| 摘 要： | 通过对非公有制林业的内涵和特点的分析,指出了非公有制林业产权保护不力、采伐限额制度的束缚制约、林地使用制度不完善和林业金融保障制度不完善等主要制约因素,并在此基础上提出了解决对策。

| Abstract: | Being a sure direction of modern forestry development, non-state owned forestry makes a necessary approach to social investment in forestry industry.This paper reveals the major problems in forestry management system,such as failure in protection of non-state owned forest property right,restriction of development by annual cut quota,incomplete forest land use system,heavy forestry taxation,and incompleteness of the system of forestry finance.A set of corresponding solutions are proposed in this paper,which aims to remove those restraint factors. |
