南水北调中线水源区水资源开发的生态补偿探讨

在查阅相关资料及法律文献的基础上,结合实地调研,分析中线工程水源区建立生态补偿机制的必要性,探讨适合当地实情的生态补偿原则,提出建立多元化补偿资金筹集渠道,并给出生态补偿机制实施的组织形式和保障措施建议,旨在促进南水北调中线水质保护和水源区经济可持续发展,确保＂一库清水＂永续北送。

Ecological Compensation for Water Resources Development in Water Resource Area of the Mid-line Project of South-to-north Water Division

Based on the study of the domestic and foreign data,the legal literature and the investigation on the spot,the necessity of constituting the ecological compensation mechanism was analyzed.The ecological compensation principles in the local areas were studied.The multiple channels for compensation fund were suggested.The framework and guarantee measures were suggested for the implementation of the ecological compensation mechanism,so as to promote both the protection of water quality and economic sustainable development of the water resource area of the mid-line project of south to north water division.
