| 摘 要： | 2004年我国农产品进出口贸易呈现重要转折,从农业净出口国转变为农业净进口国。本文运用系统分析的方法,在分析我国农产品贸易形势,剖析我国农产品贸易复杂的国内、国际环境基础上,提出以促进现代农业的建设、农村经济的发展以及农民收入的提高为总体目标,以突破贸易壁垒和国际农产品贸易的复杂环境,提升我国农产品的国际竞争力、开拓国际市场为目的,从具体操作到战术再到战略的层次递进的决策组织系统。

| Abstract: | The foreign trade of agricultural products has showed important turning point since 2004, our nation translated from net export country into net import country. On the basic of analyzing the trade situation and complicated national and international circumstance of our nation agricultural products, this paper puts forward a set of decision-making organization system moved forward by degrees from concrete manipulation to tactics and stratagem-these will not only to breaking through the trade barriers and the complicated national and international circumstance but also to advancing the competed capability of our agricultural products and exploiting the international market. Our general goal are promoting modern agriculture construction, developing rural economics, and enhancing peasant income. |
