| 摘 要： | 林业经营思想的转变、全面建设小康社会以及加入WTO有力地推动了我国森林公园的建设,但社会主义初级阶段生产力水平低与发展不平衡、林业"三危"困境以及林业经营思想与体制的僵化,制约着绝大部分森林公园不能成为全面生态保护、提供休闲、求知、康体、美育的场地。提出了只有明确森林公园在社会经济可持续发展过程中的地位与作用,科学确定森林公园建设核心与内容,加强森林公园支持与保障体系的建设,才能使我国森林公园与世界先进的森林公园比肩。

| Abstract: | The paper analyzes the macroscopic backgrounds and the limiting factors of forest park development and puts forward 3 development strategies which are making clear roles and functions of a forest park in the social and economical sustainable development process, the contents of forest park construction and the support and guarantee system. |
