| 摘 要： | 介绍了浙江省排污权交易概况及特点,从排污者之间关于排污权交易的利益平衡与排污者与非排污者之间的利益平衡2方面对浙江省排污权交易中的利益平衡进行了阐述,分析了建立排污权交易制度中利益平衡机制的必要性。

| Abstract: | The paper introduces trading situation and characteristics of emission right in Zhejiang Province.The interest balance in emission right trading in Zhejiang Province is represented from two aspects: the interest balance among polluters about emission right trading and the interest balance between polluters and non-polluters.The necessity of establishing interest balance mechanism in emission right trading system is also analyzed. |
