| 摘 要： | 针对河北省农业科技发展存在的主要问题,通过对技术政策、科技管理和资源配置制约因素的分析,提出要贯彻一个方略、拉长二个链条、发展三色科技产业带、组织四大科技行动、实现五个替代的农业科技创新管理机制,构建起具有河北特色的农村科技创新体系。
