| 摘 要： | 农民集体上访事件的频繁发生是和谐社会进程中的不和谐音符，其形成既有农村干部的素质问题，也有农民自身的因素。通过强化村务公开、完善村级干部管理制度、加强干群沟通、树立司法权威、完善农民利益表达机制等途径，可以有效预防和化解农民集体上访事件。

| Abstract: | The frequent occurrence that the farmer appealing to the higher authorities for help was a disharmonious note of harmonious social process.The cause was not only low character of village staff,but also the factor of farmer.Some approaches which were enhancing the publicity of village affairs and perfecting village class staff's management system,strengthen a stems communication,setting up judicial authority and perfecting farmer benefits expression mechanism were adopted to prevent farmer from making appeal to the higher authorities for help effectively. |
