我国科研项目主要管理模式比较研究

文章系统梳理了改革开放以来不同时期国家科技计划(基金)立项的项目管理模式,总结归纳出了依托专家管理的模式、项目负责人制的矩阵式管理模式、PDCA循环管理模式和过程管理模式等主要管理模式,并在比较分析的基础上,提出了科研项目管理模式选择的建议,以期为提高我国科研项目资源配置效率、发挥科研项目管理效益、提升科研机构科技竞争力提供参考和借鉴。

Comparison and Study of General Management Models of Scientific Research Programs in China

Program management models National Science and Technology Plan(Fund) founding during different periods since the Reform and Opening-up were systematically reviewed in the paper.4 major management models were summarized,including expert-based management model,the program host in charge of the system of matrix-management model,PDCA loop management model,and process management model.Based on comparative analysis of these management models,research program management model selection recommendations were suggested and they have important reference value to improve resource allocation efficiency of China’s scientific research program,to exert management efficiency of research program,to enhance the technological competitiveness of research institutions.
