| 摘 要： | 农村土地利用规划有利于优化农村土地利用结构和空间布局,促进农村节约集约用地,协调农村经济社会发展与资源环境保护的关系,推进社会主义新农村建设和城乡统筹发展。为此,从农村土地利用规划制度入手,结合重庆、四川、云南的实际情况,分析了农村土地利用规划制度建设的现状特点以及各利益主体对规划制度的需求,提出了健全农村土地利用规划制度建设的对策建议,为土地利用总体规划工作提供理论指导。
