摘    要:随着经济的快速发展,人类对水的需求量的增加和供水量减少之间的矛盾越来越突出,合理配置有限的水资源显得非常重要。本文运用多目标规划理论建立了区域水资源可持续利用的多目标优化配置模型,该模型以社会、经济、环境的综合效益最大为目标,用粒子群算法求解,得到银川市规划年(2020年)3种不同保证率下的优化配置方案,为银川市水资源管理问题提供了科学依据。结果表明,所建模型合理、可行,算法有效。

Abstract:With the rapid development of economy, the contradiction between increased water demand and decreased water supply has become obvious, reasonable allocation of limited water resources is becoming particularly important. The paper establishes a multi-objective optimal allocation model of regional water resources based on the principle of multi-objective programming, this model takes the maximum comprehensive benefits of society, economy and environment as the target, PSO (Particle Swarm Optimization) algorithm is used to solve the model, the results of water resources optimal allocation of Yinchuan City for benchmark year 2020, under three designing assurance rate are obtained. The method and conclusion can provide a scientific decision-making of scientific project planning, water saving and regulation for Yinchuan City. The results show that the model established by this paper is reasonable and feasible and the algorithm is effective.
