河南林业生态省建设重点工程营造林质量探析

2008年度河南林业生态省建设重点工程核查结果表明,各建设工程任务完成率高,面积核实率、面积合格率较高。但也存在部别项目上报面积不实和虚报、重报现象。作业设计质量不高,营造林未能严格按照设计要求施工,自查验收工作不认真等问题较为普遍。提出加强技术人员培训,完善作业设计编制、审查制度,严格执行检查验收办法,规范县级自查验收等建议对策。
