Fisheries have had major negative impacts on marine ecosystems, and effective fisheries management and governance are needed to achieve sustainable fisheries, biodiversity conservation goals and thus good ecosystem status. To date, the IndiSeas programme (Indicators for the Seas) has focussed on assessing the ecological impacts of fishing at the ecosystem scale using ecological indicators. Here, we explore fisheries ‘Management Effectiveness’ and ‘Governance Quality’ and relate this to ecosystem health and status. We developed a dedicated expert survey, focused at the ecosystem level, with a series of questions addressing aspects of management and governance, from an ecosystem‐based perspective, using objective and evidence‐based criteria. The survey was completed by ecosystem experts (managers and scientists) and results analysed using ranking and multivariate methods. Results were further examined for selected ecosystems, using expert knowledge, to explore the overall findings in greater depth. Higher scores for ‘Management Effectiveness’ and ‘Governance Quality’ were significantly and positively related to ecosystems with better ecological status. Key factors that point to success in delivering fisheries and conservation objectives were as follows: the use of reference points for management, frequent review of stock assessments, whether Illegal, Unreported and Unregulated (IUU) catches were being accounted for and addressed, and the inclusion of stakeholders. Additionally, we found that the implementation of a long‐term management plan, including economic and social dimensions of fisheries in exploited ecosystems, was a key factor in successful, sustainable fisheries management. Our results support the thesis that good ecosystem‐based management and governance, sustainable fisheries and healthy ecosystems go together.  相似文献

A rapid review of the literature on closed areas that recognize key ecosystem‐based management (EBM) principles of fisheries and biodiversity conservation and had fisher involvement was employed to review closed areas worldwide from a fisheries perspective and to develop a scorecard that can assess their efficacy. The review provided 523 abstracts of which 19 areas from various regions worldwide had peer‐reviewed studies that met strict selection criteria. Criteria included fisher involvement, biodiversity conservation and fisheries management objectives. A repeat search without “fisher” and synonyms found, 62,622 papers indicating that most closed area studies had no mention of any fisher involvement. The general success of the areas selected suggests that fisher involvement benefits both biological conservation and fisheries management. Fisheries and biodiversity conservation outcomes were not exclusive to any one type of management closure (e.g. MPA, Fishery Closure). Twenty‐four indicators were selected, designed to provide measurable targets. High scoring indicators included management, planning and socio‐economic indicators such as local support (100%), habitat protection (100%), conservation and fisheries objectives (100%), monitoring (91.7%) and fishers concerns (91.7%). Bio‐ecological‐based indicators scored lower in most cases for all types of areas. Fisheries closures rated as highly as the MPAs with respect to both fisheries and bio‐ecological indicators. The scorecard provided a reasonable means to evaluate management success in the light of often qualitative or missing data. Addressing the interests and utilizing knowledge of those affected by closures and familiar with the area, most often local fishers, is key to achieving management objectives.  相似文献

Well‐managed fisheries support healthy ocean ecosystems, coastal livelihoods and food security for millions of people. However, many communities lack the resources to implement effective fisheries management. No‐take marine reserves are a ubiquitous management intervention that provide conservation benefits and under certain circumstances can provide long‐term fishery benefits as a result of larval and adult emigration from reserve boundaries. But, support for marine reserves by fishery participants is often limited due to short‐term economic impacts resulting from foregone yields. In this study, we examine the timing and magnitude of economic impacts of marine reserves by utilizing a novel metric that discounts future economic benefits of enhanced productivity resulting from reserve protection. We ask under what circumstances long‐term benefits outweigh short‐term impacts of marine reserve implementation. We simulate fisheries for six species commonly caught in coastal environments and show that while conservation benefits accrue rapidly, more than a decade is often required to provide net fisheries benefits, even under circumstances favourable for reserves. We explore a suite of strategies for mitigating these short‐term economic losses, including flexible reserve designs, loans and enhanced ex‐vessel revenues. Results indicate that market‐based incentives show promise to offset short‐term economic losses. Our findings highlight the importance of understanding and communicating likely outcomes from marine reserve implementation and the need to engage supply chain actors to incentivize marine conservation that minimizes impacts to fishermen.  相似文献

Marine fisheries contribute to the global economy, from the catching of fish through to the provision of support services for the fishing industry. General lack of data and uncertainty about the level of employment in marine fisheries can lead to underestimation of fishing effort and hence over‐exploited fisheries, or result in inaccurate projections of economic and societal costs and benefits. To address this gap, a database of marine fisheries employment for 144 coastal nations was compiled. Gaps in employment data that emerged were filled using a Monte Carlo approach to estimate the number of direct and indirect fisheries jobs. We focused on estimating jobs in the small‐scale fishing sector. We characterized small‐scale fishing as (i) primarily geared towards household consumption or sale at the local level; (ii) conducted at a low level of economic activity; (iii) minimally mechanized; (iv) conducted within inshore areas; (v) minimally managed; and/or (vi) undertaken for cultural or ceremonial purposes. In total, we estimated that 260 ± 6 million people are involved in global marine fisheries, encompassing full‐time and part‐time jobs in the direct and indirect sectors, with 22 ± 0.45 million of those being small‐scale fishers. This is equivalent to 203 ± 34 million full‐time equivalent jobs. Study results can be used to improve management decision making and highlight the need to improve monitoring and reporting of the number of people employed in marine fisheries globally.  相似文献

  1. Small‐scale fisheries may pose a serious threat to the conservation of marine mammals. At the same time various factors have led to the decline of small‐scale fisheries, often making them unsustainable. Current rates of biodiversity loss and the reduction of fish stocks and fisheries dictate a thorough understanding of fisheries‐related issues and the implementation of effective management actions.
  2. The Mediterranean monk seal is one of the most endangered marine mammals on Earth; its survival in the eastern Mediterranean Sea is threatened by negative interactions with fisheries. A nationwide questionnaire survey among fishers and port police authorities was carried out in Greece to describe the main characteristics of small‐scale fisheries, and to understand the nature and assess the magnitude of negative interactions between the monk seal and these fisheries. Questionnaire information was verified by a second round of interviews during landings.
  3. The main attributes of the fishers, their fishing boats, and their practices were characteristic of the small‐scale fisheries sector. Overfishing was considered the main reason for fish‐stock reduction, and negative interactions with marine mammals was considered the main issue for the fishing sector.
  4. Monk seals were present, caused damage, and got accidentally entangled in fishing gear throughout Greece. Damage to fishing gear was recorded mainly during spring and summer, and on average affected 21% of all fishing trips and 1% of nets deployed during a fishing trip.
  5. Based on these results, the implementation of general and specific nationwide fishery management and conservation actions are proposed. These actions are mainly aimed at improving fish stock status, changing the behaviour of the fishers, and mitigating seal–fishery interactions in Greece, while promoting the recovery of the Mediterranean monk seal in the eastern Mediterranean Sea.

Fish stock productivity, and thereby sensitivity to harvesting, depends on physical (e.g. ocean climate) and biological (e.g. prey availability, competition and predation) processes in the ecosystem. The combined impacts of such ecosystem processes and fisheries have lead to stock collapses across the world. While traditional fisheries management focuses on harvest rates and stock biomass, incorporating the impacts of such ecosystem processes are one of the main pillars of the ecosystem approach to fisheries management (EAFM). Although EAFM has been formally adopted widely since the 1990s, little is currently known to what extent ecosystem drivers of fish stock productivity are actually implemented in fisheries management. Based on worldwide review of more than 1200 marine fish stocks, we found that such ecosystem drivers were implemented in the tactical management of only 24 stocks. Most of these cases were in the North Atlantic and north‐east Pacific, where the scientific support is strong. However, the diversity of ecosystem drivers implemented, and in the approaches taken, suggests that implementation is largely a bottom‐up process driven by a few dedicated experts. Our results demonstrate that tactical fisheries management is still predominantly single‐species oriented taking little account of ecosystem processes, implicitly ignoring that fish stock production is dependent on the physical and biological conditions of the ecosystem. Thus, while the ecosystem approach is highlighted in policy, key aspects of it tend yet not to be implemented in actual fisheries management.  相似文献

The role of spatial management, including marine protected areas, in achieving fisheries outcomes alongside conservation goals is debated. In fisheries that fail to meet fishing mortality targets, closed areas are sometimes implemented to reduce fishing mortality. However, fisheries with stronger management, including rights‐based approaches that can address overcapacity and overfishing problems, often employ spatial management as well. Here, we compare the objectives, design, and performance of spatial management in nine temperate demersal fisheries in North America, Oceania, Europe, and Africa that employ rights‐based systems. Common objectives of spatial management included protecting habitat, juveniles, and spawners and reducing discards. Recovering age structure and creating scientific reference sites were less common objectives, despite being widely cited benefits of spatial management. Some fisheries adopted single closures to achieve single objectives, whereas others adopted diverse networks to achieve multiple objectives. Importantly, many spatial protections are implemented primarily through industry initiatives. Environmental change compromised the efficacy of spatial management in some cases, suggesting the need to design spatial management systems that are robust to changing ocean conditions. Fisheries with diverse and extensive spatial management systems have generally healthier fish stocks. Whether this implies that spatial management contributed substantially to fishery performance is unclear due to an absence of large‐scale, long‐term studies aimed at discerning different drivers of success. Although these targeted monitoring studies of closed areas are limited, such studies are necessary to help resolve the ongoing debate and to enable more purposeful design of spatial management for fisheries and conservation.  相似文献

以底拖网为代表的深海底层渔业对深海脆弱海洋生态系统的危害受到国际社会的热切关注。2003年以来联合国大会多次通过决议,呼吁各国各自并通过RFMO/As采取行动,根据预防性原则,采用基于生态系统的管理方法,评估深海底层渔业对脆弱海洋生态系统的影响,若评估表明确有重大不利影响,则应采取有效措施限制深海底层渔业以降低这种影响;FAO主要从技术角度制定了《公海深海渔业管理国际指南》,为管理公海深海渔业和保护脆弱海洋生态系统提出了技术标准和管理框架;RFMO承担着具体执行深海底层渔业管理措施和监督管理的责任,在北大西洋、地中海、南太平洋的公海和南极水域,相关RFMO已采取了暂停部分区域底拖网渔业活动、收集数据、评估底拖网对脆弱海洋生态系统的影响等措施,在北太平洋,新成立的北太平洋渔业管理委员会将公海底层渔业管理作为首要目标。环保非政府组织和部分科学家呼吁禁止公海深海底层渔业,但各国对此的立场尚不一致,产业界大多持反对立场。近期来看,尚难以全面禁止公海的深海底层渔业。中国正在发展公海大洋渔业,需对此密切关注,加强跟踪研究以支撑决策,并应发展和使用选择性渔具和对生态环境无害的作业方式,防止对脆弱海洋生态系统产生损害性影响。  相似文献

Reconciling food security, economic development and biodiversity conservation is a key challenge, especially in the face of the demographic transition characterizing many countries in the world. Fisheries and marine ecosystems constitute a difficult application of this bio‐economic challenge. Many experts and scientists advocate an ecosystem approach to manage marine socio‐ecosystems for their sustainability and resilience. However, the ways by which to operationalize ecosystem‐based fisheries management (EBFM) remain poorly specified. We propose a specific methodological framework—viability modelling—to do so. We show how viability modelling can be applied using four contrasted case‐studies: two small‐scale fisheries in South America and Pacific and two larger‐scale fisheries in Europe and Australia. The four fisheries are analysed using the same modelling framework, structured around a set of common methods, indicators and scenarios. The calibrated models are dynamic, multispecies and multifleet and account for various sources of uncertainty. A multicriteria evaluation is used to assess the scenarios’ outcomes over a long time horizon with different constraints based on ecological, social and economic reference points. Results show to what extent the bio‐economic and ecosystem risks associated with the adoption of status quo strategies are relatively high and challenge the implementation of EBFM. In contrast, strategies called ecoviability or co‐viability strategies, that aim at satisfying the viability constraints, reduce significantly these ecological and economic risks and promote EBFM. The gains associated with those ecoviability strategies, however, decrease with the intensity of regulations imposed on these fisheries.  相似文献

Declines in fish yields and shifts in species composition are serious concerns in the African Great lakes of Tanganyika, Malawi (Nyasa/Niassa) and Victoria. Despite management and regulatory structures, all the lakes remain open‐access fisheries, severely depressing yields, economic returns and threatening biodiversity. While the lakes require an ecosystem‐based approach to management, this has not been realised because of a lack of institutional capacities, insufficient political will or simply being overwhelmed by the scale of the endeavour. Sustainable fisheries management can only be achieved through a refocus towards a stronger socio‐ecological approach and re‐evaluating how to realistically improve fish yield and environmental protection. This requires a combination of the following: (1) acceptance of suboptimal fish yields; (2) community‐enforced regulations that restrict access to fisheries and destruction of inshore habitats; (3) enhanced national and local institutional capacities and collaboration among the riparian states; and (4) major awareness and educational efforts that demonstrate the national and international importance of these lakes for food supply and biodiversity in pursuance of the Sustainable Development Goals. Without such actions, the prognosis for long‐term sustainable fisheries is bleak, and international projects and conferences will merely bear witness to further degradation of resources and the livelihoods they support.  相似文献

Climate change is projected to redistribute fisheries resources, resulting in tropical regions suffering decreases in seafood production. While sustainably managing marine ecosystems contributes to building climate resilience, these solutions require transformation of ocean governance. Recent studies and international initiatives suggest that conserving high seas biodiversity and fish stocks will have ecological and economic benefits; however, implications for seafood security under climate change have not been examined. Here, we apply global‐scale mechanistic species distribution models to 30 major straddling fish stocks to show that transforming high seas fisheries governance could increase resilience to climate change impacts. By closing the high seas to fishing or cooperatively managing its fisheries, we project that catches in exclusive economic zones (EEZs) would likely increase by around 10% by 2050 relative to 2000 under climate change (representative concentration pathway 4.5 and 8.5), compensating for the expected losses (around ?6%) from ‘business‐as‐usual’. Specifically, high seas closure increases the resilience of fish stocks, as indicated by a mean species abundance index, by 30% in EEZs. We suggest that improving high seas fisheries governance would increase the resilience of coastal countries to climate change.  相似文献

Overfishing may seriously impact fish populations and ecosystems. Marine protected areas (MPAs) are key tools for biodiversity conservation and fisheries management, yet the fisheries benefits remain debateable. Many MPAs include a fully protected area (FPA), restricting all activities, within a partially protected area (PPA) where potentially sustainable activities are permitted. An effective tool for biodiversity conservation, FPAs, can sustain local fisheries via spillover, that is the outward export of individuals from FPAs. Spillover refers to both: “ecological spillover”: outward net emigration of juveniles, subadults and/or adults from the FPA; and “fishery spillover”: the fraction of ecological spillover that directly benefits fishery yields and revenues through fishable biomass. Yet, how common is spillover remains controversial. We present a meta‐analysis of a unique global database covering 23 FPAs worldwide, using published literature and purposely collected field data, to assess the capacity of FPAs to export biomass and whether this response was mediated by specific FPA features (e.g. size, age) or species characteristics (e.g. mobility, economic value). Results show fish biomass and abundance outside FPAs was higher: (a) in locations close to FPA borders (<200 m) than further away (>200 m); (b) for species with a high commercial value; and (c) in the presence of PPA surrounding the FPA. Spillover was slightly higher in FPAs that were larger and older and for more mobile species. Based on the broadest data set compiled to date on marine species ecological spillover beyond FPAs' borders, our work highlights elements that could guide strategies to enhance local fishery management using MPAs.  相似文献

  1. Despite a relatively long history of scientific interest fuelled by exploratory research cruises, the UK deep sea has only recently emerged as the subject of targeted and proactive conservation. Enabling legislation over the past 10 years has resulted in the designation of marine protected areas and the implementation of fisheries management areas as spatial conservation tools. This paper reflects on progress and lessons learned, recommending actions for the future.
  2. Increased investment has been made to improve the evidence base for deep‐sea conservation, including collaborative research surveys and use of emerging technologies. New open data portals and developments in marine habitat classification systems have been two notable steps to furthering understanding of deep‐sea biodiversity and ecosystem functioning in support of conservation action.
  3. There are still extensive gaps in fundamental knowledge of deep‐sea ecosystems and of cause and effect. Costs of new technologies and a limited ability to share data in a timely and efficient manner across sectors are barriers to furthering understanding. In addition, whilst the concepts of natural capital and ecosystem services are considered a useful tool to support the achievement of conservation goals, practical application is challenging.
  4. Continued collaborative research efforts and engagement with industry to share knowledge and resources could offer cost‐effective solutions to some of these barriers. Further elaboration of the concepts of natural capital and ecosystem services will aid understanding of the costs and benefits associated with human–environment interactions and support informed decision‐making in conserving the deep sea.
  5. Whilst multiple challenges arise for deep‐sea conservation, it is critical to continue ongoing conservation efforts, including exploration and collaboration, and to adopt new conservation strategies that are implemented in a systematic and holistic way and to ensure that these are adaptive to growing economic interest in this marine area.

Marine protected areas (MPAs) are expected to function simultaneously as biological conservation and fisheries management tools, but empirical evidence linking biodiversity conservation with fisheries benefits is scarce. Around the Medes Islands marine reserve (Spain, NW Mediterranean) patterns of fish catch diversity, catch (CPUE) and income (IPUE) were assessed and the economic value of diversity for local fisheries was explored by combining a Geographic Information System (GIS) analysis with geostatistics.
  • 2. Catch data were derived from the trammel net fleet operating around the MPA to gain information on species diversity, functional diversity, functional redundancy, CPUE and IPUE.
  • 3. Results revealed significant impact of both the fishing prohibition in the MPA and the presence of seagrass beds on diversity metrics, catch and income. Clear differences in functional redundancy in fish assemblages were found within the study area, indicating greater resilience of the fish assemblage against fishing pressure or human impact close to the MPA (?2 km). In contrast, fish assemblages beyond 2 km of the MPA border are more vulnerable to disturbance. High values of diversity, CPUE and IPUE overlapped close to the MPA border and close to seagrass beds.

The spatial approach developed suggests that, in addition to the more commonly studied effect of density‐dependent spillover of adult fish, increased levels of ecological diversity and economic diversity can also result in fisheries benefits of an MPA. Hence, the fishing regulations in and around the Medes Islands marine reserve have shown that biological conservation and fisheries benefits can be complementary in the long‐term, which should be considered in future policies for MPAs or MPA networks.

  • 1. The coral reefs across the international border between Kenya and Tanzania, where historical differences in government policy and socio‐economic conditions created two different management systems, were examined: a large permanent closed area and a collaborative fisheries management project that used gear management and small voluntarily and temporary closed areas, respectively. The diversity and ecology of the reefs in these two management systems were compared spanning a seven‐year period to evaluate the effectiveness of the management and to assess the ecological response to a large‐scale water‐temperature anomaly in 1998.
  • 2. Comparisons of rates of predation on sea urchins and of herbivory, using a seagrass assay, were made along with measures of benthic cover and fish abundance and diversity.
  • 3. The collaborative fisheries management system was successful in increasing fish stocks, reducing erect algae, and maintaining ecological diversity and stability across the thermal anomaly. This management system, however, was not successful in protecting the expected full biodiversity of fish, predation rates on sea urchins, or the sensitive, branching coral species. Management of the fishery also increased fish stocks in the adjacent, large, permanently closed area, compared to Kenyan parks without this management.
  • 4. The large, permanently closed area in the other system maintained high diversity, high predation rates on sea urchins and high herbivory rates, which maintained erect algae abundance and diversity at low levels. The temperature anomaly was destructive to a number of the dominant delicate branching coral species, but overall coral cover and diversity were maintained, although dominance switched from branching Porites spp. to Seriatopora spp. over this period. The large closed area system protected the undisturbed ecology of these reefs and associated ecological processes, and the full diversity of fish and coral, including sensitive species such as branching corals and slow‐growing fish.
  • 5. Collaborative fisheries and large permanent closed area management have different attributes that, when combined, should achieve the multiple purposes of sustainable fisheries, ecosystem functions and protection of fishing‐sensitive species.
