日本的警察预算构成及其工资管理研究

日本将国家警察预算主要用于配备各地警用基础设备设施、地方预算主要用于人员工资等的做法值得借鉴。它既为实现全国联动目标提供物质保障，也为稳定队伍、控制资金流向提供制度保障。日本的国家和地方公务员两种警察身份管理，对我国警务管理改革和队伍建设具有积极意义。把警察预算和工资制度等纳入警察队伍建设和业务目标管理，是我国警察财务管理研究的一个新课题。
