陕西秦岭自然保护区建设管理模式初步研究

1965以年,秦岭地区共建立各类自然保护区25个（其中水利部门4处）,总面积487 134.6 hm^2,占陕西省自然保护区总面积57.8%。但由于保护区级别、管理体制、管理部门以及资金投资主体不同等原因,使秦岭地区自然保护区的建设和管理水平参差不齐,自然保护区的保护功能没有充分发挥出应有的效益。本文通过对秦岭地区现有自然保护区的建设和管理的现状进行调查研究,提出建设一个大自然保护区的思路,即建设秦岭国家自然保护区,并指出适合秦岭地区保护区建设管理模式的优越性,提出了优化和改革秦岭自然保护区管理体制和完善运行机制的政策性建议。

On Pattern of Establishment of Nature Reserves in Qinling Mountains

25 nature reserves were established in Qinling Mountains since 1965, with an area of 487 134.6 ha.The management and development of these reserves showed significant differences due to different management administrations, different management systems and different main investors, so conservation functions of these nature reserves were not in a very ideal and effective state. In this paper, the recommendation of construction a nature reserve group in Qinling Mountains by uniting these reserve into one unit and suggestion of optimizing and reforming the management system and operation mechanism were discussed.
