the brewery, breweries tend to add to this premium, especially in center‐city neighborhoods. We find no significant impacts on commercial property values. These results are informative to policy makers considering revising zoning laws and other regulations in efforts to promote the growth of craft breweries and spur economic development in their local economies.  相似文献

Building on the early works of Alfred Marshall, analyses of local economies have emphasized the spatial function of clusters and industrial districts in terms of external economies of localization and agglomeration. Recent literature has emphasized the importance of culture and the complementarities between culture and local tangible and intangible assets. This paper aims to provide an analytical foundation for these processes with a view to developing tools for policy design, analysis and evaluation. By “system‐wide cultural districts,” we refer to a new approach to local development where cultural production and participation present significant strategic complementarities with other production chains. In this view, culture drives the accumulation of intangible assets such as human, social, and cultural/symbolic capital, thereby fostering economic and social growth and environmental sustainability.  相似文献

The economic downturn that began in 2007–2008 was blamed by some commentators on neoliberalism and pro‐business policies. So we might expect U.S. state and local governments to have responded with policy changes affecting their neoliberal economic development strategies. Based on this assumption, this paper is a theoretically informed examination of recent high‐profile bidding wars in Wisconsin. The highest profile example was in 2009 when General Motors chose a plant in Michigan over Wisconsin and Tennessee for a new small car line. Wisconsin's Commerce Secretary characterized Michigan's $1.2 billion incentive offer as “absolutely crazy” (compared with his state's $409 million offer!). My main research question is how have Wisconsin state and local governments adjusted their neoliberal economic development efforts in these bidding wars given the recent economic downturn and weak economy? This paper uses the largest incentive offers in Wisconsin during the tenure of the current and previous state governors within the context of ten themes drawn from the literature to problematize the neoliberal policy of bidding for big business. It concludes by considering the implications for economic development policies.  相似文献

Starting with a brief location analysis of the plant site, in this paper we analyze the characteristics and geography of the labor market for a U.S.- Japanese automobile joint venture. Based on a survey of the firm's employees, we show that the labor market is two-tiered and stretches over many states in the United States. There are clear differences in skills, gender and socio-demographic characteristics between short and long distance movers, and American workers are willing and able to adapt to technology and work practices originating in a different culture. Most employees hold positive opinions of the work environment and practices at the plant, Japanese influence in the U.S. economy and U.S.-Japanese economic relations, despite perceiving Japan as an economic threat to the United States. We conclude with some policy implications of our findings and an agenda for future research.  相似文献

ABSTRACT Over 1,100 two‐year public institutions have been established in the U.S. which enroll almost two‐fifths of all students in postsecondary education. However, some parts of the country may not be adequately served by these educational institutions despite demand and supply indicators that indicate future growth potential in the sub‐baccalaureate educational market. This paper examines the geographical, demographic, and economic characteristics of counties that host community colleges. It finds that community college access is uneven. A multiple regression analysis reveals several correlates with community college location and identifies counties where opportunities may exist to “seed” additional community colleges.  相似文献

The relationship between transportation and urbanization at the national scale is revisited by focusing upon the role that air passenger transportation has played in the post-war evolution of the U.S. urban system. Theory suggests that major transportation innovations have exhibited profound and prolonged interdependencies with patterns of growth in national or regional urban systems. As the most recent major intercity transportation innovation, it should be expected that utilization of air transportation should bear some relationship to patterns of growth in urban places. This paper documents this relationship by using FAA and U.S. Census data to correlate volumes of air passenger flows per capita with changes in population and employment for the 50 largest U.S. metropolitan areas. The expectation that higher volumes of air passenger flow per capita exhibit a positive correlation with both previous and subsequent growth is confirmed by the analysis. More detailed examination of both high and low air passenger index cities suggests functional and regional consistencies with the central hypothesis. The implications of these results for air transportation and airport planning include at least some justification for increased attention to provision of air service and adequate airport infrastructure as well as reiteration of the importance of air transportation in economic development.  相似文献

Labor market areas (LMAs) have long been a staple of regional and urban analysis. As commuting patterns have expanded over time, these areas have become larger and more complex, and the dichotomous designation of a county either belonging to an LMA or not may no longer be adequate. We apply recent advances in network science to conduct a more refined analysis of U.S. commuting patterns, and examine their effects on local economic growth. Results show that network degree and entropy measures explain variations in county per capita income growth patterns. Higher in‐ and out‐commuting entropies are associated with lower per capita income growth, but their interaction enhances economic growth in places simultaneously open to both in‐ and out‐commuters. Using these results, common ground may be found for creating new forms of regional governance that better reflect local realities of cross‐county border flows of workers and economic activity.  相似文献

Kain's spatial mismatch hypothesis (SMH) (1968) highlights the segregation of Black population in the inner city as well as the decentralization of jobs, both of which played a role in the poor labor market outcomes for Black residents in the inner city. Demographic and economic changes in U.S. metropolitan areas since the late 20th century have transformed the urban spatial structure. This paper aims to revisit the SMH and investigate whether the spatial pattern of mismatch has changed as a result of geographic shifts in the Black population. This paper specifically examines how the suburbanization of the Black population has affected the geographic patterns of mismatch and whether the mismatch is disappearing in the major U.S. metropolitan areas. Using spatial measures of mismatch, this paper presents intra-metropolitan spatial mismatch patterns that capture the clustering of jobs and the Black population based on their relative distributions, showing that the overall level of spatial mismatch declined in major U.S. metropolitan areas between 2000 and 2015. However, geographical evidence reveals that the spatial mismatch has shifted to the outer suburbs, replicating city-suburb spatial inequality, implying that although mismatch may have declined in the inner city due to Black suburbanization, spatial mismatch continue to persist in U.S. metropolitan areas in Black suburbs. The findings also demonstrate that although spatial mismatch generally declined in the inner city, it increased in cities with high inner city polarization, particularly New York, Chicago, San Francisco, and Seattle.  相似文献

The Free Trade Agreement (FTA) implemented beginning in 1989 by the United States aid Canada will have significant impacts on bilateral trading patterns. In addition to its long-term, investment-related repercussions, the FTA will affect the volume, commodity composition, and spatial distribution of trade and, consequently, the transportation services required to move commodities between the two nations. This paper examines the changing spatial structure of U.S.-Canadian trade under the FTA. It employs commodity-specific analyses of tariffs and non-tariff barriers, as well as price and income elasticities of demand, to estimate sectoral and special changes among U.S. states in total, land, water, and airborne commodity flows since 1988 attributable to the FTA. The analysis details the assumptions and methodology used, elaborates upon the likely consequences for me nation's ten largest customs districts, particularly New York, and concludes with some comments on other forces that may alter the expected results.  相似文献
