In recent years,with improvement of financial reform,perfection of financial accounting system,strengthen of financial management reforms in agricultural scientific research units,budget management system and methods of income and expenditure management were gradually established more and more perfect.But many problems should not be ignored in the procession of specific financial operation.In the new situation,to promote the normalization and progressiveness of financial management,agricultural scientific research units need to actively respond to fiscal reform,improve the financial management work,establish a scientific concept of financial management.
