Development Management (DM) in decision phase, Project Management on behalf of the owner (OPM) in implementation phase and Facility Management (FM) in operation phase are three isolated management tools during traditional life cycle management of construction project. As a result, a lot of potential disadvantages are aroused. In recent years, many research organizations try to reform the traditional method using different integration means. This paper tries to explore into integration of DM, OPM and FM to overcome the malpractice of traditional life cycle management of construction project. The research focuses on three aspects: 1.putting forward the concept of Life Cycle Integrated Management (LCIM), based on management integration theory; 2. Raising a new idea to owner's (operator's) management organization design, which emphasizes on the balance of life cycle objectives; 3. Analyzing an information module, level and method of system integration of Life Cycle Integrated Management Information System.  相似文献

“生态桥”治理工程是北京平谷区针对桃树枝废弃物资源化利用而提出一套废弃物资源化利用和乡村治理的模式,对于破解乡村环境治理困境具有重要意义。本研究分析了“生态桥”治理工程废弃物资源化利用和运行模式特征。结果表明:“生态桥”治理工程通过堆制有机肥、食用菌栽培、制作栽培基质和地表覆盖物等资源化利用方式,打造桃树枝废弃物良性生态循环模式。在运行模式上,“生态桥”治理工程建立投融资平台,统筹资金使用与投入方式,建立起财政资金有效使用和管理办法,激发企业投入农村环境治理的动力,保障农民全员参与的机制。通过“生态桥”工程设施,吸引社会资本进入乡村环境治理领域,有效改善环境质量,推动乡村生态环境建设投融资机制改革,提高了乡村生态环境综合治理水平,是一种有效的乡村环境治理模式。  相似文献

The large quantity of MSW (municipal solid waste) and ISW (industrial sold waste) piled up in Chongqing has been threatening ecological environment and water resource. Efficient management is the important guarantee of disposing solid waste. This paper describes the data system of Management Information System of the Solid Waste in Chongqing based on the GIS, construction of information database, overall structure, main functions, etc. Integrating related solid waste technology with computer and geographical system, it can provide the reliable, scientific and convenient management and decision-making support of solid waste in Chongqing. The information system, developed by means of Geographical Information System (GIS) on the basis of a great deal of data and graphs of solid waste of Chongqing, includes six sub-systems as follows:data input sub-system;data query sub-system;database management and maintenance sub-system;database of modal management sub-system;application and output sub-system;system management. This system provides friendly and easy operational interface, and plays a significant role in the disposal and management of solid waste in Chongqing.  相似文献

进行气象与大气环境、生物、土壤、水体、自然灾害等项目的湿地生态环境监测可以为科学地进行湿地生态系统管理提供依据。以更好地完成湿地生态环境监测为目的建立的GIS湿地生态环境监测与管理信息系统由通过系统集成的空间数据库和属性数据库构成,具有数据采集,数据输入与输出,数据统计与查询,空间分析以及比例尺变换、投影变换等一些与地图本身特征相关的功能。在对湿地生态系统进行科学管理的过程中,GIS湿地生态环境监测与管理信息系统具有进行湿地遥感分类、湿地植被生物量遥感估测、湿地景观格局演化及湿地退化分析、进行湿地评价和辅助湿地自然保护区建设等重要作用。  相似文献

Xishuangbanna, which is well known for its ethnic diversity, is located in the upper reaches of the Mekong River. Dai lowlanders make up one third of the total population, 13 other indigenous highland groups make up another third and the balance are Han Chinese. The research on which this paper is based was conducted in three villages, Dai, Hani and Jinuo communities and designed to explore the changing relationships between lowlanders and highlanders. It was found that over the past five decades two critical events triggered profound changes. One was liberation by the Chinese Communist Party in 1950, and the other the land and economic reform policies introduced at the beginning of the 1980s.  相似文献

如何有效地对大口径PCCP管道断丝后管道结构的安全进行合理地评价,以便采取积极有效的维修措施,是减少南水北调大口径PCCP管道运营期间断丝安全风险的有效途径。提出利用层次分析方法(AHP)建立PCCP管道安全风险层次分析数学评价模型,对影响南水北调地下大口径PCCP管道断丝的各种可能因素进行专家打分,同时,通过数值模拟计算,建立PCCP管道安全失效的判断准则及判断标准,实现大口径PCCP管道安全风险评价的定量化。在此基础上,开发出一款专门针对南水北调中线PCCP管道工程安全运行风险实时监测的管理软件。该软件系统采用自动化实时监测技术和基于Web-GIS的风险管理系统。该系统能完成监测数据的实时采集、数据档案的电子化管理以及安全风险的动态评估与预警预报。  相似文献

After analyzing the current researches with the three-major-goal management: quality,cost and time,on the construction project and aiming at the existing issues,this article puts forward a new method.This method identifies the reliability of every fundamental module(subsystem) suitably,which based on the current standards to analyze and classify the large construction procedure,and was constituted by the construction procedure.Also was considered the three-major-goal(quality,cost and time) of every module.Then the reliability of the large construction project was calculated,the qualified standards of reliability were evaluated,and the general and particular frame was optimized.Furthermore,it raises a new conception of the comprehensive control technique considering the reliability of the three-major-goal synthetically.This article explores a new way to ensure the three major unified goals: quality,cost and time,of the construction project management,and makes sure that the process of the construction project was in an ideal condition.  相似文献

Based on the analysis of the status of building construction in China, the development of Assembled Structure System (ASS) can solve not only the problems in construction, but also is the key for realization of building industrialization. On the basis of technique innovations, a study on the structural performance, construction method and precast production of ASS should be carried out to inherit the old one and overcome its demerits. 对湖北省荆州市8个县市区农村集中供水厂抽样调查显示,乡镇集中供水厂设施不完善,出厂水和使用自来水农户的生活用水水样均有1-3项指标超过国家规定标准,集中供水管理十分混乱,饮水安全存在较大不确定性。制定农村集中供水管理的法规,明确农村安全饮水的公益事业性质,明确地方政府在农村饮水安全中的责任,明确供水工程折旧提留费用管理办法,明确农村饮水安全管理责任追究办法,才能确保农村集中供水安全长效发展。  相似文献

稻纵卷叶螟是广西水稻主要害虫之一, 年发生6~8代,其中第2、3代是早稻主害代。2008年,受虫源、气候因子和种植条件等因素的综合影响,广西第3代稻纵卷叶螟发生呈现发生范围广、面积大、成虫峰次多、峰期持续长、蛾量大、虫口密度高、为害期长、田间虫态复杂等特点,发生面积75.6万hm2,为建国以来最严重的大发生年。作者分析,其主要原因为:5月下旬到6月中旬,第3代发生期气候适宜;第2代残留基数大,外地迁入数量多,第3代成虫滞留量多;水稻生育期推后、插花田增多,稻纵卷叶螟食料充足;由于雨日多,劳动力紧张,以及应急防治农药缺乏,造成应急防治实施难度大等。  相似文献

According to the characteristics of the shiplock high slope of Three- Gorges Project, this paper simplified the rock mass of the high slope as orthogonally anisotropical media.On the basis of recongnizing the nonlinear mechanics of excavation unloading,the paper prsents the nonlinear mechanics calculating method ,the theory of changing stiffen analysis. The calculating results agree fairly close to the measured one.By the excavating calculation of shiplock high slope, the paper shows that the rock mass will produce the large deformations,which have the large difference with the results of the old studies  相似文献

Large particle size gravel strata layer is very difficult for TBM construction which brings about a series of problems for EPB TBM advancing in Beijing Metro. Cutting wheel is an important component of EPB TBM and cutting wheel with reasonable structure is essential for EPB TBM to advance steadily and effectively in large particle size gravel strata. In-situ EPB TBM advancing tests are carried out in large two adjacent shield interval where the strata conditions make it possible to find out the most efficient cutting wheel structure by monitoring key parameters through Real-time Information Management System. Based on the analysis and comparison of advancing efficiency, strata adaptability of key parameters and tools wearing, the following conclusions can be obtained: 1) Spoke cutting wheel has better strata adaptability and higher efficiency than panel cutting wheel as well as more advantages in controlling tools wearing. 2) open ratio ranging from 55% to 65% is the reasonable for cutting wheel. 3) Advancing speed and earth pressure are very important for EPB TBM construction. Compared with panel cutting wheel, spoke cutting wheel can obtained higher advancing speed and more stable earth pressure in tests. However the change of earth pressure should also be paid attention when EPB TBM advancing in fast speed. The advancing speed should be controlled in the range of 20 to 60 mm/min.  相似文献

台州市地处中国东部沿海,经济和社会发展较快。台州要提前基本实现现代化,必然要实现农业的现代化。由于现代农业园区的建设对于台州市农业增长方式的根本转变,增强农业科技创新能力,建立21世纪台州市农业可持续发展的技术支持体系,适应经济全球化进程,发展现代农业,都具有重要的促进作用和深远的实际意义。因此,如何认识和把握现代农业园区建设和发展过程中存在的问题,采取切合实际的农业科技进步的对策,加快现代农业园区的机制创新和技术创新,促进台州市农业园区稳步健康发展,是摆在我们面前一个新的而又紧迫的课题。针对台州市现代农业园区建设存在的主要问题,结合台州实际提出了台州市现代农业园区发展的主要对策:重新组织制订台州市现代农业园区发展整体规划;建立合理的土地流转机制,促进土地规模经营;围绕机制创新,建立完善的现代企业管理制度;建立政府引导多元化投资体系;建立技术创新和成果产业化机制;以园区建设为契机,加快农业产业化进程;依托农业标准化,加快现代农业园区建设;加强农业合作组织,创新园区运作机制。  相似文献
