| 摘 要： | 中国共产党作为执政党 ,自身的建设与政府职能现代化紧密相关 ,建立高效廉洁领导干部队伍具有重要意义。微观上 ,要加强一系列具体制度建设 ,其中尤其要健全、完善监督机制 ,加快治理腐败 ,提高党与政府的领导效率 ;宏观上 ,则要推进积极健康的行政文化环境的营建。
