山东省农村户用沼气发展的现状、问题与对策

农村沼气建设在缓解农村能源供应紧张、改善农村生活环境方面发挥着重要作用。文章以山东省为例,阐述了当前山东省农村户用沼气国债项目的发展状况以及取得的生态、经济和社会效益,指出了农村户用沼气在建设与运营中存在的诸多问题,如财政配套资金落实难、劳动力不足、发酵原料短缺、重建设轻管理、后续服务跟不上和沼气综合利用效率不高等,并提出了提高国家补贴标准、拓宽融资渠道、建立企业化运作模式等措施。

Current Situation, Problems and Countermeasures of the Rural Household Biogas in Shandong Province

Construction of rural biogas plays an important role in relieving the shortage of energy supply and improving the living situation in rural areas.Taking Shandong Province as a case,the situation of rural household biogas supported by National Debt Project in Shandong Province was discussed and the economic,ecological and social benefits were summarized in the paper.Problems during the construction and operation of rural biogas were pointed out,including difficulty of financial subsides to implement,labor shortage,shortage of raw material,not enough emphasis on the management,follow-up services not to keep up and low utilization and so on.According to the existing problems,countermeasures were put forward,i.e.,improving the standards of the national subsides,expanding financing channels,establishing the enterprise operation mode of gas services organizations,etc.
