| 摘 要： | 农村水利是农业发展的命脉，是保证农业增产、农民增收的根本，但我国农田水利建设缓慢仍然是影响农业稳定发展和国家粮食安全的最大制约因素。概述了我国农村水利发展的历程，分析了存在的问题，提出了发展思路和对策。

| Abstract: | Rural water conservancy is the lifeline of agriculture，and it is the fundamental of agricultural increasing production and farmer increasing income.But lag of farmland water conservancy construction is still the biggest restricting factor that influences steady development of agriculture and national food safety.Development history of rural water conservancy was summarized.Problems were analyzed.And development ideas and countermeasure were put forward. |
