| 摘 要： | 随着城市化进程的加快,失地农民数量日益增多。当前,土地产权模糊、征地补偿标准不科学、土地管理制度混乱以及社会保障制度不健全等原因导致失地农民权益得不到保证。因此,必须处理好农民与土地的关系,妥善解决当前失地农民问题,为失地农民提供生存和发展保障。

| Abstract: | Along with the quickening of urbanization, the number of farmers who have lost their land is increasing day by day. At farmers' rights and interests are not guaranteed due to the indistinct land property rights, unreasonable land compensation standard, jumbled land management system and incomplete social security system. Therefore , it is necessary to properly manage the relationship between farmers and their lands , solve the problem of non-landed farmers , so as to provide living and development guarantee for them. |
