| 摘 要： | 在加快农业现代化建设的同时 ,加快城镇化进程是我国经济和社会发展的战略选择。推进城镇化要遵循客观规律 ,不能拔苗助长 ;重点应放在中小城市和中心镇的建设上 ;城市的功能定位和产业重点不能是一个固定模式 ;加快城镇化进程还必须改革城市户籍管理制度 ;逐步建立城乡统一的社会保障制度。
