科研事业单位国有资产管理问题研究及建议

科研事业单位国有资产管理在制度体系建设、创新管理方式等方面取得了一定成效,但仍然存在着制度不够完善,资产管理基础薄弱,重点管理工作经费支持不足,所办企业、不良资产亟待清理等问题。文章侧重研究科研事业单位国有资产管理的关键点,提出应进一步完善规章制度,对土地等重要资产管理事项给予政策和财力支持,开展企业和不良资产清理专项工作,细化无形资产管理办法等对策建议,旨在实现事业单位国有资产使用的安全与高效。

Studies and Suggestions on the Management of National Assets in Scientific institutions

Scientific institutions have made a marked effect in construction of management system of national assets and innovation of managing ways.However,many problems still exist,such as system imperfection,foundation instability,funds shortage,enterprises and inferior assets clearing.Through analyzing the key points of national assets management in scientific institutions,advices were proposed in order to realize security and high efficiency in using national assets appropriated to the scientific institutions,i.e.,regulations should be perfected,policy and financial supports should be given to managing important assets like land,special tasks for clearing enterprises and inferior assets should be launched,management rules for intangible assets should be detailed,etc.
