试论图书馆数据库建设中的著作权保护

国际版权保护的强化趋势对公益性质的图书馆，尤其是图书馆的数字化日程产生的压力与制约与日俱增。图书馆在数字化建设中涉及的知识产权问题主要体现在著作权上。在文献信息数字化中，作品作者的署名权、发表、保护作品完整权或者著作财产权都会受到威胁，著作权纠纷也会随时发生。图书馆在信息传递中举足轻重的地位使得它必须以知识产权保护为背景，合法而又多样地开展信息服务，从而促进社会信息活动的规范化发展。
