| 摘 要： | 中国小水电无论从资源还是开发规模上看，在全世界都是排名第一的。介绍了中国小水电发展的历史，在不同历史阶段，小水电投融资模式和投资政策的变化。同时，还介绍了小水电总体发展规划，指出资金问题是小水电发展的重要制约因素之一。在分析目前小水电站行业的发展现状,投资主体、资金来源、融资模式和存在问题的基础上，借鉴国际经验，提出改善小水电投融资现状的政策建议和融资措施。

| Abstract: | China leads the world in small hydropower,no matter for its exploitation scale or for its abundant resources.This article introduces the history of SHP in China,as well as the investment policy and financing mode in different period.National SHP plan is also introduced,and it is pointed out that capital-scarce is one of the important obstacles for SHP development. Based on the analysis of current situation,current investors,capital source,financing mode and related problems,learning from the international experience, the policy advices and financing ways are proposed. |
