农村最低生活保障目标瞄准分析

随着当前社会救助管理的规范化和精细化，目标瞄准已经成为最低生活保障制度的核心议题之一。最低生活保障制度，被喻为维护社会稳定、保障人民基本生活的最后一道“防护网”，是社会救助的重要组成部分，提高目标瞄准率使农村最低生活保障制度瞄准真正需要保障的群体。文章以安徽砀山为例，就目标瞄准过程中出现的“人情保”、“应保未保”等现象进行分析，提出相应的对策，旨在提高农村最低生活保障目标瞄准效率，减少资金浪费，提高社会救助效率。

Analysis of Targeting Mechanism on the Rural Minimum Living Security

With the current social assistance management standardization and refinement, aiming at minimum life guarantee system has become one of the core issues. Minimum life guarantee system, by maintain social stability, protected the people＇s basic living called＂protecting net＂, is an important part of the social assistance. Improving targeting rate of the rural minimum living allowance to aimed at real needs. Based on the survey in Dangshan Anhui,This article analyzed the problems appeared in the targeting process, such as ＂Emotional security＂, ＂Should guarantee not guaranteed＂. Finally, we put forward the relevant countermeasures to improve the countryside minimum life guarantee efficiency targets so as to reduce waste of money and improve the efficiency of social assistance.
