Research on the Development of Economy and Farmers＇ Income Growth in Heilongjiang Province

Nowadays, increasing farmers＇ income is not only related to the development of rural economy, the improvement of farmers＇ lives and countryside stability but also related to the overall situation of economy and social development. Heilongjiang is a big agricultural province, however, the increase of farmers＇ per capital net income is rather slow in the last few years. On the basis of Lewis dual economic structure theory and our province＇s actual situation, the paper proposed the concrete countermeasures to increase farmers＇ income, so as to promote the development of economy.

As Chinese economy sees a rapid development great changes are taking place in Chinese rural areas. Experts believe that China is a huge market for American agricultral products as well as a rival of American farmers in the intemational market.     

SWOT Analysis and Development Strategies of Maize Industry in Heilongjiang Province

With the development of China’s market economy, the international grain supply situation is increasingly tense, and the grain has been regarded as an important international strategic resource in the international market. Due to the reduction of international grain output and expected inflation, the gap between maize supply shortage and increasing demand is apparent in China, so that China is described as a worrying importer country. By using SWOT analysis belonging to the field of enterprise strategic management, this paper analyzed the current maize industry development in Heilongjiang Province as an entry point, the strength, weakness and opportunity and threat were put forward. Thereby, the developing principles and strategies were proposed to stimulate the maize industry development in Heilongjiang Province, which would lay a good foundation of 50 billion kilograms grain production capacity by 2015 in China, as well as the economic development and local farmers’ income increase.     

Experience from Soybean Industry Development of Main Soybean Producing Countries

Soybean output and trade are mainly operated in America, Brazil, Argentina and China in recent years, especially in America. For China, the import output is number one, and the export output is the forth. For this reason, the soybean industry of China got a huge lash, and the soybean farmers got a large loss, it influenced the building of new countryside construction in China. Both U.S.A＇s soybean output and trade amour are the number one in the world, this achievement should be contributed to U.S.A＇s advanced production ability and its favorable subsidy policies. Contrary to U.S.A＇s large subsidy and cheap loan, Brazil and Argentina raise their soybean output and trade amount by high production technology and ＂untying＂ policies, such as abolishing some unreasonable rules and tax. So if we want to develop Chinese soybean industry and make sure our soybean industry＇s safety, it＇s necessary for us to experience soybean industry development of other countries＇ and improve ours     

甘肃农户参与农民专业合作社意愿及满意度的实证研究——基于376户农户的调查The Empirical Study on Farmers’ Participation Desire and Satisfactionin Farmers’ Specialized Cooperatives in Gansu——Based on Survey of 376 Peasant Households

甘肃农民专业合作社虽然起步较晚,但已经显示出了强大的生命力和辐射力,方便小农户与大市场的对接。文章通过问卷和访谈实地调查甘肃省农户参与合作社意愿及满意度状况,深入分析影响农户参加农民专业合作社的因素,并相应提出完善合作社内部机制、强化服务职能、加强规范管理等一系列对策建议。Although started lately, Farmers’ specialized cooperatives in Gansu showed strongly vitality and driving force. They made small households joint with big market conveniently. The article deeply analyzed the influency factors on farmers’ participating in farmers’ specialized cooperatives, which based on questionnaire survey of farmers’ participation desire and satisfaction and correspondingly came up with a series of countermeasures, such as perfecting cooperatives’ internal mechanism, strengthening service function and standard management etc.     

Benign Interaction Between Rural Information Service and Farmers＇ Income

Based on the improvement of interactive relationship between rural information service system and farmers＇ income, accompanied by the serious restriction to its mutual promotion caused by such problems as asymmetric information, focusing on introduction of rural information service infrastructure while ignored the application of them, shortage of human resource on information and so on, this paper proposed corresponding measures respectively to promote the benign interaction development between rural information service and farmers＇ income.     

Review of History and Recent Development of Organic Farming Worldwide

The history of the organic farming worldwide was reviewed in this paper. The development of the organic farming worldwide had gone through three stages, emergence, expansion, and growth. The contributors and their thoughts during the different development stages of the organic farming were briefly introduced. And the development status of the organic farming worldwide was reviewed from the aspects of land area under organic management, land area under organic management in percentage of total agricultural area, and world markets for organic products. Besides, the main existing problems for the further development of the world＇s organic farming, as well as the development status, problems and strategies of the Chinese organic farming were discussed.     

An Awareness-Adoption Matrix for Strategic Decision Making in Agricultural Development Projects： A Case Study in Yunnan Province, China

Significant achievements have been made in generating sustainable agricultural technologies in developing countries. Usually, these new technologies have been more effective in increasing production and productivity than existing technologies. However, many new technologies considered ＇effective＇ have not been successful in alleviating the associated sustainability problems, due to poor adoption by targeted users. Success of any novel technical intervention should be judged on the basis of how widespread adoption is in the target area by targeted users. In this context, a case study identified the factors affecting farmers＇ adoption of improved technologies extended by an agricultural development project in a rural Village in Yunnan Province, China. Initial adoption/adaptation of project technologies was influenced by farmers＇ awareness of the technology. Farmers were more aware of polythene mulch, contour cultivation, intercropping and tree planting technologies than others. This led to a comparatively high initial uptake of polythene mulch, contour cultivation, sweet chestnut, and intercropping technologies. Farmers had inadequate knowledge about some Project technologies, the adoption of which was particularly low. This reveals the need for increasing farmers＇ awareness about the rationale for Project technologies to achieve greater adoption/adaptation of project technologies by farmers over wider areas. Farmers＇ testing of the technology leads to better adoption/adaptation compared to mere awareness. However, considerable time and resources are required for testing/trying technologies. This justifies the usefulness of comparatively quick and less resource demanding options for awareness creation. Development of effective cropping technologies is important for sustainable agricultural development. The success of any agricultural development project, especially in terms of improving sustainability, depends on how widely those improved technologies are adopted/adapted by farmers in the targeted region. Therefore, farmers＇ adoption of technologies should be a key criterion for judging the success of any project. The awareness-adoption matrix is a useful tool to guide research and development projects to achieve expected adoption/adaptation of technologies. Use of the matrix helps identification of weak and strong aspects of research and development projects and thus assists strategic decision-making.     

Cultivation of Chinese Farmers＇ Integrity

Farmers as the largest population group in China, their integrity levels impact the process of socialist modernization and construction of socialist harmonious society directly. Farmers＇ credit construction is an important part of the construction of new socialist countryside. As the subject of construction of new socialist countryside, some farmers are weak in credit awareness. Low credibility of traditional culture, uncompleted credit system construction and farmers＇ narrow thoughts led to their lacking of credit awareness. We should perfect the rural credit system, strengthen the construction of rural credit culture and enhance the construction of grass-roots credit administration, set integrity example model and take other measures to promote farmers＇ awareness of the integrity.     

SWOT Analysis and Development Strategies for Chinese Farmers1 Professional Cooperatives

With the development of China's market economy, the agricultural products' market has changed from the seller's market into the buyer's market. Therefore, the limitations of the household contract responsibility system gradually appeared. The farmers' professional cooperatives not only covered the limitations but also effectively connected the small-scale farmers with the competitive market by increasing the fanners' organizational degree. However, during the development process of farmers' professional cooperatives, many problems were exposed. By using SWOT analysis belonging to the field of enterprise strategic management, this paper discussed the opportunities and threats of the external environment, as well as the strengths and weaknesses of the internal environment of Chinese fanners' professional cooperatives. Thereby, it proposed some development strategies for Chinese farmers' professional cooperatives in the current stage.

进入新世纪以来，我国农业走上了市场化与国际化的道路，面对国际市场的严峻挑战，如何在农户家庭经营的基础上，尽快建立适应市场经济发展需要的真正能代表农民利益的农民专业合作社体系，把我国分散的、超小规模的农户与统一开放的国内外大市场连接起来，从根本上提高我国农民参与市场的能力，就成为当前急需解决的一个重大问题。本文考察了农民专业合作社在农村经济社会发展中的作用，并提出促进其发展的相关建议。

介绍了我国农民专业合作组织的特点,其成立具有强烈的自发性,运营具有强力的自治性,目标具有明显的针对性。分析了我国农民专业合作组织存在的问题以及政府的职能缺位,农民专业合作组织内容较为单一,服务领域过窄;管理方式不科学,效率低下;政府对农民专业合作组织的政策支持也不到位。提出了加快基层服务型政府建设,推进农民专业合作组织发展的对策建议：树立服务型政府意识,加强对农民专业合作组织的引导和服务;加大资金扶持力度,支持和引导农民专业合作组织良性发展;加大宣传力度,提高农民专业合作组织的知名度和影响力;明确划分区域供销合作组织的指导和引领职能,提高服务效率;建立科学的评价、奖励体系,引导农民专业合作组织健康发展。
