The Harnessment Step of Soil and Water Conservation in Middle and Upper Yellow River Should Be Quicked

At present,the natural disasters in upper and middle Yellow River still occur frequently.Although living standard of the masses has improved a lot,it is lower than the national average standard in the same period.Serious soil loss still restricts the development of local economy,existing measures and the harnessment degree can not meet the demand of present national economy and social development, quickening the harnessment step of soil and water conservation in the area is imperative.Through comparing harnessment degrees in different time and area and analysing policies and labors,the authors consider that one important factor influencing the degree of soil loss control is extreme lack of input,if the national input increased and the funds were collected in every forms and ways,the annual harnessment degree 2.9% in period of the ninth five-year plan put forward in the national program for soil and water conservation would be feasible.
