Discussions on the Risk Management in Handling Forest Fires

To accomplish the maximum efficiency in handling forest fires, it is necessary to distinguish two types of fires on the basis of ecological evaluation. Parameters such as risk value, risk degrees, risk cost and their relations are proposed, defined and discussed. The assignment of the values of these parameters will offer an economic foundation for the optimal distribution of fire resources, the prediction of the fire losses, the estimation of the needed fire fighting forces and the formulation of the fire fighting planning.
