试论发展农业循环经济与优化现代农作制度

依据循环经济的科学原理,贯彻"节约、保护、利用、拓展"的可持续发展思想,结合我国南方红壤山地综合开发与主要农作模式的实践经验,分析了发展农业循环经济对优化现代农作制度的重要作用.在总结实践经验基础上,提出了发展思路与若干对策.即要在南方丘陵山地创立并完善以提高利用效率与可持续发展为主导的资源节约型农作制度,包括三个方面:现代农作制度的优化与统筹;因地制宜地构建以水土保持和防灾减灾为核心的种养结合型农作制度、以物质良性循环和多级利用为特色的循环利用型农作制度、以开发优质产品与绿色农业为目标的综合拓展型农作制度;实现山区农村循环经济与农业综合开发的可持续发展.
